About this file

This is a Request for Quote (RFQ) for dockside definite maintenance items on the USCGC CALHOUN (WMSL 759), a Coast Guard cutter. The solicitation seeks ship repair and alteration services as a Women-Owned Small Business (WOSB) set-aside with a 100% preference for WOSB participation. The work falls under NAICS code 336611 with a size standard of 1,300 employees.

The contractor must submit quotes by May 7, 2026 at 14:00 Eastern Time via email to Robin B. Kloeppel (Contracting Officer) and William R. Zittle (Contract Specialist). Quote validity period is 120 days. Evaluation will be based on three factors: Technical Capability (most important), Past Performance (second most important), and Price (least important when combined with the first two factors). Technical evaluation emphasizes planning documentation in graphical format (Gantt charts) showing period of performance, work item sequencing, Critical Inspection Report due dates, Coast Guard inspector presence dates, Technical Representative requirements, subcontractor allocations, critical path identification, float calculations, and task dependencies. Offerors must provide a one-page cover letter, technical capability narrative of maximum ten pages, and past performance information on one to three relevant contracts completed within the last three years using the provided questionnaire. Pricing must be submitted in Microsoft Excel format on the provided price schedule. The contractor must maintain specific insurance coverage including $1 million comprehensive general liability and automobile liability per occurrence, and workers' compensation as required by state law. Key contract clauses include provisions addressing performance, inspection, subcontracts, lay days, liability, title, discharge of liens, and delays, with F.O.B. Destination terms. Drawings and technical specifications may require Joint Certification Program (JCP) certification for access to export-controlled documents, with requests due by April 24, 2026.

(b)Inspection/Acceptance. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance.

The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post acceptance rights-

The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.

Examples of occurrences include acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers.
