About this file
This document contains an amendment to a solicitation and a pre-solicitation notice for a federal contract opportunity. The amendment provides responses to requests for information received regarding a requirement for pre-dredge and post-dredge eelgrass surveys for a maintenance dredging project at the U.S. Coast Guard Station Noyo River in Fort Bragg, California. The surveys must document potential effects on adjacent eelgrass beds and be conducted by a qualified firm in accordance with NOAA standards. The pre-solicitation notice provides additional details on the dredging and disposal services sought for this location between $500,000 to $1,000,000. Interested offerors should monitor the federal business opportunities portal for solicitation availability on or around May 25, 2020, with bids due June 25, 2020 to the U.S. Coast Guard Civil Engineering Unit in Oakland. The selected contractor will be responsible for management, labor, equipment, transportation, disposal site furnishing, and all other efforts to complete the dredging in accordance with specifications.

1) The specs call for a pre dredge eel grass survey. Could more detail be provided on why this survey is being requested as well as what information the owner is looking for in the associated reports? What particulars is the owner looking for in the reports?
The pre‐dredge and post‐dredge eelgrass surveys are a requirement per the USCG consultation with NOAA National Marine Fisheries Service, as well as a condition in the Army Corps of Engineers Permit. The reason for the surveys and report are to document the potential effects that the dredging may have on the adjacent eelgrass bed.
The survey requirements are detailed on page 17 of the SOW, Section 01 35 43 Subsection 1.06. The surveys must be completed by a firm qualified to conduct such surveys, and shall comply with the standards established by NOAA’s California Eelgrass Mitigation Policy and Implementing Guidelines (CEMP) (October 2014). The report shall include, at a minimum, calculated square meters of eelgrass in the project and buffer areas; a map that clearly show the location(s) of any eelgrass beds; and a brief discussion of the survey methods, survey results relative to the survey parameters (spatial distribution, aerial extent, percent vegetated cover, and turion density), observation of invasive species (caulerpa sp.), and recommendations. Data recording sheets shall also be included in the report.
