About this file
This document is a Request for Proposal (RFP) for Family Housing Maintenance Services at the United States Coast Guard Training Center (TRACEN) in Cape May, New Jersey. The solicitation is an 8(a) competitive set-aside for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract under NAICS code 561210 with a $47 million size standard, specifically targeting Certified 8(a) program participants. The contract will cover comprehensive housing maintenance services for 174 military housing units, including preventative maintenance, emergency repairs, pest control, self-help store operations, and facility management across five years (base period plus four one-year option periods) starting January 1, 2026.
Proposals are due November 14, 2025, at 12:00 PM EST, to be submitted electronically in four volumes: Contract Information, Technical (30-page limit), Past Performance (5-page limit), and Price Proposal. The government will evaluate offers based on technical approach, management approach, past performance, and price, with technical and past performance considered significantly more important than price. The contract will be awarded to the responsible offeror whose proposal represents the best value to the government, with a site visit scheduled for October 30, 2025. The solicitation is being issued by the U.S. Coast Guard's Operational Logistics Command (LOGCOM), with a total anticipated contract value across the base and option periods.
