About this file

This is Amendment 001 to Solicitation 70Z08526QLREP0013 for dockside repairs to the U.S. Coast Guard Cutter KIMBALL (WMSL 756). The amendment, issued by the U.S. Coast Guard (DCS-SEA-C, Alameda, CA) and effective March 27, 2026, extends the deadline for receipt of offers and incorporates responses to three vendor questions. Prospective offerors must acknowledge receipt of this amendment prior to the revised offer deadline through one of three methods: completing and returning the amendment form, acknowledging receipt on each copy of their offer, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.

The amendment addresses key technical clarifications requested by offerors regarding the specification requirements. Question 1 addresses personnel qualifications for circuit breaker work under section 3.1.2.2, clarifying that the Coast Guard will accept a Certified Low Voltage Circuit Breaker Technician (AVO certification) plus two years of experience in circuit breaker testing and maintenance as an alternative to NETA Level III certification, with other certifications to be reviewed on a case-by-case basis. Question 2 addresses a numbering discrepancy in section 3.4, with the government confirming that section 3.4 was intentionally removed as a hydrostatic test requirement but was not renumbered during revisions. The performance period for the dockside repairs is August 18 through November 11, 2026. Except as modified by this amendment, all original solicitation terms and conditions remain in full force and effect.

Certs attached for consideration.

Answer:

3. 4 was originally a Hydrostatic test requirement and was taken out intentionally. The spec writer forgot to renumber and subsequently was not caught during revisions.
