About this file
This document contains a set of Question Responses for a fire alarm system replacement project at the U.S. Coast Guard (USCG) Station Milford Haven. The document details specifications for a comprehensive fire alarm system upgrade, including key requirements such as replacing all sensors, pull stations, horns, strobes, and the entire existing system. The current system is a Gamewell by Honeywell model, which has been updated twice in the last 8-10 years. The facility layout drawing indicates the project involves a multi-room building, and the government requires a one-for-one replacement of the current system with all components being replaced.
Key technical specifications include transitioning from multiple overhead sensors to a single multi-criteria sensor in the grid ceiling, and determining whether a Mass Notification/Voice Evacuation system is needed. The project has specific additional requirements, such as contractors needing a valid RealID to work on premises. The facility is not equipped with a sprinkler system, with only the galley having a separate APC system. The most recent fire alarm inspection from 2024 was incomplete due to system discrepancies, which further supports the need for a complete system replacement. The government has indicated a preference for maintaining the current device locations rather than a code-compliant layout that might shift device positions.

1. Inspection/Testing Records
a. The most recent inspection we have available is from 2024 and did not show discrepancies in the system, the 2025 inspection was not completed due to discrepancies in the alarm system.
b. There is no acceptance/commissioning paperwork available for the current system as it was done during a self-help install. To my knowledge during talks with CEU the system has been updated/changed twice in the last 8-10 years.
2. Building/System Drawing
a. I have included a facility layout drawing for reference. No other drawings are present.
b. The facility is not equipped with a sprinkler system. The galley is the only area which has a separate APC system.
3. Notification Appliances
a. All sensors are to be replaced as well as pull stations and horns/strobes. The current system utilizes a smoke or heat sensor in the grid ceiling as well as a smoke or heat sensor in the overhead. We would like to see that dropped to a single multi-criteria sensor in the grid ceiling with no sensors in the overhead.
4. Additional Reference
a. Any contractors utilized for work on premises must be in possession of a valid RealID.
5. Are any as-built drawings available for the existing fire alarm system at USCG Station Milford Haven ?Floor plan attached.
6. Could you please confirm the manufacturer of the existing fire alarm system.
Gamewell by Honeywell
7) Should we install devices per the existing layout (one-for-one replacements in current locations), or does the Government prefer a current code–compliant layout based on today’s NFPA/USCG criteria (which may shift quantities/ locations after survey)?
One for one replacement of our current system. All components, sounding devices, sensors, panel, and wiring will be replaced.
8)Should notification appliances be replaced or reused? Is a Mass Notification / Voice Evacuation system required, or only a standard fire alarm system?
With the mass notification alarm, our question is, if it also acts a general PA system, then yes we want that. If it only voices emergencies then we want just the fire alarm sounding system.
9)Could you provide a copy of the 2024 fire alarm inspection report (or the most recent available)?
We will not provide the inspection report because we want the entire system replaced.
