The solicitation requires janitorial services for two buildings at USCG Base New Orleans: an Administrative Building (approximately 67,142 square feet with 8,537 excluded) and an Industrial Building (approximately 45,915 square feet with 33,425 excluded), serving 180-200 personnel in Admin and 100-125 in Industrial. The Medical/Dental clinic operates as an appointment-only facility within the Admin Building requiring only one comprehensive end-of-day cleaning daily (fewer than 15-20 patient encounters per day). The contractor must provide all consumable restroom supplies (paper products, hand soap, sanitizer) and replace damaged dispensers. Three janitorial closet spaces are available (two in Admin, one in Industrial). Performance begins September 16, 2026, and the contract period runs through September 15, 2031. The procurement is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS 561720 with a $22 million size standard. Wage Determination 2015-5189, Rev. 33 (published May 13, 2026) applies. All contractor personnel must obtain NASA Identification Cards prior to starting work (approximately 30-day lead time). The incumbent contract number is 70Z08421CBB800100 (previously an 8(a) set-aside), and current employees may be offered positions with the new contractor. The government will make award on a Lowest Price Technically Acceptable basis without oral presentations, though discussions and clarifications may be conducted. Technical volumes are limited to 10 pages (excluding cover pages), with Quality Control Plans and smaller font tables (10pt minimum) permitted outside page limitations. The amended solicitation extends the proposal due date to August 7, 2026 at 11:00 a.m.
