Amendment No. 0003
DESCRIPTION OF AMENDMENT
1. The purpose of this amendment is to change the Period of Performance and to answer questions brought forth from prospective Offerors.
The PoP has been changed from 03/16/2022 - 08/02/2022 to 03/28/2022 – 08/14/2022
Q15: Within the Document named RFQ Terms & Conditions, the KTR has noticed that several work items are provided dates that KTR cannot start work by and or must complete work by.
What is the purpose of the hard dates provided within this document? The CIR Milestone is to be completed within the first 25% of the Period of Performance, will the items listed in RFQ Terms
& Conditions be exempt to the CIR milestone due date?.
A15: The purpose of the “hard dates” provided is to avoid conflict with separate work planned for execution by Naval Information Warfare Center Atlantic (NIWC Atlantic). These dates are approximate based on NIWC’s draft production schedule, and adjustments may be made during the course of the contract. The following Work Items have CIRs and limited performance periods. CIRs for work items which can start in conjunction with the start date of the contract are unaffected by the limited performance periods. CIRs for work items which cannot start in conjunction with the start date of the contract are affected, and re-calculated CIR dates are noted below, as necessary:
• WI 5 Deck Covering (Slip-Resistant), Renew – CIWS Deck: Must be complete on or before 6/12.
The preservation scope may be modified to exclude the immediate area in the vicinity of the
Navy Multiband Terminal (NMT) antenna and permit NIWC access to the NMT via the boat deck. This decision will be made after award and in consultation with NIWC. The dates consider that industrial work cannot be occurring in the vicinity of the NMT antenna once
System Operational Verification Tests (SOVTs) begin. Reducing the preservation scope allows most of the deck to be preserved.
-Both CIRs can be completed within the first 25% of the project on 5/2/2022.
• WI 5 Deck Covering (Slip-Resistant), Renew – Pilot House Top: Must be complete on or before 6/12.
The preservation scope may be modified to exclude the immediate area in the vicinity of the
NMT antenna. This decision will be made after award and in consultation with NIWC. The dates consider that industrial work cannot be occurring in the vicinity of the NMT antenna once SOVTs begin. Reducing the preservation scope allows most of the deck to be preserved.
-Both CIRs can be completed within the first 25% of the project on 5/2/2022.
• WI 5 Deck Covering (Slip-Resistant), Renew – STBD Hanger: Must start on or after 7/3.
The dates consider that staging will be in place to support NMT antenna work.
-CIR 3.3 Operational test – initial, can be completed within the first 25% of the project.
-CIR 3.4 Inspection - due date is adjusted to 7/15/2022. This is 30% of the time elapsed between 7/3/2022 and 8/14/2022.

Amendment No. 0003
• WI 5 Deck Covering (Slip-Resistant), Renew – Port Hanger: Must start on or after 5/15.
The dates consider that Unmanned Aerial System (sUAS) work occurring in the Port
Hangar.
-CIR 3.3 Operational test – initial, can be completed within the first 25% of the project.
-CIR 3.4 Inspection – due date is adjusted to 6/7/2022. This is 25% of the time elapsed between 5/15/2022 and 8/14/2022.
• WI 6 FAS and Boat Deck, Vertical Surfaces, Preserve: Any work obstructing access to the CIWS deck via the boat deck must start after completion of CIWS deck.
This requirement ensures that NIWC can access and perform work on the NMT antenna while CIWS deck preservation is in progress.
-CIR 3.5.4 Post-surface preparation cleaning and inspection – due date is adjusted to
6/28/2022. This is 25% of the time elapsed between 6/12/2022 and 8/14/2022.
• WI 7 Deck Covering (Slip-Resistant), Renew: Must start on or after 5/15.
The dates consider that sUAS work occurring in the Port Hangar.
-CIR 3.3 Operational test – initial, can be completed within the first 25% of the project.
-CIR 3.4 Inspection - due date is adjusted to 6/7/2022. This is 25% of the time elapsed between 5/15/2022 and 8/14/2022.
Q16: From the sounds of it they are in a very bad way for raw materials to where they cannot provide any ETA for military products. I have pressed a couple times for just a rough outline but they say they cannot even present me that on ANY military systems. Not sure if it will be one of those things you place an order and get in line and then look for updates, but either way not likely a fast ability to get anything. Make the CG aware there could be substantial challenges getting that material within a dry dock period.
A16: CG is aware of current material shortages due to fallout from the COVID 19 pandemic.
CG expects contractor to exhaust all means to procure available/alternative products IAW the specification and MIL-PRF-24667D. The Qualified Products Database (QPD) (QPD - Qualified
Products Database (dla.mil)) provides sources for available/alternative products. Contractors shall note in their proposals if they will be unable to complete work due to failure to obtain available/alternative products.
*The time and date set for receipt of proposal remains at 15 November 2021 by 1:00 p.m.
(Pacific Time).
