About this file
This document provides specifications for a maintenance dredging project at the U.S. Coast Guard Station Noyo River in Fort Bragg, California. The project requires dredging approximately 126 cubic yards of sediment from the boat basin to a design depth of -10 feet MLLW plus a 2-foot overdepth allowance, using mechanical or hydraulic dredging methods. Dredged sediments must be permanently disposed of at an approved upland site secured by the contractor. Bidding contractors must complete pre- and post-dredge eelgrass surveys, hydrographic surveys, and a post-dredge project report. The solicitation number for this project is 70Z08820BPQQ12400 and bids are due by 12:00 p.m. PST on June 25, 2020. The project is valued between $500,000 to $1,000,000 and will be performed within the Noyo River Harbor for the U.S. Coast Guard Civil Engineering Unit in Oakland, California.

PART 1 GENERAL
1.01 SCOPE OF WORK: Provide all labor, materials, and equipment necessary to dredge and dispose of sediment from the mooring at U.S. Coast Guard (USCG) Station Noyo River, located within the Noyo River Harbor in Fort Bragg, California. Dredge approximately 126 cubic yards of sediment from the USCG Station Noyo River boat basin by hydraulic or mechanical means to the indicated design depth of -10.0 feet Mean Lower Low Water (MLLW) plus 2 feet overdepth allowance. The dredging is to be conducted on the west mooring, a footprint that occupies an approximate 0.05-acre area.
The dredged sediment shall be permanently disposed of at a Contractor furnished approved upland disposal location. The Noyo Harbor District’s North Jetty Upland Disposal Site is available for use as a temporary sediment dewatering or storage facility.
All in-water work must be completed during the in-water work window of 15 July through 15 October in order to minimize impacts to federally listed species.
1.02 BASIS FOR BIDS
A. Base Bid
Mobilize and demobilize personnel and equipment including the dredge, barge, scow, hydraulic pipeline, trucks, and other equipment necessary to complete the work. Conduct a pre-and post-dredge hydrographic survey. Furnish and coordinate the permanent upland disposal location. Include all direct costs not associated with the dredging operation.
1) Mobilization & preparation of dredging and disposal sites, and Demobilization.
2) Dredging: Dredge the USCG Station Noyo River mooring by mechanical or hydraulic means to the indicated design depth of -10.0 feet MLLW plus 2 feet overdepth allowance. Transport the dredged sediment to an approved upland disposal site. Best management practices shall be implemented if dredged sediment is placed into trucks for transport to a disposal site to minimize spilling of excess water or sediment from trucks back into waters of the U.S. or roadways.
The Contractor is authorized to temporarily use the Noyo Harbor District’s North Jetty Upland Disposal Site for dewatering the sediment. The use of the North Jetty Upland
Disposal Site requires coordination with other entities that may be using the site concurrently. In addition, the Contractor shall remove all sediment from the North Jetty Upland Disposal Site and dispose of it at the approved upland disposal site within 18 months. If North Jetty Upland Disposal Site is utilized, the Contractor must ensure the sediment dredged from the USCG Station Noyo River mooring is easily identifiable and isolated from sediments previously placed or planned for future placement at the site. The Contractor may use liners, geotubes, or other means to accomplish this. The Contractor is responsible for removing all of the Coast Guard derived sediment from the North Jetty Upland Disposal Site.
Disposal activities will not be accepted as complete until all sediment is removed.
The removal, transport and disposal of dredged sediment shall be paid for at the established unit prices per cubic yard (cy) and based on the difference in volume between the pre- and post- dredge hydrographic surveys of the dredge prism. Payment for dredging, including disposal fees, shall not be made for dredging deeper than the allowable overdepth, dredging outside the authorized areas, or dredging and/or disposing of sediment in an unauthorized manner. The estimated unit price dredge quantity is approximately 126cy. This is based upon the volume to dredge to the design depth plus the volume to dredge the allowable overdredge depth as indicated by the hydrographic survey, dated 11 November 2017.
3) Pre Dredge and Post-Dredge Eelgrass: Recent surveys identified small patches of eelgrass occurring outside of the proposed dredge footprint and outside of the slope risk area of the dredge prism. The contractor shall conduct a pre-dredge and a post-dredge eelgrass survey and provide the reports of findings in a post-dredge biological report. The pre-dredge eelgrass survey shall be completed no later than 5 days prior to dredging and the post-dredge eelgrass surveys shall be completed within 30 days after dredging. Payment will be made for costs associated with performing a pre dredge and a post-dredge eelgrass survey, producing the reports of findings at and near the project area. Unit of measure is one job.
4) Post Dredge Project Report: Within 30 days after the completion of the project, the Contractor shall submit a post-dredge report to document the project’s execution. This report will be submitted to the regulatory agencies to satisfy permit requirements.
5) Pre-Dredge and Post-Dredge Hydrographic Surveys: Submit results of hydrographic surveys taken before and after dredging. The hydrographic surveys and related drawings must include the dredged prism. The pre-dredge survey submittal is required no later than 25 days prior to dredging operations and the post-survey submittal is required prior to final acceptance of the completed work or 5 days after dredging is completed. Post-Dredge survey will be utilized as a formal drawing for the record and will be included in the post-dredge report to be submitted to the regulatory agencies.
B. Option:
1) Temporary Removal of Floating Dock: Temporary removal and re-installation of the existing floating concrete dock (measures approximately 62 feet long by 15 feet wide). The scope of work includes disconnecting the existing floating concrete dock, temporarily moving, and reinstalling it in the same original configuration once dredging work is completed.
1.03 LOCATION: The USCG Station Noyo River is located at 19325 South Harbor Drive, Fort Bragg, California 95437. The Harbor District’s North Jetty Upland Disposal Site is located north of the Noyo River entrance channel, just west of Highway 1.
1.04 SITE INVESTIGATION: Investigate the site per FAR 52.236-3 to ascertain the general and local conditions, which can affect the work or its cost. Since the site is secured, prior arrangements for site visits should be made by contacting the Contracting Officer.
1.05 KICK OFF MEETING: Within 10 days after award, the Contractor shall be available for a project kick-off meeting.
1.06 NOTIFICATION OF START AND COMPLETION OF WORK: The Contractor shall notify the Contracting Officer in writing five (5) business days in advance of the date he intends to commence work, and five
(5) business days prior to the date that work will be ready for final inspection.
1.07 CONTRACTOR'S DAILY REPORT: Complete Form 17-148 "Contractor's Daily Report to Construction Manager" every day there is any type of contractor or subcontractor activity (including equipment or material delivery) at the construction site. The daily reports shall be compiled during the week and mailed to the USCG Project Manager at the close of business each Friday.
1.08 FINAL INSPECTION AND ACCEPTANCE: When work is complete and ready for final inspection, submit a written request for final inspection to the Contracting Officer at least 10 working days in advance of the date of final inspection. Final inspection will not be scheduled until all submittals have been approved. Note inspection and acceptance will be required separately for both dredging and disposal.
1.09 CONTRACTOR SECURITY REQUIREMENTS: The Contractor shall provide a list of all on-site personnel, including sub-contractors (including second and third-tier subcontractors) and suppliers,
