(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Technical and Price
Past performance will be reviewed for acceptability. The Contracting Officer will rely on information available from sources such as past performance databases, discussions with other entities familiar with the quoter or to use any other technique described FAR 9.1 when determining whether the quoter satisfies the FAR 9.104-1 general responsibility standards. Quoters determined to be unacceptable and not meeting responsibility standards will be ineligible for award.
Offers will be evaluated using the criteria under 52.212-2 Evaluation Factors for Award contained in this solicitation.
Noncompliance with the Request for Quote (RFQ) requirements may hinder the Government's ability to properly evaluate the quote and may result in elimination of the quotation from further consideration for contract award.
mailto:rosalyn.a.wooling@uscg.mil
The Government intends to award a single Firm Fixed Price purchase order resulting from this solicitation to the responsible quoter whose quote represents best value utilizing lowest price technically acceptable source selection process and factors in the solicitation; therefore, the quoter's initial quote should contain the quoter's best terms from a price and technical standpoint.
These instructions prescribe the format for the quote and describe the approach for the development and presentation of quote data. These instructions are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of quotations.
If a quoter believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise unsound, the quoter shall immediately notify the Contracting Officer in writing with supporting rationale. The quoter is reminded that the Government reserves the right to award this effort based on the initial quote, as received, without discussion.
