About this file

This document contains questions and answers regarding Solicitation Number 72062319R00001 from the US Agency for International Development Kenya and East Africa for an Evaluation, Assessments, and Analyses IDIQ. Key details include:

  • The solicitation is a small business set-aside for evaluation, assessment, and analysis services to support USAID/Kenya's programs. The period of performance for task orders is December 2019 through May 2020.

  • Questions covered pricing terms such as allowable escalation rates up to 3% annually for expatriate staff and the application of a fixed fee ceiling. The document clarified that time-and-materials task orders would not be issued and that subcontractor information does not need to be included in proposals but may be considered.

  • Other questions addressed requirements for the technical proposal such as page limits, font sizes, and whether annexes like the past performance matrix are included in the limits. Responses provided formatting guidance and confirmed the matrix is excluded from page limits.

Dear Offerors - USAID/KEA would like to thank you for your continued interest in working with the US Government. We are grateful for the second round of insightful comments and questions received. Below are the responses to the questions that are incorporated into the solicitation through Amendment # 2. The window for asking questions and making comments has now closed for this Solicitation. The RFP has been amended in response to some of the comments and questions. The changes are highlighted in green in the amended RFP accompanying this Q&A document for ease of review. If there is any inconsistency between this document and the amendment RFP, this document takes precedence.
Question #QuestionResponse
1We have reviewed the joint venture information contained in the Q&A. We respectively request consideration for an extension of the due date to permit receipt of SBA approval for the mentor protégé agreement which takes 45 days.Unfortunately, the proposal due date will not be extended.
2Attachment J.6, Illustrative Task Statement of Work: To whom do field representatives report and what is their role? For example, are they innovation company sales and technical support people, are they University extension agents, USAID/Kenya or KCIE agents, or do they report somewhere else?Field representatives work for the implementing partner. Their role is to provide oversight of the grantees.
3Attachment J.6, Illustrative Task Statement of Work: Do field representatives represent a specific innovation and seek farmerparticipants for that innovation or seek the best innovation for each farmer they meet? (Does this mean some farmers may be utilizing more than one innovation in the program?)Field representatives represent specific innovations and recruit farmers to utilize that innovation. In which case, they don't seek the best innovation for each farmer they meet.
4Attachment J.6, Illustrative Task Statement of Work: Are field representatives provided guidelines about recruiting male, female and youth candidates/ participants? Are these aimed at gender balance for all innovations, some innovations? Are these aimed at attracting youth in certain numbers or rates for certain or all innovations? All USAID funded programs are required to disaggregate participants' data by gender and, which necessitates this innovation program to intentionally recruit both male and female participants, while targeting youth participation
5Attachment J.6, Illustrative Task Statement of Work: Did the program include targets for men, women, youth participating in different innovations for different counties/ If so, are these numbers, rates, or both? Can these be shared with offerors?Yes, the program included targets per individual grant. As this is a hypothecial scenario we are unable to provide targets.
6Attachment J.6, Illustrative Task Statement of Work: To what degree are they interested in us learning why there are gender or age group differences in participation and non-participation) and experiences in addition to overall differences? The program's primary focus improving livelihoods by enhancing crop and animal production, and not so much on differences in gender and age groups, though lessons emanating from such experience would inform adaptive management and design of similar programs
7Attachment J.6, Illustrative Task Statement of Work: To what extent is Kenya/KEA interested in comparisons of innovation participants vs. non-participants in any phase of the evaluation? This question is largely about impact and attribution of program outcomes, which USAID/KEA isn't focused on, considering (i) the intervention isn't a pilot and (ii) the fluidity of the context within which such programs are implemented, which complicates experimental program designs. Attention is more on contribution of the program to improved livelihoods
8Attachment J.6, Illustrative Task Statement of Work: To what extent is Kenya/KEA interested in measurement of community-level effects (inclusive of participants and non-participants) in any phase of the evaluation? The illustrative task order does not include community-level effects, and so this is not an interest for USAID/KEA in this example.
9Attachment J.8, Question/Answer 16 states that all tables, graphs, etc. must adhere to the 12-point font guideline. Would USAID/KEA allow footnotes and header/footer text to be 10-point font?USAID will allow for footnotes, headers/footers, and visuals to be a minimum of 10-point font. The RFP has been amended to include this, and clarifies what are considered "visuals."
10Attachment J.8, Question/Answer 72 says that the Past Performance Matrix counts against the page limitation; however, Question/Answer 112, along with the amended RFP, says that it does not. Please confirm that the Past Performance Matrix does not
count against the page limitation of the technical volume. The Past Performance Matrix does not count against the page limitation.
11USAID addressed T&M contracts in questions 62 and 115 although the answers appear to contradict each other. Q#62 says RFP Section B.2 was revised to include T&M however the amended RFP section does not appear to have been revised. Q#115 says T&M contracts will not be issued under the IDIQ and, appropriately, the revised Section B.5.b no longer mentions the mechanism. Please confirm that no T&M contracts will be issued under EAA. Please also advise on whether it is permissible for prime contractors to use subcontracts when engaging their partners as requested in Q#36?T&M contracts are not envisioned under this IDIQ. Subcontracts may be issud in accordance with the FAR and will be reviewed in accordance with subcontract consent rules under FAR part 44.
12P.100, Section L.11.h, Evidence of Responsibility. The RFP says the CO will comply with FAR Subpart 19.6. That regulation, broadly speaking, explains procedures for USAID should there be a finding that an offeror is not sufficiently responsible to implement an award. FAR 9.104-1, referenced in FAR Subpart 19.6, gives general standards (detailed in parts a through g) but please explain if offerors should submit statements to support those general standards or other information to be considered responsive to this part of the RFP?Please submit statements that support these general standards.
13Does the Mission prefer that offerors adhere to the prescribed timeline in the illustrative T/O or is the Mission open to having alternative timelines proposed? The preference is for offerors to adher to the prescribed timeline.
14Given that it may be difficult for small business prime offerors to provide past performance with information that is available in CPARS, (which necessitates a prime contract) would USAID reconsider allowing for past performance information of subcontractors to be included in the Past Performance Matrix? In addition, would USAID consider evaluating the capacity of subcontractors under “Management, Capacity, and Expertise” as a means of supplementing the prime offeror’s proposal given that this is a small business set-aside?Where sufficient past performance information is not available in CPARS, USAID will conduct reference checks. As indicated in the first round Q&A, given the nature of the IDIQ and the variability of what work a subcontractor may or may not perform, USAID will only evaluate subcontractors under the Management, Capacity, and Expertise evaluation if they are part of joint venture or under a teaming agreement.
15The answer to Question 72 states “The part performance matrix is included in the page limit as stated in Section L.”, however Question 112 states “The past performance matrix does now not count against the page limits.” Can USAID please clarify if the Past Performance Matrix should be included as part of the 30-page limit? Please see answer to Question # 10.
16Attachment J.7 SF-LLL appears to be in error as it indicates the type of federal action is a grant, and signature and date is to be completed on submission to grants.gov. Can USAID please provide an updated SF-LLL reflecting the correct action type and submission procedure? The correct SF LLL is included. Please ignore the previous version.
17RFP Cover - Does the time “0500” mean 05:00 AM or 17:00 (i.e. 05:00 PM)?The time means 5:00am.
18Q&A Round 1 (Question 2) - Based on Question 2, it is our understanding that Attachment J.5: Past Performance information must be presented as a separate document, in Excel spreadsheet format, as an Annex to the Technical Proposal? If these are not the case, please confirm which is preferred: Table in Word format within Technical Proposal or separate PDF document, Excel document, etc.? Please also confirm that if Attachment J.5: Past Performance Information is to be included as a separate document, that it will not be counted in the page limit.Correct, J.5 must be presented as a separate document, in Excel spreadsheet format, as an Annex to the Technical Proposal. Also, please see answer to Question # 10 for the response to the second part of this question
19Q&A Round 1 (Question 4) - Considering this procurement is a Small-Business set-aside, it was our understanding that a consortium of subcontractors and resource partners will enhance the Offeror’s service offering to USAID. Would USAID re-consider allowing subcontractors’ capacity and expertise to be included and thus contribute to USAID’s evaluation of the Offeror’s “Management, Capacity and Expertise” section in the Technical Proposal? Please see answer to Question # 14.
20Q&A Round 1 (Question 16) - Would USAID reconsider this requirement, allowing visuals (charts, tables, graphs and images) to be at 10-point size or higher, rather than 12-point size, as long as it is legible? Please see answer to Question # 9.
21Q&A Round 1 (Question 137) - Please provide the amended J.6 Annex as noted in the response to Q137?
Alternatively, please provide the revised period of performance. The amended document is included.
22Q&A Round 1 (Questions 72 and 112) and Section L.10 - These sections are contradictory. Please confirm: is the past performance matrix included in the Technical Proposal’s page limit? (i.e L.10 in RFP and Q&A 112 are correct, while Q&A 72 is incorrect?)Please see answer to Question # 10.
23Q&A Round 1 (Question 89) and Section L.3 - Is USAID using the terms “title page” (with requirements on page 86-88) and cover page interchangeably?

If so, please confirm what exactly should be included on the title page/cover page?

If they are two different documents, please confirm what should be included on both?"Title page" and "cover page" are used interchangably. To avoid confusion, references to "title page" are replaced with "cover page." Page 92 - reference to the "cover letter" has been changed to the "cover page". The cover page refers to the first page of the technical proposal and the first page of the cost proposal. The RFP has been amended to clarify this. Section L.10(b)1 provides instructions on what should be included in the cover page of the technical and cost proposals.
24Q&A Round 1 (Question 79) - Please confirm what should be included on the Cover Letter as first page of the Technical Proposal, and how it should be different from the Cover Page on the cost proposal?

Secondly, is our assumption correct that this page must also be signed by an authorized representative?

Both should include the same information, and be signed. The difference is that they should be labeled differently ("Technical Proposal" and "Cost Proposal").
25Q&A Round 1 (Question 89) and Section L.3 - Could USAID reconsider excluding the Title Page and/or Cover Letter from the Technical Proposal page limit? The cover page is included in the technical proposal page limit.
26Question 72 states that the past performance matrix is included in the page limit. Question 112 and section L.10(b)7 of the RFP says the past performance matrix is not included in the page limit. Can USAID please confirm that the past performance matrix is not included in the page limit? Please see answer to Question # 10.
27Can USAID please confirm that Annex 1 Past Performance Matrix is to be submitted as a separate Excel document and not as part of the technical proposal PDF document? Given the different format templates, this would be the optimal solution. Please see answer to Question # 18.
28Section L.3(e)1 requires that the title page be marked with a restriction on disclosure and use of data. Question 79 states that the cover letter is the first page of the technical proposal. Can USAID please confirm that a title page is allowed for the technical proposal? Can USAID please confirm that a title page preceding the cover letter for the technical proposal will not count against the page limit for the technical volume? Please see answer to Question 23 and Question 25.
29Section L.11(b)2 states that “Biographical Data Sheets must be submitted in PDF format, duly signed by both the employee and the Offeror and must be put in alphabetical order.” Question 125 states that biodatas should be ordered by labor category. Could USAID please confirm that the Q&A is correct and biodatas should be ordered by labor category? The Q&A is correct, and biodatas must be ordered by labor category.
30USAID has protected the Cost Template (J4); the following are unable to be changed:

o Cells E6, 7, 9, 24, 25, 31 and 33 – offerors cannot insert the CDRs here. Can the Government unprotect these cells?

o Fringe base summarizes column E and is locked; should this summarize column F?The cells have been unprotected. Fringe benefits application has been changed.
31In the response to Question 4 of Round 1 Q&A, USAID has stated that major subcontractors will not be evaluated as part of the Management, Capacity, and Expertise and Past Performance Information evaluation criteria. We strongly urge to reconsider this approach as this requirement would give an advantage to joint ventures, which will be able to leverage experience and past performances of more than organization, and disadvantage small businesses that have chosen to enter into teaming agreements with subcontractors. Please allow for evaluation of subcontractor contributions to level the playing field. Please see answer to Question # 14.
32USAID’s responses to Question 36 and Question 51 of Round 1 Q&A contradict each other. Answer to Question 36 states that subcontractors may submit their NICRA directly to USAID, whereas answer to Question 51 states that indirect costs for subcontractors are not required at this stage. While USAID does not require subcontractor NICRA information at this stage of the solicitation, Offerors are free to submit this documentation if they feel it will enhance their proposal. Should an Offeror choose to submit subcontractor NICRA information, it may be submitted directly to USAID.
33We request that USAID allow to reduce font size in visuals (charts, tables, graphs, images, etc.) from 12-point size guideline to 11-point.Please see answer to Question # 9.
34For the 2-page data visualization required as part of the Management, Capacity and Expertise section, in addition to evaluations, we request that USAID allow the use of other analytical products such as assessments and analyses, with data visualization examples. This is fine as long as it adheres to the 2 page maximum.
35Q51 states that prime subcontractors do not have to submit indirect costs and NICRA. However Page 11 of the amended RFP leaves in a table for indirect rates for major subcontractors and further defines a major subcontractor. Does USAID require the submission of indirect rates for major subcontractors? The row in the table and the definition of major subcontractor have been removed
36Can USAID provide an unlocked template for the cost template? Please see answer to Question # 30.
37For future RFTOPs with 15 days or less to submit responses, will USAID provide draft scopes of work to provide sufficient time for recruitment?USAID will provide as much advanced notice as possible of upcoming RFTOPs, including providing draft scopes of work to allow Contractors sufficient time for recruitment.
38Can USAID provide an unlocked template for the cost template? Please see answer to Question # 30.
39Will USAID please confirm that the period of performance for the task order is meant to be December 2019-May 2020 instead of December 2018-May 2019?Please see answer to Question # 21.
40Page 99 of the RFP, C.2 - It states the offeror is not required to submit the Reps, Certs, and Other statements if these have been completed in SAM. Please confirm we should still submit a signed Section K (Reps, Certs, and Other Statements) for this proposal.Offerors are not required to sign Section K if these have been completed in SAM. Please indicate in your proposal that these have been completed in SAM.
41To what extent (if at all) may submissions made via the formation of a joint venture (or formal corporate partnership) represent past performance of non-small businesses to meet the Past Performance criteria listed in the Technical Evaluation Criteria? Please see answer to question 14.
42In Amendment 02 to the original RFP (Q&A first round), USAID referred to an amended period of performance for the TO, but did not appear to provide this amended period to offerors. Could you please clarify this amended period of performance, or whether the RFP has been updated to reflect it?Please see answer to Question # 21
43In responding to the illustrative task order and statement of work, can USAID make
available the survey methodology (e.g., sampling design, etc.) for the Kenya Commercial Investment Entrepreneurs baseline, as this will ensure bidders are able to present a consistent and relevant approach. Please treat this as a hypotetical, illustrative task order.
44In responding to the illustrative task order and statement of work, should the offeror
assume that baseline data for the KCIE activity exists and will be made accessible for the purposes of the evaluation?Yes
45Attachment J.8 Questions and Answers, Amendment 2, Question 72 reads:

“Section L.8, Delivery Instructions (Page 91), states that “all files are to be in PDF except for cost spreadsheets.” Attachment J.5, Past Performance Matrix, is an Excel file. Is USAID therefore expecting that Attachment J.5 be and inserted in to the Technical Proposal and then converted to PDF? Also, please confirm that the Past Performance Matrix is included in the 30-page limit requirement.”

USAID’s response is: “The past performance matrix is included in the page limit as stated in Section L. The document does not have to be converted to a PDF.”

Question: This response from USAID reads that the past performance matrix IS included in the page limit as stated in Section L. However, page 94 of the revised RFP reads, "Annexes are NOT included in the page limits" and USAID’s response to question 112 reads, "The past performance matrix does now not count against the page limits." Will USAID please clarify whether or not the Past Performance Matrix is included in the page

limit? Please see answer to Question # 10. The past performance matrix may be submitted in Excel, or may be converted to PDF and submitted with the technical proposal.
46Attachment J.8 Questions and Answers, Amendment 2, Question 76 reads:

“Section L.10, (b)7. Annexes, Annex A, (a) 1., (Page 94) states that the Past Performance Matrix should list contracts “implemented by the Prime Offeror.” Please confirm that no subcontractor past performance is acceptable in the matrix.”

USAID’s response is: “Please see answer to Question 59.”

Question: The Answer to Question 59 reads, "The information should be included for major subcontractors for the purposes subcontract consent" and does not clarify about providing subcontractor past performance. Will USAID please clarify? Should contractors reference USAID’s response to Question 4 instead, which reads, “Given the nature of the IDIQ and the variability of what work a subcontractor may or may not perform, USAID is not including major subcontractors as part of these two evaluation criteria” (i.e. “Management, Capacity and Expertise? and “Past Performance

Information”)?Please see answer to Question # 14
47Attachment J.8 Questions and Answers, Amendment 2, Question 82 reads:

“(Page 94) USAID has specified that past performance listed in the Matrix be limited to the Prime. Would it be permissible to include Past Performance information from a major subcontractor (usually defined by USAID as having more than 20% estimated participation in the contract activities)?”

USAID’s response is: “Please see answer to Question 59.” Question: The Answer to Question 59 reads, "The information should be included for major subcontractors for the purposes subcontract consent" and does not clarify about providing subcontractor past performance.

Question: Will USAID please clarify whether or not including Past Performance

information from a major subcontractor is acceptable? Please see answer to Question # 14
48Page 9, Section B.6.2 (b) of the revised RFP states, “An annual escalation rate of ___%

for expatriate staff and ___% for local staff [Offeror to propose escalation rate, not to exceed 3.0% for expatriate staff] to the remaining Contract years (Year 2 – Year 5) will establish the proposed unburdened CDR for the life of the IDIQ.”

Question: As Task Order performance under this IDIQ may continue up to two years after the ordering period, would the Mission please confirm that Offerors may apply an

annual rate escalation to the Year 5 and Year 6 rates, as well?Offerors may propose an escalation for Year 5 and Year 6. Attachment J.3 has been amended to include labor rates for Year 5 and Year 6
49The Mission’s response to Question #7 stated that the RFP has been amended to remove the requirement for an escalation rate cap for local staff. Additionally, the Mission also removed the requirement to provide ceiling daily rates for CCNs (Question #8).
Question: Would the Mission please confirm that the language above should be revised to “An annual escalation rate of ___% for expatriate staff [Offeror to propose escalation rate, not to exceed 3.0% for expatriate staff] to the remaining Contract years (Years 2 – 7)"?Correct. The RFP has been amended accordingly.
50Section B.2 of the revised RFP (Amendment 1) states that the Government will issue

Task Orders that are CPFF, FP, or a combination. Additionally, Section B.5 indicates that the fixed fee ceiling only applies to cost reimbursement type orders and Subcontracts.

However, the Mission’s response to Question #62 states that Section B.2 has been revised to include all cost reimbursement mechanisms and time and material. The Mission also states that the fixed fee ceiling would apply to time and material Task Orders.

Questions: Would the Mission please clarify whether or not it intends to issue Time-and- Materials-type Task Orders under this IDIQ? Will the fixed fee ceiling apply to time and material Task Orders? Please see answer to Question # 11
