About this file
This document includes a performance indicator reference sheet and a related federal contract opportunity notice. The performance indicator reference sheet establishes a resilience indicator measuring the percentage of activity participants demonstrating improved resilience capacities. It defines resilience capacities, provides measurement methodology, and outlines data collection responsibilities.
The related federal contract opportunity is a solicitation by USAID Haiti seeking proposals for the Livestock Market Systems Resilience Activity. The activity aims to increase household and community resilience in two focus zones through strengthening the livestock market system. Employing an inclusive market systems approach, the activity will improve the productivity and competitiveness of cattle, poultry, and small ruminant sub-sectors. Interventions will enhance resilience to climate change, disease, conflict, and governance challenges. Offerors must submit proposals by July 15, 2022 following the instructions and evaluation criteria in the solicitation.

DESCRIPTION
Precise Definition(s):
Resilience capacities represent the strategies, assets, and resources used to respond to shocks and stresses. Resilience capacities fall into three categories; absorptive, adaptive, and transformative. A full list of resilience capacities includes the following:
Activities implemented in the resilience focus zone in Haiti will work to strengthen resilience capacities of the households and communities participating in their programming. Implementing partners should collect data on resilience capacities that are relevant to the programs they are implementing. A/CORs will work with their activities to determine which resilience capacities are required as applicable.
Some illustrative examples include:
(1) A market systems activity focused on smallholder farmers and other value chain actors may select resilience capacities such as access to markets, livelihood diversity, asset ownership, access to financial resources, and exposure to information
(2) A health services delivery activity may select resilience capacities like human capital and access to basic services
Each resilience capacity is collected through a series of questions asked at either the household/individual participant or community level. Some resilience capacities are a simple binary indicator while others are indices combining several questions. The Resilience and Resilience Capacities Measurement Options Methodological Guide provides additional detail on which questions are associated with each resilience capacity and how to build indices (where applicable).

Implementing partners should include custom indicators for the individual resilience capacities relevant to their programs in their Activity Monitoring, Evaluation, and Learning plans (AMELP).
The Mission will aggregate data from across all activities working to improve resilience capacities within the Resilience Focus Zone to calculate the Mission wide indicator.
