1) If we are to pump the dredged materials into geotextile bags at the North Jetty Disposal site, is there an existing water control structure that will allow the clear water from the bags to be discharged back into the surrounding waters?
Yes; The contractor may use geotextile bags. There is an existing water control structure that will allow the water to discharge back into the surrounding waters. Below is an image illustrating the structure.
2) In order to allow proper clarification of the sediment from the water in the geotextile bags, a dewatering polymer will be required. Please verify that we are allowed to utilize dewatering polymers.
No; Polymers or flocculants are not allowed at this site. The Noyo Harbor District North Jetty Upland Disposal Site is permitted as a dewatering facility only for pumping dredged material from Noyo River and naturally dewatering and draining back to the surrounding waters. Adding any type of chemical would likely require treatment and an National Pollutant Discharge Elimination System (NPDES) permit, which is a large undertaking and will trigger an amendment of the Water Certification of the site, which is not possible at this time.
