1) Can you provide the soil testing report that shows the % sand, %silt and %clay? Could you describe the characteristics of the material?

Physical analysis was conducted for mean grain size, determining the sediments constitute 5% clay, 27% silt, 69% sand (including very fine, fine, medium, and coarse grains). The full sampling and analysis report is provided as an attachment (USCG Noyo River Dredging SAPr_30May2019).

2) Will the coast guard allow overnight storage of our waterborne and land equipment? If so, where in the water and on land will this be allowed?

Due to Station Noyo River’s small lot, storage of land equipment will be limited to vehicle and a small trailer taking up one parking spot. No heavy equipment will be allowed to be stored on land. The Noyo Harbor District owns a large lot adjacent to the Station. This lot is available to fishermen and recreational boaters. The USCG does not have access to this lot, but the Contractor may be able to contact the Noyo Harbor Master and request use. The USCG does not have concerns with the Contractor storing equipment waterside in the slip where the dredging is required, as long as that equipment does not stick out into the river impeding traffic.

3) Can we dig the material out from the USCG’s property on land?

No; The Station has a very small footprint and there is no space to safely maneuver a crane near or over the two buildings.

4) Can we unload material dredged onto trucks within the USCG’s property?

No; The Station has a very small footprint and offers little to no room to safely maneuver off-loading into trucks.

5) Where will the Coast Guard allow the floating dock to be temporarily relocated?

No; in fact, due to safety reasons for Station personnel, the USCG has determined that the option to remove the floating dock will not be exercised.

(The brow attached to the floating dock provides the only safe access to the boats. Without the floating pier, the other option is to use the fixed metal ladders from the top of the seawall. This will add a fall risk to members especially at low tide, it is about a 12' climb up and down on ladders that are not in the best shape. If the floating dock can stay in place it would be preferred).

6) Has material testing been performed on the sediment to be dredged? Is the material considered hazardous or non- hazardous and which class (1, 2, etc.) of waste? Can the owner provide the testing report so that we may provide the appropriate disposal pricing?

The material is non-hazardous, Class 3. The sediment was tested and analyzed in 2019. The full sampling and analysis report is provided as an attachment (USCG Noyo River Dredging SAPr_30May2019).

7) Is there a Pre-bid site visit?

Contractors interested in visiting the dredging site should email the Contracting Officer (Guiljohn.alcantara@uscg.mil) the soonest possible. A site visit maybe scheduled depending on the number of interest received.
