Amendment No. 0002
The purpose of this amendment is to:
1. To correct the following on amendment 0001:
- disregard the attachment “COMBINED SYNOPSIS” included with this amendment. The description of this solicitation already includes the information.
- to incorporate revised attachment 3 as stated in amendment 0001
2. Reply to the following Requests for Clarifications:
QUESTION 1: Definite item No: D-10, Task 4,8, a) Table 2 are the Return Filter inside the Hyd Tank? Does the Tank need to be drained? b) Task 4 NDE Welds, Spec implies "All Welds" typically they are just the high stress structural points, can the CG provide a sketch of where the NDE is required? c) 3.6 Sea Trials, will this be during the performance period? d) Task 8 3.2.4 SFLC 5000 Partial Preservation, this Note’s “Deck Machinery” Critically Coated”, which leads to 6310, which leads to Appendix A-5 All Options are SSPC 10 Blast. We suspect it is not the intent to “Blast” the Davit in place. Contractor recommends something more appropriate, example Item 11 Folding Boom Cranes 3.4.?
RESPONSE TO QUESTION 1:
GOVERNMENT RESPONSE: a) Refer to TP 9618. b) The intent behind the Task #4 NDE is for welds which become exposed during surface preparation of areas designated for preservation to be assessed IAW C2.3.2 VT (visual inspection) of SFLC Std Spec 0740 through 3.2.5 NDE of SFLC Std Spec 5000. The VT shall be completed after once surface preparation is complete and ready for Surface cleanliness evaluation – visual standards IAW SFLC Std Spec 6310.
The “Other” Requirements of Task #4 of Table 3 of this specification will be revised.
c) No. d) 3.2.4 of SFLC Std Spec 5000 does denote “Deck Machinery” as a “critical-coated surface”. However the designation of “Partially-Preserve” does expressly require preparing all areas IAW MACHINERY, DECK as outlined in Appendix A (Cutter and Boat Exterior Paint Systems) of SFLC Std Spec 6310.
Specification will be revised to read:

Amendment No. 0002 equipment listed in Table 1, where mechanical damage extends into the substrate, or where there is evidence of corrosion in accordance with SSPC-SP-11. For bidding purposes, assume that 100 sq. ft. in scattered locations around each piece of equipment listed in Table 1 must be preserved.
3.4.3.2 All other requirements as specified from SFLC Std Spec 5000 regarding “Partially Preserve” remain applicable.
QUESTION 2: Definite item No: WI-011, Table 1, Task 5, a) Table 1 are the Return Filter inside the Hyd Tank? Does the Tank need to be drained? b) Task 5 Conflicts with 3.4 Preservation, thus Task 5 or 3.4?
RESPONSE TO QUESTION 2:
GOVERNMENT RESPONSE: a) Refer to TP 7903 b) Paragraph 3.4 of this specification is written to augment the verbiage listed in the first bullet of SFLC Std Spec 5000, 3.2.4.3.2 only
[SFLC Std Spec 5000, 3.2.4.3] “Remove coatings only in areas in which mechanical damage extends into the substrate, or where there is evidence of corrosion (see 3.2.4.3 (Surface preparation)).”

QUESTION 3: Definite item No: WI020, Title: Decks Preserve, PARA No, 3.5.1, Q1) This requires an SSPC 10 Wet Blast to Near White with SSPC 11 for limited access areas is this correct? This appears to be “Decks” however the SSDG Machinery Space is Bilges, regardless see below.
Q1a) Contractor is confirming the CG intent is to Garnet Blast Decks with No 2 Grit inside the Cutter, what we believe is the #2 SSDG Machinery Space (and Turbine), and both Port and Starboard Steering Rooms, is that correct? Should this be the intent, due to contamination and potential damage issues, including blasting areas above tanks and against the sea, contractor highly does not recommend this 6310 process for interior machinery spaces or highly sensitive steering gears rooms.
Amendment No. 0002
RESPONSE TO QUESTION 3:
GOVERNMENT RESPONSE: Q1) As listed in the specification, paragraph 3.5.1 gives awarded contractors three choices to either complete surface preparation requires for the spaces listed in Table 1.
Choice 1) IAW "Decks, Metal Interior and Non-Skid Areas (Metal Decks – No application of deck coverings)" of SFLC Std Spec 6310 (which requires a surface preparation of level of an SSPC-SP 11 and a coating system of 2 coats of High Build Epoxy)
Choice 2) IAW “Near-White Metal Wet Abrasive Blast Cleaning NACE WAB-2/SSPC-SP 10 (WAB)” and Power Tool Cleaning to Bare Metal (SSPC-SP 11) for agreed upon limited access areas (including deck edges, coamings, foundations, outfits, and fittings)
Choice 3) IAW “Near-White Metal Blast Cleaning NACE No. 2/SSPC-SP 10”,and Power Tool Cleaning to Bare Metal (SSPC-SP 11) for agreed upon limited access areas (including deck edges, coamings, foundations, outfits, and fittings)
As compared to BILGES, COFFERDAMS, AND FOREPEAKS (Bilges, Cofferdams, and Forepeaks, Steel) “Machinery Spaces”, SSPC-SP 11 is also listed as an approved preparation method. Conversely, Waterjetting (WJ) of any kind is not an authorized surface preparation method as per this specification.
Q1a) As clarified in the answer for Q1, the CG is not intending for BILGES, COFFERDAMS, AND FOREPEAKS (Bilges, Cofferdams, and Forepeaks, Steel) “Non-Machinery Spaces” preservation methods to be used. The reference to “No. 2” also is not referring to the type of grit. “Near-White Metal Blast Cleaning NACE No. 2” and “Near-White Metal Blast Cleaning SSPC-SP 10”, are industry equivalent interchangeable terms.
As the contractor elects any of the choices outlined in the Q1 Answer (in particular Choice 2 and 3), the contractor should adequately consider the requirements for completing 3.1.3 Protective measures and 3.1.4 Interferences of this specification. The contractor would be encouraged to take special precaution the protective measure utilized for “highly sensitive equipment”. The CG looks forward to reviewing the contractors work plan IAW 3.1.7 Work plan of this specification.
The CG has seen previous requests to utilize vacuum shrouded centrifugal blast cleaning methods to achieve an SSPC-SP 10 surface preparation level in spaces interior to the vessel. However, achieving an SSPC-SP 10 via open nozzle dry abrasive blasting has yet to be requested.
QUESTION 4: Definite item No: WI020, Title: Decks Preserve, PARA No, 3.5.1, Q1) This requires an SSPC 10 Wet Blast to Near White with SSPC 11 for limited access areas is this correct? This appears to be “Decks” however the SSDG Machinery Space is Bilges, regardless see below.
