Amendment No. 0001

DESCRIPTION OF AMENDMENT

1. The purpose of this amendment is to answer questions brought for the by prospective offeror and extending closing date.

Q1: Definite Item No. 9; Para 3.2.7.2; Dual Point Boat Davit (Allied Marine Crane Model 11000CTS), Replace.

Paragraph 3.2.7.2 of the specification states that the KTR must remove existing stuffing tubes and install new stuffing tubes for Cable (i.e. LSTSGU-100) as shown on Coast Guard Drawing 750-WMSL-320-508, 750-WMSL-320-510, 750-WMSL-320-510 and SFLC Std Spec 0740.

KTR notes that drawing 750-WMSL-320-510 was NOT provided with the drawing package.

KTR also notes that drawing 750-WMSL-320-510 was referenced twice within the same paragraph. Was referencing the same drawing a typo and or was another drawing supposed to be referenced within the paragraph in lieu of drawing 750-WMSL-320-510?

KTR request the USCG to provide a copy of drawing 750-WMSL-320-510 and KTR’s questions be answered. KTR notes that If a copy cannot be provided the requirements will be excluded and subjected to a CR.

A1: Paragraph 3.2.7.2 has a redundancy mistake, drawing 750-WMSL-320-510 should only be referenced once.

Drawing 750-WSML-320-510 Rev V. The Government will be providing updated references to all Contractor’s via DODSAFE for a period of 7 calendar days. To those vendor who have requested drawings.

Q2: Definite Item No. D-09; Para 3.2; Dual Point Boat Davit (Allied Marine Crane Model 11000CTS), Replace.

Paragraph 3.2. of the specification states that the KTR must follow removal of the Dual Point Davit in the reverse order of the installation as identified in the TP 7902A (i.e. Chapter 3:

Installation).

KTR notes that TP 7902A (i.e. Chapter 3: Installation) also includes the installation of a Sea Painter Boom, but upon further review of the specification, the KTR has noticed that nothing is mentioned regarding the removal of that equipment. Is the KTR required to remove the Sea Painter Boom?

KTR request the USCG to provide clarification. If Clarification cannot be provided, the KTR will exclude and if KTR is required to remove the Sea Painter Boom, then all additional cost would be subjected to a CR.

A2: Sea Painter Boom referenced in TP 7902A was installed during a previous availability and is not required for this contract.

Q3: WORK ITEM 13: Port Stern Capstan, Level 2 Overhaul; 1. Work Item 13 does not list Government Furnished Property (GFP). 2. Is it the intent of the Government to provide GFP as needed upon completion of the open & inspect portion of Table 2 – Task List?

A3: US Coast Guard does not intend to provide Government Furnished Property for this Work Item.

Q4: RFQ; Instruction to Quoters – Commercial Item - Technical Approach: Technical Evaluation Factors. 1. In reference to Critical Path(s). Does the USCG evaluator want to see critical vs near critical paths? 2. Exactly what is meant by 'shows calculations for float'? Please provide an example.

A4: The solicitation requirement for the Technical Evaluation Factor “Technical Approach” requires that the Planning Document identify the critical paths for the project. The Planning Document must contain all other characteristics required in the solicitation (for example, it must show the overall period of performance for each CLIN, with start and stop dates of major sub-tasks), but there is no separate requirement to identify “near critical paths.”

The solicitation requirement for the Technical Evaluation Factor “Technical Approach” requires that the Planning Document show calculations for the float along the critical paths and label the critical paths with the number of delay days the critical paths can absorb without affecting the final delivery date. Calculations for float demonstrate that the float was computed correctly.

However, if the Planning Document is prepared using Project Management software which automatically calculates float, and start/finish or finish/start relationships and dependencies are correctly assigned, it is not be necessary to show calculations. However, if Project Management software is not used, or the Project Management software does not have the capability, float calculations need to be shown.

The following example is based on the sample planning document from Figure 1 from SFLC Standard Specification 0000. This example was prepared in Microsoft Project. For illustration purposes only, the sub-tasks “Submit Critical Inspection Report” and “Preserve Anchors and Chains” were both assigned as predecessors to the sub-task “Reinstall to Cutter.” Microsoft Project identifies the critical path in red, shows the float between “Submit Critical Inspection Report” and “Reinstall to Cutter” with a black line, and calculates the float for each sub-task in the column “Free Slack.” This example would meet the solicitation requirements for identifying the critical path and showing calculations for float.

Q5: RFQ Terms and Conditions – Within the Document named RFQ Terms & Conditions, the KTR did not notice any restrictions on working hours and or weekends. What are the allowable working hours and schedule allowed onboard the ship during the Dockside repairs?

KTR also notes that a ship check was conducted onboard USCGC Waesche due to the Stratton not being available on October 13th, 2021.

KTR request the USCG to provide clarification and acknowledge.

A5: The allowable working hours are as follows: Monday-Friday: 0700-1700 (Hot work allowed). Saturday-Sunday: 0700-1700 (Hot work not allowed, exceptions may be granted at the COR’s discretion)

Q6: Work Item 10; Main Propulsion Diesel Engine, Exhaust Silencer, Replace; Para 3.1.2

1. MTU has been non-responsive, please provide a MTU POC.

A6: An MTU Tech Rep is no longer required for this work item. Paragraph 3.1.2 for this work item is cancelled.

Q7: WORK ITEM 10: Main Propulsion Diesel Engine, Exhaust Silencer, Replace –

1. Welin-Lambie (Tim McCarty has been non-responsive, please provide an alternative Welin- Lambie POC. 2. Is this the first time this installation will be performed on the WMSL Class?

A7: 1. POC may additionally be reached by email at Tim.McCarty@welinlambie.com for service and parts. 2. Yes.

Q8: Definite Item No. 09; 3.1.10; Dual Point Boat davit (Allied Marine Crane Model 11000 CTS), Replace.

Paragraph 3.1.10 of the specification states to provide GFP Transport Services of the removed Allied Dual Point Davit boat equipment and the GFP Welin Lambie Twin Pivot Arm Davit equipment.

KTR request the USCG to provide source and destination points for removed and installed items previously mentioned for pricing purposes.

If the information cannot be provided prior to bid submittal, Should the KTR assume that transportation be provided only on the pier or within USCG Base Alameda?

A8: Contractor will load the Allied Dual Point Davit into 40’ container, supplied as GFE, for storage within USCG Base Alameda.

Q9: Definite Item No. D-09; Para 3.3.6; Dual Point Boat davit (Allied Marine Crane Model 11000CTS), Replace.

Paragraph 3.3.6 of the specification states to the KTR must rip out all piping below deck as shown Plan 179-A of Coast Guard Drawing 750-WMSL-583-502 (Sheet 23) to Heat Exchanger and cap off the piping at the deck. KTR notes that, Figure 2; Heat Exchanger Piping Removal Location states to remove piping and cap at sloping bulkhead.

KTR request the USCG to provide to clarification of what is required for removals. Is the KTR to assume that all piping down to the heat exchange in Rescue Station (2-48-1-Q) be removed IAW paragraph 3.3.6 should the piping be removed and capped at the slopping bulkhead shown in Figure 2 of the specification?

A9: Paragraph 3.3.6 Piping rip out to Heat Exchanger is mislabeled, and should be 3.2.6. CG will revise.

STRATTON’s current Allied Dual Point Davit (DPD) is a previous prototype, and is thus unique among WMSLs. The heat exchanger for STRATTON’s current DPD is contained within the unit to be removed, and not located in the Rescue Station (2-48-1-Q). Contractors shall cap the piping at the sloping bulkhead as per Figure 2. No other piping need be removed from the interior of the ship for the heat exchanger.

Q10: Definite Item No D-9; 3.3.2; Dual Point Boat davit (Allied Marine Crane Model 11000CTS), Replace.

Paragraph 3.3.2. of the specification states that the KTR must perform structural modifications to install Welin Lambie Twin Pivot Arm Davit as shown on the Coast Guard Drawing 750-WMSL- 100-500 and SFLC Std Spec 0740.

KTR notes that Drawing 750-WMSL-100-500 in the New Materials List, Piece Number 20, Fiberglass Grating, 1” Deep, 1.5”X1.5” Mesh with Securing Clips and Hardware – See GN 13.

The quantity states “TBD.” General Note 13, then states to reuse existing fiberglass grating to fill in areas as required then references Part Number 20 if required to replace with new if necessary.

KTR also notes that Part Number 20 of the New Materials List does not provide the material description, material type, quantity, and or manufacturer of the securing clips and hardware required for procurement.

KTR request the USCG to provide clarification as to quantity of how much Fiberglass Grating square footages shall be quoted along with the information and quantity of securing clips and hardware required for procurement. If Clarification cannot be provided at this time, the KTR will exclude and if the KTR is required to procure and provide, then all additional cost would be subjected to a CR.

A10: Paragraph 3.3.2: Intent is to use existing Fiberglass Grating with clips as per “Reuse Material List Table” as identified on Sheet 1 of Coast Guard Drawing 750-WMSL-100-500. If existing is fiberglass grating is not suitable for reuse, the Contractor proposal shall include 5

Square Feet of Fiberglass Grating, 1” Deep, 1.5”X1.5” Mesh with Securing Clips from Fibergate Inc. (800-527-4043 or 972-250-1633).

Q11: 1. Please confirm the Period of Performance of 16 March 2022 to 2 August 2022.

2. IMPORTANT: Dates determined per NIWC draft schedule dated 8/30/2021, shifted by 9 days, WI 9 Dual Point Davit, Replace. Any work obstructing access to the CIWS deck via the boat deck must start after completion of CIWS deck. Please provide the schedule dates of completion as this will drive the production plan and start dates of WI 9. Also, the Tech Rep from Wellin Lambie will not provide the contractor a quote until he has firm dates to be onsite.

3. Contractor requests a copy of the NIWC schedule as it drives Work Items 4,5,6,7,8,10, and the contractor will need these dates to develop a preliminary production schedule for bid submittal.

A11: The Period of Performance is 16 March 2022 to 02 August 2022 until further notice.

NIWC draft schedule dated 8/30/2021. Note that all dates on NIWC’s 8/30/2021 schedule do not reflect the most recent period of performance and must be shifted 9 days to the right.

See attached NIWC draft schedule dated 8/30/2021.

There are still outstanding questions yet to be answered the Government will issue another Amendment.

The time and date set for receipt of proposal is extended to 15 November 2021 at 1:00 p.m.
