About this file

This Addendum No. 1 document issued by the City of Salem, Oregon Public Works Department modifies the contract specifications for McKay Park Improvements (Contract Number 256116, Project Number 722410). The addendum, effective April 2, 2026, supersedes conflicting provisions in the original specifications and clarifies key project requirements. Specifically, it adds requirements for an owner-furnished, contractor-installed OCE steel trash receptacle (32-gallon, product #744-102-00X) subject to city inspector approval, and establishes specifications for wood chip paths using clean, untreated cedar or hardwood in blonde color, screened to 3/4-inch to 3-inch with no fines. The addendum addresses four bidder questions regarding trail resurfacing scope, topsoil application depth for lawn areas, imported topsoil quantities for soccer fields (approximately 3,000 cubic yards to be imported or amended), and visual identification of base and alternate project areas on plan sheets. The bid closing date remains April 7, 2026, at 2:30 p.m., with all bidders required to acknowledge receipt and acceptance of this addendum by signing and submitting the document with their proposals.

All other contract terms, conditions, and specifications remain unchanged and in full effect. The addendum was executed by Shawna Self, Manager of Contracts and Procurement, and bears digital signatures from Lelisa Rozendal (Senior Project Manager), Aaron Kimsey (Assistant City Engineer), and Allen Dannen (City Engineer), all dated April 2, 2026. Bidders must provide evidence of receipt and acceptance of Addendum No. 1 with their proposal submissions to be eligible for consideration in the competitive bid process.

2. Q: In the specs where it mentions the restored and new lawn area will both of those areas be receiving 4” depth of imported soil?

A: Per 701.3.01 D & E (P. 1000-68), as for topsoil in lawn areas, yes both new and restored areas should receive the same treatment.
