About this file
This is an addendum issued by the City of Salem, Oregon, Contracts and Procurement Division of the Public Works Department for a pedestrian safety improvement project. The project involves improved pedestrian crossings on River Road N, State Street, and Lancaster Drive NE in Marion County. The original bid closing date has been changed to November 18, 2025, at 2:30 p.m., with Addendum No. 2 issued on October 30, 2025. Contract Number 245124 is assigned to Project Number 720503. All bidders are required to acknowledge receipt and acceptance of this addendum by signing and submitting it with their proposal.
The addendum reflects updates to the project manual and general conditions resulting from the U.S. Department of Transportation Interim Final Rule regarding the Disadvantaged Business Enterprise (DBE) program, effective October 3, 2025. Primary changes include the deletion of all DBE commitment requirements, certification and utilization forms, and DBE information pages from the project manual and special provisions. The addendum also modifies record requirements, paid summary reporting procedures, and trucking provisions. Specifically, contractors must now submit copies of materials purchase orders or supply agreements when estimated value exceeds $10,000, and paid summary reports must be submitted within 20 calendar days of payment receipt. All DBE contractual requirements previously applicable to this federally funded project have been suspended pending implementation of updated DBE program requirements.
