Dear Offerors - USAID/KEA looks forward to receiving your proposals in response to RFP # 72062319R00001. While we did not intend to respond to anymore questions received, we did receive one question after the second round deadline that we feel must be addressed in order to avoid any confusion. This issue highlighted in the question below came up at the Contracting Officer (CO) Conference held in Washington, DC at the beginning of May, and was responded to by a CO who is not involved in the process. The response shared with during the CO Conference does not necessarily reflect the view of USAID/KEA, and we therefore feel it is necessary for us to clarify the issue in case any other potential Offerors were present during the industry day and heard the response to the question.
Question #QuestionResponse
1At USAID industry info session the question was asked on the above solicitation regarding clarification on the IDIQ technical response ratings for past performance in regard to the 11 countries mentioned in the scope of work. Will the proposal response be acceptable with past performance in some of rather than all of the countries? And if not how does that weigh on rating for win? We ask this question because someone has told us that it was stated at the US AID event that "it was not necessary for past performance for the 11 countries" or in other words since it was an IDIQ it was based on individual TOs. Yet the proposal does not state this, it states "....as follows" and lists the 11 countries. Since it is my understanding you were not the person the question was asked to or who responded it is important that it be clarified by the CO so our team may prepare accordingly for response. To clarify a few points, we would note that it is USAID policy that offerors without past performance be assigned a neutral rating. This is to encourage new entrants. Secondly, we are unable to speak to how an individual proposal will be rated but past performance is based on the evaluated quality of work performed. Submission of past performance in some but not all the countries is acceptable. As is submission of revelant past performance outside these areas. USAID will evaluate the quality and revelancy of the past performance submitted in accordance with Section L.
