Amendment No. 0002
DESCRIPTION OF AMENDMENT
1. The purpose of this amendment is to answer questions brought for the by prospective offeror and extending closing date.
Q12: Paragraph 3.1.2 of the specification states to provide an NDE Level 1 Certified Inspector, after further review of the specification, the KTR noticed that the specification fails to call out or define the scope of work requirements for an NDE Level 1 Certified Inspector.
KTR request that the specification be revised to include the scope of work for the NDE Level 1 Certified Inspector and or if not required the requirements of paragraph 3.1.2 be removed from the specification.
A12: In order to complete 3.4 Substrate fairing and repair by filling Epoxy for shallow pits and small corrosions (i.e. pits < 25% or corrosions < 25%), the NDE Level 1 Certified Inspector must accomplish the following:
1. Ultrasonic test (UT). The contractor shall take 200 UT measurements on the exposed substrates as designated by the Coast Guard Inspector, in accordance with SFLC Std Spec 0740, Appendix C.
2. Pits. The Contractor shall measure up to approximately 50 pits on the exposed substrates as designated by the Coast Guard Inspector using a Contractor supplied ‘Pit Gauge’, if pitting is found during visual inspection. The results of these measurements should also be included in the inspection report showing where pit measurements were taken and the depth of the pit.
Q13: Paragraph 3.4 of the specification states Renew all fasteners and gaskets in accordance with Coast Guard Drawing 750-WMSL-259-013 and 750-WMSL-259-014. KTR notes that the hardware information required for the silencer mating flanges is not depicted in the drawings previously mentioned. The KTR also notes that the replacement flexitallic thermiculite gaskets required to be replaced, on drawing 750-WMSL-259-013 states that the gaskets should be templated from vendor furnished flanges.
KTR request the USCG to provide the exact hardware information required to be procured and replaced and or provide new hardware as GFE along with new silencers.
KTR request that custom sized flexitallic thermiculite gaskets be provided as GFE along with silencers due to long lead time of gaskets.
A13: Coast Guard Drawing 750-WMSL-259-14 (Sheet 6): Section 5-F & 7-F shows mounting details for installing Exhaust Silencer.
KTR will procure from vendors for the project. Approved alternative to CRES listed in the drawing is 815 which is readily available.

Amendment No. 0002
Q14: Paragraph 2, “References”. KTR has noticed that in this section of the specification, several other drawings are listed that depict modifications, removals, installations of the platform and other surrounding components. KTR has noticed that though these drawings are listed within Paragraph 2 of the specification, they are not called out and referenced within the body of the specification, Paragraph 3, “Requirements”.
KTR will exclude all materials, and labor for all drawings that are not referenced within Paragraph 3, “Requirements.” If the KTR is required to procure, and provide additional labor for drawings not listed within Paragraph 3, “Requirements”, then all additional cost would be subjected to a CR.
A14: The KTR is responsible for materials and labor only for those drawings referenced in Paragraph 3, “Requirements.”
There are still outstanding questions yet to be answered the Government will issue another Amendment.
The time and date set for receipt of proposal remains unchanged at 15 November 2021 at 1:00 p.m. Pacific Time).
