About this file
This is a Request for Proposals (RFP) 70Z08725RRMACCIII for Indefinite Delivery/Indefinite Quantity (IDIQ) Regional Multiple Award Construction Contracts (RMACC) issued by the U.S. Coast Guard Civil Engineering Unit in Juneau, Alaska. The solicitation covers multiple geographic regions, with some regions set aside for 8(a) Business Development contractors. Amendment 0002 addresses contractor questions regarding proposal submission requirements, including SAM.gov registration, submission of representations and certifications, project experience criteria, and past performance evaluation.
Key details include: contractors must submit proposals in two email files (technical documentation and project photos) per region, with specific page limitations; past performance projects within 6 years will be considered; bonding capacity requirements must be met; and 8(a) certified contractors must maintain their certification throughout the contract period. The amendment clarifies that projects slightly outside the target region can still be relevant, and provides guidance on joint venture and teaming agreement requirements. The proposal due date remains unchanged, and contractors are required to return a signed copy of the amendment with their proposal.

Amend 0002: Response to Contractor questions.
Q1: L.5 Proposal Submission Instructions - L.5.2 SAM registration state “Offeror shall ensure current registration on the SAM Website, www.sam.gov, including Annual Representations and Certifications are complete and updated for this procurement. A copy of the current registration to include the socioeconomic category shall be submitted with proposal. If a Representation or Certification required by Section K of the RFP is not provided in SAM, include the representation or certification in your price proposal. NOTE: If an offeror fails to demonstrate SAM.gov registration with the required socioeconomic categories, then their proposal does not meet government requirements and may not be evaluated further.”
RFI – Does each offeror need to print out the Reps and Certs of our SAM registration and include them in Phase I? If yes, no price proposal exists in phase I, where are we to include it?
A1: This is a typo—Reps & Certs should be submitted with technical proposal. This documentation is not counted in the page limitations. Price proposals will be part of Phase II of the solicitation.
Q2: L.6 Specific Phase I Instructions – states “Offerors are to submit proposals entitled “RMACC III Region [identify Region #] Phase I Proposal” via email to include the SF1442, Section K Completed Representations and Certifications, completed K.1 and K.2, and documentation addressing Phase I Evaluation Factors one through four. Offerors proposing on multiple Regions must submit separate proposals for each region. Offerors must adhere to the Evaluation Factor page limits and requirements. It is the Contractor’s responsibility to ensure the proposal package is received in the USCG Outlook mail inbox by the deadline.
Timestamp of sent file will not be considered.”
However, L.7. Electronic Proposal Submission for Regional Offers states that we are only allowed to submit two PDF electronic files - the first email shall contain all elements required by Section L, except for photo pages incorporated into Attachment B. A second email will be allowed for photo pages only.
RFI - Would the government please clarify that we are allowed to submit four separate PDF documents? 1 for the SF 1442, 1 for Section K Completed Representations and Certifications, 1 for Section L, and one for photo pages incorporated into Attachment B?
A2: For each Region your company wishes to compete—only 2 email submissions with one pdf file not to exceed 20MB and the page limitations set by Section L are required.
Email 1, file one shall contain-- the SF1442, Section K Completed Representations and Certifications, completed K.1 and K.2, and documentation addressing Phase I Evaluation Factors one through four.
Email 2, file two shall contain photos of cited project examples only.
If you are competing in multiple regions—the RFP responses go to different POC—therefore 2 files/emails per region required.

Q3: In Section H.10 minimum bonding requirements are identified. As some regions are set-aside for 8(a) Business Development and contractors are building its capacity, will the contractor be considered if bonding levels are lower than the minimum bonding requirements at the time of submission?
A3: Contractor must meet minimum bonding capacity as stated within the RFP in order for their proposal to be fully evaluated. A letter from your bonding surety stating you will have the capacity stated in the RFP at time of RMACC III award is sufficient. Note: Phase II of the RMACC III solicitation will require Bid Bond for the seed project.
Q4: To what extent does the geographic boundary between a proposed project's location and the target region impact its overall relevancy under the Corporate Experience factor?
Specifically, if an Offeror is bidding on Region 7 (USCG Southeast District), but submits a project located in the Florida Panhandle (which falls in Region 8 – USCG Heartland District), will the project be considered less relevant solely because of the administrative boundary?
We can demonstrate that the project meets or exceeds all other relevancy criteria (size, scope, complexity, completion status).
A4: The project would not be considered less relevant; however, as stated in the RFP, “Work Experience within the Geographic Area: Significant experience working within the geographic area of the contract may result in a higher rating.”
Q5: For RMACC III proposal response, we respectfully request you consider adding a few years to the Project Relevancy in Past Performance (i.e. projects up to 10 years will be considered as relevant experience). The reason for this is that during the COVID shutdown, not much was accomplished, and we have very relevant projects that hover around a 10-year cutoff (which we would like to use to show competence).
A5: FAR 42.1503 (g) states that Agencies shall use the past performance information in CPARS that is within three years (six for construction and architect-engineer contracts) of the completion of performance of the evaluated contract or order, and information contained in the Federal Awardee Performance and Integrity Information System (FAPIIS), e.g., terminations for default or cause. In accordance with this clause, USCG will accept projects within 6 years from the due date of the RFP.

Q6: In previously published answers Question #1 Response stated "To be eligible for the Region 9 8(a) set-aside, your firm's official SAM.gov registration must reflect an active 8(a) certification at the time of proposal submission and maintained throughout the contract period. Self-certifications are not acceptable." Contractors are eligible for the contract period under the 8(a) rules as long as SAM Registration indicates 8(a) certification at time of award.
Please confirm that’s what was meant was SAM Registration (not the 8(a) certification) must be active throughout the contract term.
A6: As stated in the Consolidated QA for RMACC III document posted to SAM.gov 09/25/2025, the Contractor must have 8(a) certification in SAM Registration. The SBA makes final eligibility determination of any apparent successful offerors prior to contract award IAW 13 CFR 124.503(i)(1)(i). Contractor awarded under an 8(a) set-aside must be active in the 8(a) program to continue under the contract throughout subsequent option periods. If a contractor graduates from the 8(a) program during contract performance, they may continue to compete during the current contract period but will no longer be eligible for future options periods.
Q7: If a formal Teaming Agreement is the vehicle to be used to describe the relationship with our DOR and they will be acting in this capacity throughout the contract period, can one of DOR’s past projects be submitted as one of the 5 past performances?
A7: This question has been addressed in the Consolidated QA for RMACC III document posted to SAM.gov 09/25/2025, question #47. USCG does not request experience of teaming agreements. If the (2) contractors are forming an official joint venture, projects cited under experience must include at least one project from each member.
