6. Could the Coast Guard entertain a week extension to allow sufficient time to get the engineers certificate?
Answer: We are on a tight schedule due to operational commitments that require a period of performance. To award a contract also requires due diligence to ensure that all offers are evaluated to ensure that the most advantageous offer to the government is selected. Due to the timeline, we are not able to extend the solicitation.
7. The time period allotted to prepare the bid and submit questions is not adequate for a project of this scope and size. With the added cybersecurity requirements associated with the Controlled Unclassified Information (CUI), a significant amount of time is needed to work with our subcontractors verifying all the requirements are met to be able to share the CUI information with those subcontractors that require those file for preparing their bids. The request for references took a longer period of time to be sent out. This has caused a delay in starting the process of soliciting RFQ’s from subcontractors and the initial review of the project. We are requesting an extension of the Bid Due Date from 3/6/2024 to 4/5/2024. We are requesting an extension of the Bid Question Due Date from 2/28/2024 to 3/25/2024.

8. WI 57 Para 3.5.3 refers to “"Decks, Metal Interior and Non-Skid Areas (Steel and Aluminum Decks – Wet Areas, Food Preparation Areas, Exit Areas, and Areas Subject To Condensation)", in SFLC Std Spec 6310, Appendix B…” Contractor can find no such sub-section in SFLC Std Spec 6310, Appendix B; Decks, Metal Interior and non-skid areas, whether in the current version nor any recent previous versions.
Contractor will proceed under the assumption that SFLC Std Spec 6310, Appendix B; Decks, Metal Interior and Non-Skid Areas (Metal Decks – No application of deck coverings) is applicable to WI 57 Para 3.5.3.
Request Government provide concurrence with Contractor’s intent as described above, or else provide specific direction otherwise.

Contractor can find no other details for the QD in the Solicitation Specs nor References other than a GDLS P/N so cannot evaluate alternative sources of supply for the QD.
Request Govt provide a drawing or other technical details for the Quick Disconnect Coupling Assembly sufficient to allow Contractor to source the part from alternate suppliers.
Alternately, request a specific POC at GDLS who will respond to requests for quote for the subject QD Assembly.
Answer: 1" Male QD's (two per Thruster Head Tank) being installed are to mate with 1" Female QDs of filter cart (both original filter cart delivered with cutter and new vacuum dehydrator filter cart which has been replacing builder provided filter carts in support of EAL conversions.
Bottom line is that 175 WLM drawing 175 WLM 568-002 for Cutter thruster shows that 1" male half of quick disconnect assembly attached to thruster head tank drainpipe and thruster sampling pipe. In the parts list for Find #85 male QD half is identified to NSN 4730-21-920-8709. Several different suppliers can provide QD assemblies under this NSN (see attachment). One of these qualifying suppliers is Aeroquip. Filter cart that attaches to Thruster QDs have the mating female half for connection to thruster male half of QD assembly. Filter cart material list found in CG TP identifies with Aeroquip Part numbers FD45-1121-16-16 for male half and FD45-1122-16-16 for female half of QD assembly.

26. The subject solicitation was released on February 14, 2024 with a due date of March 6, 2024 @ 0800 PST. This effectively gave all contractors 20 calendar days to review the work requirements, solicit subcontractors and develop a comprehensive proposal that met all of the Government’s requirements. Additionally, the solicitation lists an anticipated award date of March 27, which would give the Government 21 days to review proposals and select a successful offeror. The successful offeror would then have 41 days to plan the project prior the planned start date of May 7, 2024.
The Contractor requested all specification references immediately upon release of the solicitation on February 14. The Government did not respond to this request and provide references until February 20. This reduced the amount of time available to properly review the specification requirements and develop a proposal by 6 days to a total of 14 days. Once received, it was determined that nearly all drawing references contained Distribution Statement D markings. These markings require the contractor and any potential subcontractors to follow strict handling and dissemination requirements. The vetting process for distribution of all references increases the time required to properly disseminate information to potential vendors.
The solicitation offered an opportunity to ship check the vessel in Ketchikan, AK and stated that ship checks must be performed NLT February 28, 2024. This would give a potential contractor 6 days to incorporate any information gathered from the ship check into their proposal or to share the information with subcontractors.
The current bidder’s question deadline is March 1, which is only 5 days before the bid deadline. Assuming questions are answered by Monday March 4, it would only offer contractors 1 full day to disseminate answers to potential subcontractors, receive revised proposals and incorporate them into our proposal.
As of March 1, three primary OEMs have yet to provide proposals that are required to meet the solicitation requirements.
The facts listed above all support a need for additional time to properly review the work requirements, solicit subcontractors and develop a comprehensive proposal that meets all of the Government’s requirements. To allow all contractors a fair opportunity to perform their due diligence and assemble a comprehensive proposal that is also the best value to the Government, we respectfully request a two week extension of the bid due date.
Contractor notes that a two week extension would still allow the Government 21 days to evaluate proposals and issue an award 27 days prior to the start of the availability. The Contractor has not identified any long lead material that would jeopardize the Period of Performance if award is made 27 days prior to the start of avail.
Answer: Unfortunately, there is not enough time to extend as project start is in 2 months. We hope to alleviate some of the burden by having the RFCs answered as quickly as possible.
27. Please provide drawing 175-WLM-512-012 HVAC A&D FR 70-88, MN DK & ABV HB970 Answer: Project manager has asked Contracting to upload this drawing.

During the ship check to contractor noticed that the SSDG has been removed for overhaul.
Will this work item be removed from the work package?
Answer: This work item will remain just in case another C&I is needed but there is very low possibility of this option item being activated.
29. Paragraph 3.3 requires the renewal of the ventilation ducting in paragraph 1.1.
Paragraph 3.3.4 requires blast cleaning of the internal and external vent ducting surfaces to an SSPC SP-6 Paragraph 3.3.7 requires painting of the internal and external surfaces of the new ducting.
Is blast cleaning of the new ducting required?
Answer: From 3.3.7 it is required to prep, prime and paint the interior and exterior in accordance with SSPC-PA 1. This SSPC information does not provide the information to blast and paint. Looking through SFLC 6310 we were unable to find any section related to vent ducting for surface prep and painting. If surface prep and painting is required on the interior and exterior of the new vent ducting, please provide the surface prep and painting requirements.
Yes blast ducting cleaning is required for the new ducting.
Refer to SSPC-PA 1 for the surface prep and painting requirements.
