About this file
This document is Amendment 0002 to Solicitation 70Z08426QDL950009, issued on March 19, 2026, containing questions and answers clarifying lodging requirements for the procurement. The amendment provides official Government responses to inquiries raised by March 17, 2026, regarding the geographic distribution, quantity, and scheduling of hotel accommodations across four locations.
The procurement requires 325 total rooms across four locations: Staten Island, NY (100 double occupancy rooms), Bayonne, NJ (75 double occupancy rooms), Sandy Hook, NJ (75 double occupancy rooms), and Midtown Manhattan, NY (65 double occupancy rooms and 10 single occupancy rooms). The Government confirms that 100 percent of the requirement must be satisfied and clarifies that, except for the 10 single occupancy rooms in Manhattan which must be at one hotel, rooms at other locations are not required to be consolidated at a single property provided they remain within the specified mileage radius indicated in the Statement of Work Section 4.0. The period of performance spans June 24, 2026, through July 12, 2026 (18 nights), with the same check-in and check-out schedule applying uniformly across all four locations. Multiple hotels may be used at each location to meet the room requirements, provided they satisfy the geographic constraints.

Amendment 0002 issued 19 Mar 2026:
Q: Can you please confirm for example, do all 100 rooms in Staten Island need to be at one hotel or can they be split up between properties? The same for Bayonne, Sandy Hook, Manhattan, etc.?
A: With the exception of Manhattan, NY, the rooms are not required to be in one hotel as long as they within the mileage radius indicated in the SOW, Section 4.0, Place of Performance.
Q: Are we able to submit a partial bid with the room quantities we have that offered in each location or does the bid have to have all 325 needed?
A: No, 100 percent of the requirement needs to be satisfied.
Q: Based on our review, the requirement appears to be structured as follows:
• Staten Island, NY – 100 double occupancy rooms
• Bayonne, NJ – 75 double occupancy rooms
• Sandy Hook, NJ – 75 double occupancy rooms
• Midtown Manhattan, NY – 65 double occupancy rooms and 10 single occupancy rooms
Q: We also note the statement indicating that the 10 single occupancy rooms in Midtown Manhattan are required to be located in the same hotel. Could you please confirm that our interpretation is correct?
A: Correct, the 10 single occupancy rooms in Midtown Manhattan are required to be in the same hotel.
Q: Additionally, to ensure we structure the lodging solution appropriately, could you please confirm whether the Government permits the use of multiple hotels within the required geographic radius for each location (for example, splitting the required room block across more than one hotel if a single property cannot accommodate the full requirement)?
A: Except for Manhattan single occupancy rooms (10 rooms), NY, the rooms are not required to be in one hotel as long as they within the mileage radius indicated in the SOW, Section 4.0, Place of Performance.
Q: Finally, we would appreciate confirmation regarding the lodging schedule. Based on the Period of Performance stated in the Statement of Work, our understanding is that lodging would be required from June 24, 2026 through July 12, 2026 (approximately 18 nights).
A: The period of performance is from June 24, 2026, through July 12, 2026 (18 nights).
Q4: Could you please confirm whether this same check-in and check-out schedule applies to all four locations, or if there are different arrival and departure dates for any specific location?
A: The same check-in and check-out schedule applies to all four locations, Staten Island, NY, Bayonne, NJ, Sandy Hook, NJ and Midtown Manhattan, NY
Q: Should the hotels selected be within a certain mileage distance of a specific address? Can more than one hotel be used on each location required?
A: Except for Manhattan single occupancy rooms (10 rooms), NY, the rooms are not required to be in one hotel as long as they are within the mileage radius indicated in the SOW, Section 4.0, Place of Performance.
