About this file
This document contains a federal contract opportunity notice for biodiversity and sustainable landscape services in support of the Central Africa Regional Program for the Environment. The services include establishing sustainable "green industries" to improve livelihoods and reduce threats to biodiversity, carbon-rich forests, and peatlands in the Republic of Congo. The contractor will work at multiple levels to achieve conservation and development objectives through coordinated efforts between government, private sector, civil society, and local communities. Specifically, the contractor will facilitate the development of a shared vision and sustained coalition around a green economic model in the region. The notice was amended by the US Agency for International Development to comply with Federal Acquisition Regulation Part 4.

Principles of Collaborating, Adapting and Learning (CLA) approaches in CARPE
· Collaborating: Are we collaborating with the right partners at the right time to achieve our goals and promote synergy over stove-piping?
· Establishing strong coordination and collaboration mechanisms between CARPE partners.
· Identifying the most appropriate institutions that form the backbone of biodiversity and forest conservation in central Africa, and develop capacity building plans that will help them to fulfill that role in the long term.
· Learning: Are we asking the most important questions and finding answers that are relevant to decision making?
· Inventorying key CARPE reports and knowledge products such as maps, landscape gender analyses and basic necessity surveys and producing a synthesis of findings relevant to CEERC.
· Establishing or revitalizing knowledge management and data sharing platforms, including an inventory of CARPE knowledge products and data.
· Assisting CARPE partners to improve monitoring, evaluation and learning plans.
· Enabling key stakeholders to visit sites (in- and out-of-country) to learn firsthand about successful approaches to sustainable biodiversity conservation and natural resource management.
· Adapting: Are we using the information that we gather through collaboration and learning activities to make better decisions and make adjustments as necessary?
· Establishing adaptive management best practices throughout CARPE (e.g., pause and reflect, stakeholder engagement and periodic review of data).
· Refining and testing of the CEERC TOC, identifying and generating sound evidence to test approaches to conservation and climate change mitigation supported under CARPE.
