About this file
This is a Standard Form 30 Amendment to a federal solicitation (Amendment No. 70Z08426QDL9500090001) for lodging services. The amendment extends the quotation due date from March 20, 2026, to March 26, 2026, at 2:00 PM EST, with all questions due by March 17, 2026, and answers provided by March 18, 2026. All quoters must acknowledge receipt of the amendment.
The solicitation requires hotel accommodations for 325 rooms across four locations from June 24, 2026, through July 12, 2026 (18 nights): Staten Island, NY (100 double occupancy rooms); Bayonne, NJ (75 double occupancy rooms); Sandy Hook, NJ (75 double occupancy rooms); and Midtown Manhattan, NY (65 double occupancy rooms and 10 single occupancy rooms). Except for Manhattan, where all rooms must be in a single hotel, rooms in other locations do not need to be consolidated and may be distributed across multiple properties within the specified mileage radius identified in the Statement of Work, Section 4.0. The same check-in and check-out schedule applies to all four locations. Currently, the Government anticipates one award for the full scope of the requirement; only solutions encompassing all locations will be considered, though the solicitation may be amended to allow partial responses if adequate full-scope bids are not received.

Summary of Changes
Header Information
The Close Solicitation Date is changed from 20-MAR-26 to 26-MAR-26. All quoters must acknowledge and return receipt of Amendment.
Q: Can you please confirm for example, do all 100 rooms in Staten Island need to be at one hotel or can they be split up between properties? The same for Bayonne, Sandy Hook, Manhattan, etc.?
A: With the exception of Manhattan, NY, the rooms are not required to be in one hotel as long as they are within the mileage radius indicated in the SOW, Section 4.0, Place of Performance.
Q: Are we able to submit a partial bid with the room quantities we have that offered in each location or does the bid have to have all 325 needed?
A: Currently the Government is anticipating one award for the scope of this requirement. Therefore, only solutions encompassing full scope will be considered. If the Government does not receive responses capable of providing for all locations, then the solicitation may be amended to allow for partial responses.
Q: Based on our review, the requirement appears to be structured as follows:
• Staten Island, NY – 100 double occupancy rooms
• Bayonne, NJ – 75 double occupancy rooms
• Sandy Hook, NJ – 75 double occupancy rooms
• Midtown Manhattan, NY – 65 double occupancy rooms and 10 single occupancy rooms
Q: We also note the statement indicating that the 10 single occupancy rooms in Midtown Manhattan are required to be located in the same hotel. Could you please confirm that our interpretation is correct?
A: Correct, the 10 single occupancy rooms in Midtown Manhattan are required to be in the same hotel.
Q: Additionally, to ensure we structure the lodging solution appropriately, could you please confirm whether the Government permits the use of multiple hotels within the required geographic radius for each location (for example, splitting the required room block across more than one hotel if a single property cannot accommodate the full requirement)?
A: Except for Manhattan, NY, the rooms are not required to be in one hotel as long as they are within the mileage radius indicated in the SOW, Section 4.0, Place of Performance.
Q: Finally, we would appreciate confirmation regarding the lodging schedule. Based on the Period
70Z08426QDL9500090001
of Performance stated in the Statement of Work, our understanding is that lodging would be required from June 24, 2026 through July 12, 2026 (approximately 18 nights).
A: The period of performance is from June 24, 2026, through July 12, 2026 (18 nights).
Q4: Could you please confirm whether this same check-in and check-out schedule applies to all four locations, or if there are different arrival and departure dates for any specific location?
A: The same check-in and check-out schedule applies to all four locations, Staten Island, NY, Bayonne, NJ, Sandy Hook, NJ and Midtown Manhattan, NY
Q: Should the hotels selected be within a certain mileage distance of a specific address? Can more than one hotel be used on each location required?
A: Except for Manhattan, NY, the rooms are not required to be in one hotel as long as they are within the mileage radius indicated in the SOW, Section 4.0, Place of Performance.
