QUESTION NO. 7: Work Item D-09, WT Doors, Scuttles, Renew; paragraph 3.2.4;
Paragraph 3.2.4 states to provide and install new gaskets and fasteners for each newinstallation identified in Table 1.
The references provided in Work Item 9 do not appear to provide the geometry and sizeof the gaskets required along with fastener details to order the material for the watertightdoor locations in Table 1. It appears the details for the geometry of the gaskets for theWT doors along with the fasteners may be in the references under drawing 282-WMEC-123-008, Rev. F – Schedule of Non-Ballistic Doors, Hatches & Scuttles.

Please provide the gasket material and fasteners detail for ordering the watertight doors in Table 1, or provide the reference drawings from 282-WMEC-123-008, Rev. F – Schedule of Non-Ballistic Doors, Hatches & Scuttles below so that the details may be identified.

Scuttles below so that the details may be identified.

ANSWER: Gaskets and Fasteners will be provided with the GFE doors. Contractor doesnot have to provide.
QUESTION NO. 8: Work Item D-19, Boiler, Tube Renewal, Partial; paragraph 3.1.2.1.Confirm that new tubes are to be rolled and seal welded at both front and backtubesheets.
ANSWER: CG confirms that new tubes are to be rolled and seal welded at bothfrontand rear tubesheets.
QUESTION NO. 9: Work Item D-19, Boiler, Tube Renewal, Partial; paragraph3.2.2.2; Clarify whether boiler water requires testing prior to disposal, and whether localdisposal should be assumed.
ANSWER: Boiler water will not require testing and local disposal should be assumed.
QUESTION NO.10: Work Item D-19, Boiler, Tube Renewal, Partial; paragraph 3.3;Clarify the number of the tubes being replaced with new (Government furnished)
tubes. “12 of the tubes between the two boilers were replaced, and this work item will
replace the rest of the boiler tubes.” Tube maps show replacement of 19ea and 11ea tubes
on Boilers B and A, respectively, and repair of 1ea tube on each boiler.
ANSWER: Boiler ‘B’ retubing will be struck from this WI in its entirety due to emergentwork that is currently being completed. Boiler ‘A’ will require a full re-tubing includingall 62 tubes. Due to the changes made on Work Item D-19, specification is revised and
will be provided upon request to the prospective offerors. Offerors must submit arequest, via e-mail, to Valerie.S.Riverachase@uscg.mil.

QUESTION NO. 11: Work Item D-22, 35’ Whip Antennas, Renew, paragraph 3.1.3.1;

Paragraph 3.1.3.1 states Protect all exposed ends of antenna leads, control lines, connectors, and cable from weather, moisture, and physical damage while they are disconnected from antennas. Ensure waveguide windows are not disturbed and that the waveguide pressure is maintained at all times.

Our subcontractor has asked the following:

I am a bit confused about this. HF radios typically do not have a waveguide. It sounds like they are talking about a radar. Waveguides are typically used in microwave transmissions, so 1GHz and up. HF radio is well below that. An HF radio should just have coax cable going to the antenna coupler, which we will seal up when we remove it. I think that is probably a typo, but I would like to confirm that. Maybe I'm missing something here. Waveguide diameter is a function of frequency range. A waveguide for an HF signal would be huge!

Please confirm protection requirements for waveguide. Also, please provide photo graphs of the installation if possible.

ANSWER: There is no waveguide on this antenna. There is a transmission cable with connector that. Attaches to the bottom feed antenna. The spec will be updated accordingly.

QUESTION NO. 12: Work Item D-11, Reserve Feedwater Tank, Repair and Preserve; paragraph 3.1.4; Contractor is tasked to accomplish the repairs of Reserve Feedwater Tank located within AMR (2-22-2-E). Contractor notes that the feedwater in the Reserve Feedwater Tank is listed as an interference within paragraph 3.1.4 but NO gallon amount is provided for estimating purposes.

Contractor is requesting the gallon amount be provided and the specification revised to include the requested information. If the gallon amount cannot be provided Contractor will provide a NTE specific gallon amount notation within Contractor’s quote, anything above and beyond that NTE gallon amount will be subjected to an equitable adjustment via contract modification.

ANSWER: Tank capacity is no more than 900 gallons.

c. All other terms and conditions cited on the solicitation remains unchanged.
