LEBANON ENTERPRISE DEVELOPMENT

(LED) PROJECT

The Lebanon Enterprise Development (LED) is a three-year project funded by the United States

Agency for International Development (USAID) to increase employment opportunities for Lebanese citizens. Due to multiple challenges, Lebanon’s private sector is lagging in creating economic opportunities and jobs, particularly for youth and women. Through LED’s activities and impact, USAID aims to advance socioeconomic development, empower youth and women, and spur economic growth and stability.

OBJECTIVES

1. Create jobs by increasing the competitiveness and enhancing the growth of Lebanese firms.

2. Improve Lebanon’s business enabling environment.

3. Communicate results and share project knowledge with the public and private sectors.

APPROACH

LED applies a market-led approach to engage directly with private enterprises, private sector organizations, associations and other stakeholders, to identify and solve business related problems that are constraining enterprise and sector level sales (domestic and export), investment, and employment growth.

LED assists individual or groups of enterprises to identify market/s or buyer/s and understand customer requirements; to diagnose the key constraints that stand in the way of boosting sales; and to find solutions to these problems using tailored solutions. LED solutions may address sector or subsector constraints, including but not limited to deficiencies in the quality and quantity of the workforce, and/or improved market access and promotion to catalyze demand and to boost sales and exports.

USAID.GOV/LEBANON USAID LEBANON | JULY. 2019 2

Most of LED’s work is focused on making deals happen, because sales growth leads to jobs. Over time, LED will also prioritize selected business enabling environment problems and work with the private sector to analyze these issues and propose the needed solutions.

LED works throughout Lebanon, with a central project office in Beirut and regional presence covering Beirut/Mount Lebanon, Bekaa, North Lebanon, and South Lebanon. The regional offices are operated by local partner organizations. Berytech Foundation covers Beirut/Mount Lebanon, Bekaa and South Lebanon, and the Business Incubation Association in Tripoli (BIAT) covers North

Lebanon. LED’s business promotion partners employ business advisors who are primarily responsible for identifying private sector client firms; diagnosing key constraints to growth and defining, with the client firms, the solution/s needed to overcome these challenges; and monitoring the delivery of technical assistance as detailed in client enterprise growth plans, or memorandums of understandings.

EXPECTED RESULTS

LED expects to create more than 3,625 new full-time-equivalent (FTE) jobs by supporting at least

250 enterprises during the initial three-year base period.

PROJECT DURATION & BUDGET

Base Period: October 2017 – September 2020 / $14.0 million

Option Period (Pending): October 2020 - September 2022 / $10.3 million
