About this file
This document contains a USAID performance indicator reference sheet and related federal contract opportunity. The reference sheet provides details on the "Number of USAID/Haiti activity participants with diversified livelihoods" performance indicator, including its definition, data collection methodology, reporting frequency, and responsible parties.
The associated federal contract opportunity is a solicitation from USAID Haiti seeking proposals to implement the USAID/Haiti Livestock Market Systems Resilience Activity. The activity aims to increase household and community resilience in two focus zones through improving the livestock market system. It will support sustainable livestock production intensification, strengthen animal health services, increase access to input and output markets, processing and marketing operations, and catalyze private sector engagement and access to finance. Proposals are due by the specified closing date and time. Late submissions will not be accepted. The solicitation will be amended on Beta.Sam.Gov if the closing date changes or other aspects require modification. All questions must be submitted to the listed email address by the deadline.

DESCRIPTION
Precise Definition(s):
This indicator measures the sources of income for activity participants and monitors whether these sources are diversified overtime. Diversified income sources allow activity participants to better adapt to shocks and stresses. For example, during a drought or large scale pest infestation, activity participants with both agriculture and non-agricultural sources of income will better be able to adapt to the shock.
Sources of Income: Sources of income can include a variety of economic activities that can be both formal and informal. To be considered a source of income the economic activity typically results in receiving cash as a result of participation in that activity.
To collect data on sources of income, each activity should create a list of economic activities that is both adapted to context and captures the type of economic activities that the activity is promoting and supports participants to engage in. These could include:
● agricultural sales from household farming/livestock activities,
● wage labor (agriculture related or non-agriculture related),
● salaried work,
● petty trade,
● income related to MSME businesses which household members are the proprietors. This can include formal and informal businesses and self employment by household members (e.g. registered MSME or informal tailoring, baking etc.
businesses run out of a household)
● rental income from land, goods, or residence(s)
To collect this data, enumerators should ask activity participants the following questions for each economic activity*
1. Was “economic activity” a source of income for you in the last 12 months? (If yes, ask the second question. If no, skip to next economic activity)
2. Is this “economic activity” a new source of income in the last 12 months?
Diversified Livelihoods: Participants are considered to have diversified livelihoods if they have added new sources of income supported by the activity in the previous 12 months.
*In order to report on sex and age disaggregates, enumerators will also need to collect this data from activity participants.
Unit of Measure: Number Data Type: Integer Disaggregated by:
Sex: Male, Female Age: 15-29, 30+ Economic Activity: disaggregated for each economic activity included from the list asked of activity participants
PLAN FOR DATA COLLECTION
Data Source: Implementing partners Method of Data Collection and Construction: Data collected by the implementing partner in one of two ways

● Collect data from a sample of activity participants through an annual participant based survey. (Guidance for participant based surveys)
Reporting Frequency: Annually Individual(s) Responsible at USAID: A/COR’s of activities supporting improved livelihoods and technical office MEL specialists. PCPS MEL specialists will be responsible for aggregation of data from across USAID/Haiti activities.
TARGETS AND BASELINE
Baseline Timeframe: Baselines will be conducted at the start of new activities reporting on this indicator or in the year this indicator is added to the activity monitoring, evaluation, and learning plan (AMELP) of an existing activity.
Rationale for Targets (optional): Targets will be set based on data from activity baseline surveys. For activities operating in the resilience focus zone, the results of the resilience focus zone baseline survey may also provide additional information to inform target setting.
