About this file
This document is a Standard Form 30 amendment to a federal solicitation issued by LOG-94 Regional Contracting West, Coast Guard for temporary lodging services, with an effective date of June 12, 2026. The amendment posts replies to 34 questions and clarification requests from potential offerors, uploads a Revised Statement of Work (Revision 1) and Revised Pricing Schedule (Revision 1), and removes FAR Clause 52.222-43. The solicitation number is 70Z08426QDL940012, dated June 4, 2026.
The requirement is for temporary lodging accommodating 622 total rooms (92 single occupancy and 530 double occupancy) for a total of 1,485 room nights during the period of performance from September 1, 2026 through August 31, 2027, with no stays anticipated in February 2027. Hotels must be located in one of three geographic areas: (1) a minimum 3-star hotel with a minimum 4.3 Google star rating in Pascagoula within 5.5 miles of 108 Singing River Island, Pascagoula, MS 39595; (2) a minimum 3-star hotel with a minimum 4.3 Google star rating in Biloxi or any Google star rating with AAA 3 Diamond rating in Biloxi; or (3) a minimum 3-star hotel with a minimum 4.3 Google star rating in D'Iberville or any Google star rating with AAA 3 Diamond rating in D'Iberville. Casino hotels are excluded under NAICS Code 721110. Double occupancy rooms must have two beds (e.g., 2 queen or 2 full configuration); king rooms do not qualify. All lodging must be provided at a single qualifying facility; split accommodations across multiple hotels are not permitted. Pricing should be quoted per room night, with parking charges (if applicable) included in the room rate. Tax exemption applies only when the Government pays the hotel directly; if a third-party contractor is awarded and pays the hotel, tax exemption does not apply. The award basis is Lowest Price Technically Acceptable (LPTA) with no additional evaluation factors. Offers are due June 18, 2026 at 1:00 p.m. PST and must include solicitation number, specifications, nightly rates and total proposed amount, point of contact information, and company UEI number, submitted via email to terry.e.craft@uscg.mil. This is a one-year contract with no option periods, and the Government will not pay cancellation fees for adjustments within the 24-hour cancellation deadline and 15% monthly variance.

QUESTIONS & ANSWERS
Q1. Are there specific liability insurance requirements or coverage limits that must be met?
The Government does not anticipate incorporating additional liability or indemnification requirements beyond standard commercial terms for lodging providers. Lodging providers are expected to maintain appropriate commercial liability insurance and comply with standard industry practices.
Q2. Is it acceptable to split rooms across multiple hotels or submit more than one property under a single proposal?
No, it is not acceptable. We need everyone together.
Q3. Could you please clarify whether all properties located in Biloxi and D’Iberville are acceptable, and whether only a portion of Pascagoula falls within the acceptable area?
As stated in the revised Statement of Work:
1. Requirements:
a. The place of performance MUST be in:
i. A minimum 3-star class hotel with minimum 4.3 Google star rating in the city of Pascagoula within 5.5 miles of 108 Singing River Island, Pascagoula, MS 39595.
ii. OR A minimum 3-star class hotel with minimum 4.3 Google star rating in the city of Biloxi OR any Google star rating with AAA 3 Diamond in the city of Biloxi
iii. OR A minimum 3-star class hotel with minimum 4.3 Google star rating in the city of D’Iberville OR any Google star rating with AAA 3 Diamond in the city of D’Iberville.
Therefore, all qualifying properties in Biloxi and D’Iberville are eligible, while only those within the specified radius in Pascagoula meet the requirements.
Q4. Will properties with an on-site casino be considered? We understand that the government often restricts the use of casino hotels, but we did not see this addressed in the Statement of Work. Given the market, many hotels in the area are casino properties.
For this solicitation, the applicable NAICS Code is 721110—Hotels (except Casino Hotels) and Motels. This code specifically excludes casino hotels from consideration.
Therefore, properties with an on-site casino will not be considered eligible for award under this solicitation, even if not explicitly stated in the Statement of Work. Only hotels and motels that do not operate as casino hotels are eligible.
Q5. Could you also provide the incumbent contract number and the name of the current contract holder?
No incumbent; new requirement
Q6. Could you please confirm that, while third-party contractors that work directly with the government may qualify for tax-exempt status, this exemption does not extend to hotels that provide accommodations through those contractors when the hotels have no direct contract with the government and do not invoice the government directly? Tax exemption only applies to the party contracting with and getting paid by the government.
Tax exemption applies only to the party that has a direct contract with and is paid directly by the Government. Hotels that provide accommodations through third-party contractors, without a direct contract with or direct payment from the Government, are not eligible for the tax exemption.
Q7. Total room-nights. The Pricing Schedule and SOW summary state 1,724 room-nights, but the monthly schedule sums to approximately 1,485 (no February 2027 drill is listed).
Which total should offerors price to, and is there a February 2027 requirement?
Please see revised Statement of Work.
a. Total number of rooms: 92 single occupancy and 530 double occupancy rooms for a total number of 622 rooms during the period of performance
b. Total numbers of room nights are 1485 during the period of performance.
No stays are anticipated for the month of February 2027
Q8. Pricing unit. Should the single- and double-occupancy unit prices be quoted per room-night or per room for the full stay?
Single- and double-occupancy unit prices should be quoted per room night.
Q9. Single vs. multiple properties. Must all personnel be housed in one hotel, or is housing across more than one qualifying property (Biloxi / D'Iberville / Pascagoula) acceptable?
All stays should be at the same facility. We need everyone together. Also please see revised Statement of Work for updated locations.
Q10. Tax exemption and payment structure. The SOW states the Government is tax-exempt (# B239641) and rates are net of tax. Under Mississippi law, that exemption applies only when lodging is billed and paid directly by the Government — not when a contractor pays the hotel and invoices the Government. Will the Government pay the hotel directly (e.g., centrally billed account) so the exemption can apply?
If award is made to a third-party vendor, the Government will not pay the hotel directly.
Lodging will be billed to and paid by the contractor, who will then invoice the Government. As such, the Coast Guard’s tax exemption (# B239641) does not apply in this scenario.
If, however, an award is made directly to a hotel and the hotel is paid directly by the Government, the tax exemption would apply, and rates should be quoted net of tax.
Q11. Basis of award. Please confirm the evaluation method (e.g., Lowest Price Technically Acceptable) and the applicable evaluation provision.
As stated in the SAM.gov posting:
“AWARD: This purchase will be based on the following criteria: Lowest price for item that meets or exceeds specifications. AWARD: This purchase will be based on the following criteria: Lowest Price Technically Acceptable”.
The basis of award for this solicitation is Lowest Price Technically Acceptable (LPTA).
There are no additional evaluation factors; award will be made to the technically acceptable offeror with the lowest price. The applicable evaluation provision is LPTA.
Q12. Is the 4.3 google rating a requirement for 3-star properties or also for 3 Diamond properties. In other words: Would a AAA 3 diamond rated property be acceptable if it has a
4.1 on google?
Please refer to the revised Statement of Work:
Q13. Is it acceptable for a hotel to be further than the 5.5 mile radius of USS Vicksburg Way, Pascagoula, MS? Please confirm the farthest you would be willing to travel.
Please see the updated Statement of Work for updated location requirements.
The 5.5 miles will be measured from the following address:
108 Singing River Island, Pascagoula, MS 39595.
Q14. I have an additional question for clarity regarding Requirement iii. OR A minimum 3-star class hotel with minimum 4.3 Google star rating in the city of Pascagoula within 5.5 miles of USS Vicksburg Way, Pascagoula, MS.
Can you clarify where the 5.5 miles will be measured be from?
Please see updated Statement of work for revised location requirements.
The 5.5 miles will be measured from the following address:
108 Singing River Island, Pascagoula, MS 39595.
Q15. May an offeror submit a quotation utilizing one or more qualifying lodging facilities to satisfy the lodging requirements of the solicitation, provided all solicitation requirements are met?
No, all stays must be at the same facility. An offeror may not utilize multiple lodging facilities to satisfy the lodging requirements of the solicitation; all lodging must be provided at a single qualifying facility. Please see updated Statement of Work for revised location requirements.
Q16. The Scope of Work states that lodging facilities must be located in Biloxi, D'Iberville, or within 5.5 miles of USS Vicksburg Way in Pascagoula. Can the Government confirm whether these are three separate acceptable geographic areas, or whether the 5.5-mile proximity requirement also applies to facilities located in Biloxi and D'Iberville?
As stated in the revised Statement of Work:
The solicitation identifies three separate acceptable geographic areas: (1) the city of Biloxi, (2) the city of D'Iberville, and (3) within 5.5 miles of 108 Singing River Island, Pascagoula, MS 39595. The 5.5-mile proximity requirement applies only to properties in Pascagoula. Properties located in Biloxi and D'Iberville do not need to meet the 5.5-mile proximity requirement.
Q17. Does the Government permit the lodging requirement to be fulfilled through multiple qualifying hotel properties, provided all facilities meet the requirements of the solicitation?
If so, is there a maximum number of lodging facilities that may be proposed?
The Government does not permit the lodging requirement to be fulfilled through multiple hotel properties. All lodging must be provided at a single qualifying facility.
Therefore, only one lodging facility may be proposed.
Q18. The Scope of Work states that parking charges shall be included in the price quote, if applicable, assuming all individuals may have a vehicle. Should parking be included in the room rate and unit price, or identified separately for evaluation purposes? If parking is complimentary, should the offeror simply state "No Charge" within its quotation?
Parking charges, if applicable, should be included in the room rate and unit price, not priced separately. If parking is complimentary, the offeror should state "No Charge" in the quotation.
Q19. To be sure I am evaluating hotels against the correct location, could you confirm the drill/muster location for PSU 308 and whether the Pascagoula address (USS Vicksburg Way) is the correct point to measure proximity from? I want to make certain my commute analysis is accurate, so I am comparing the closest options rather than inadvertently ranking the farthest one first.
Please see the revised Statement of Work:
The 5.5 miles will be measured from the following:
108 Singing River Island, Pascagoula, MS 39595
Q20. ITEM 1 — Quantity reconciliation (affects pricing)
Three different quantity figures appear across the documents:
- SOW summary and SF1449 Pricing Schedule (p.2): 92 single-occupancy rooms + 530 double-occupancy rooms = 622 rooms, described as a "Total Proposed Amount for 1,724 Nights."
- The month-by-month schedule in the SOW: when the listed monthly bookings are summed (nine months at 149 room-nights, plus June at 20 and July at 124, with February showing no requirement), the total is approximately 1,485 room-nights, split roughly 215 single / 1,270 double.
The 622-room figure and the 1,724-night figure describe the same requirement but are different totals; the 92/530 split also does not match the ~215/1,270 implied by the dated schedule; and 1,724 does not match the ~1,485 the dated schedule produces.
Which figure is the binding quantity for payment — the SF1449 line items (92/530), the 1,724-night total, or the dated schedule?
Please see the revised Statement of Work:
1. Scope of Work:
a. The Coast Guard is seeking Temporary Lodging for Coast Guard personnel.
b. The period of performance September 1, 2026 – August 31, 2027
c. Total number of rooms: 92 single occupancy and 530 double occupancy rooms
d. Total numbers of room nights are 1485 during the period of performance.
Q21. ITEM 2 — Place-of-performance reference point
The SOW header lists the unit at USS Wisconsin Loop, Building #10, Pascagoula, MS, while the place-of-performance requirement measures the 5.5-mile radius from USS Vicksburg Way, Pascagoula, MS. Please confirm which address is the correct reference point for the 5.5-mile distance requirement.
Please see the revised Statement of Work:
108 Singing River Island Pascagoula, MS 39595
Q22. Are third-party lodging contractors, reservation management firms, or lodging coordinators permitted to submit quotations, provided that all lodging services are furnished through hotels that fully comply with the requirements outlined in the Scope of Work?
Yes, third-party lodging contractors, reservation management firms, or lodging coordinators are permitted to submit quotations, provided that all lodging services are furnished through hotels that fully comply with the requirements outlined in the Scope of Work.
Q23. In reviewing the Statement of Work, the requirement calls for 36 double occupancy rooms and 10 single occupancy rooms per drill weekend. I am seeking clarification on the following:
Does the SOW require double occupancy rooms to have two beds (e.g., double queen configuration), or does a king room used for double occupancy (2 guests per room) also qualify as a compliant double occupancy room?
This clarification will help ensure our proposed hotel meets the technical requirements of the solicitation.
Double occupancy rooms must have two beds (e.g., 2 queen or 2 full configuration). A king room used for double occupancy does not qualify as a compliant double occupancy room for this solicitation.
Q24. I wanted to ask whether hotels and casinos are allowable options under this solicitation. In my past experience, the answer has generally been no; however, given the limited lodging availability in the area, I do not want to dismiss the possibility without confirming.
Q25. If space was available onsite or closer than a hotel room, would the Government consider the use of mobile housing units?
Each unit consists of a 53' trailer with 5 staterooms, each with its own en suite shower, sink, toilet, mini fridge, TV, and desk. The entire unit can be plumbed and electrically connected to standard utilities.
We believe this set up could be very cost competitive against a hotel room for that length of time.
If so, will provide a data sheet on the equipment.
The Government is requesting hotels/motels only. Mobile housing units will not be considered for this requirement.
Q26. For the radius hotels must be in, does the submitted hotel have to be 5.5 miles from the USS Vickburg Way in Pascagoula or can they just be in the city of Biloxi or D'Iberville so long as they have the rating required?
• Be located within 5.5 miles of 108 Singing River Island, Pascagoula, MS 39595, or
• Be located in the city of Biloxi and meet the required rating, or
• Be located in the city of D'Iberville and meet the required rating
The 5.5-mile radius requirement applies only to hotels in Pascagoula. Hotels in Biloxi or D'Iberville do not need to meet the 5.5-mile radius requirement but must meet all other solicitation requirements for those cities.
Q27. Submission method not stated: The solicitation documents do not specify how quotes should be submitted (portal, email, fax). Offerors must contact Ms. Terry E. Craft at LOG-94 Regional Contracting West to confirm the submission method before the June 18, 2026 deadline. Can you provide the contact information?
Offers are due on June 18, 2026, at 1:00pm :00pm (PST). Offers must provide as a minimum: (1) solicitation number; (2) specifications being offered so that a determination can be made if item being offered meets the requirement (3) Nightly Rates per night & Total Proposed Amount (4) Point of contact name, telephone number and address, (5) Company UEI Number.
Email: terry.e.craft@uscg.mil
Q28. February 2027 drill period is missing: The anticipated usage schedule covers September 2026 through August 2027 but skips February 2027 entirely. It is unclear whether this is intentional (no drill that month) or an omission. Can you provide feedback
No stays are anticipated for February 2027
Q29. Room night total discrepancy: Adding up the monthly schedules in the SOW yields 1,724 total room nights, which matches the pricing schedule. However, the aggregate of 92 single and 530 double rooms stated as totals does not directly reconcile to a simple nightly count — offerors should confirm whether the room quantities on the pricing schedule represent unique rooms reserved or cumulative room nights.
Q30. Tax exemption references California: The SOW states the Government is exempt from 'Federal taxes, State of California hospitality taxes, and local taxes.' The place of performance is Mississippi, not California. This language appears to be boilerplate that was not updated for this solicitation. Offerors in Mississippi should confirm tax exemption applicability under Mississippi law; can you provide feedback?
Answer provided in above Q6 & Q10
Q31. Parking requirement ambiguity: The SOW states parking charges shall be included in the price quote 'assuming all individuals on berthing list have a vehicle each.' The berthing roster size varies monthly (small as 20 room nights in June 2027, as large as 149 in other months). We will need to price accordingly and confirm whether a flat parking rate or per-vehicle nightly rate is expected. Can you provide clarity?
Parking charges, if applicable, should be included in the room rate and not priced separately. If parking is complimentary, the offeror should state "No Charge" in the quotation.
Q32. No cancellation cost structure stated: The SOW specifies a 24-hour cancellation deadline, and the monthly room totals may fluctuate up to 15%. It is not stated whether the Government will bear any cancellation fees within or outside the 15% variance. Can you provide feedback or clarification to avoid billing disputes.
The Government will not pay cancellation fees for adjustments made within the 24-hour cancellation deadline and within the 15% monthly variance specified in the Statement of Work. Any fluctuations above the 15% variance are not authorized and will require a contract modification.
Q33. No evaluation methodology stated beyond price: The solicitation does not describe a formal best-value tradeoff, technical evaluation, or past performance scoring. If additional evaluation criteria beyond price and compliance exist; they are not stated in the documents provided. Can you provide feed back
As stated in the SAM.gov posting:
“AWARD: This purchase will be based on the following criteria: Lowest price for item that meets or exceeds specifications. AWARD: This purchase will be based on the following criteria: Lowest Price Technically Acceptable”.
The basis of award for this solicitation is Lowest Price Technically Acceptable (LPTA).
There are no additional evaluation factors; award will be made to the technically acceptable offeror with the lowest price. The applicable evaluation provision is LPTA.
Q34. Option periods not addressed: No option periods are stated in the contract scope, yet FAR clauses for multiyear price adjustment (52.222-43) are incorporated. Can you provide feedback?
There are no option periods; this is a one year contract
