About this file

This is a Project Manual and Bidding Document issued by the Michigan Department of Technology, Management and Budget (DTMB) for the Nahma Grade Multiuse Trail Culvert Installations project located in Delta County, Michigan. The project involves installing new aluminum box/arch culvert structures over water crossings at two locations on the proposed multiuse trail, with each water crossing approximately 12 to 14 feet wide. The complete work scope includes clearing, stream and groundwater control during construction, excavation, backfill, bedding aggregate, gravel trail surface, slope restoration, and erosion control measures. A mandatory pre-bid conference will be held on Tuesday, June 6, 2023, at 2:00 p.m. at the project site. Bids are due electronically through the SIGMA VSS website by Wednesday, June 21, 2023, at 2:00 p.m. Eastern Time. The project contract time specifies substantial completion by October 13, 2023, and final completion by November 10, 2023, with liquidated damages of $150 per calendar day for delays. An alternate bid price is requested for replacing the aluminum culverts with precast concrete box culverts (14 feet by 6 feet at the north site and 12 feet by 6 feet at the south site).

The bid requires a 5 percent bid security payable to the State of Michigan, and both Performance and Payment Bonds are required for contracts exceeding $50,000. The contract is structured as a lump-sum agreement with a $5,000 provisional allowance included in the base bid. Bidders must submit certifications regarding Michigan-based business status, Qualified Disabled Veteran status (if applicable), prevailing wage compliance, and various other compliance certifications. The project is funded through state sources and is subject to prevailing wage requirements as outlined in the State of Michigan Prevailing Wage Schedules for Delta County. Additional requirements include soil erosion and sedimentation control compliance, EGLE permits for the north and south sites (permit WRP031270 v.1, issued October 21, 2021, expiring October 21, 2026), and adherence to Department of Natural Resources regulations regarding tree removal windows (not preferred June 1 through July 31 due to nesting bats). Questions concerning bidding documents must be submitted by Wednesday, June 14, 2023, at 12:00 p.m. Eastern Time to Jared Hyrkas at jared.hyrkas@ohm-advisors.com.
