QUESTIONS SUBMITTED FOR 70Z08418RAA152000
CAPE MAY HOUSING MAINTENANCE
QUESTION:
1. The government list 1,200 SC in this Technical Exhibit (Exhibit 1 thru 15, page 5 of 43). Can the government provide a breakdown of Service by category along with contractor’s liability for each category for labor and materials for each call? Plumbing, Electrical, HVAC, Boilers, Carpentry, Locksmith/lock services, Roofing, Appliances, Gates and fencing, Storm doors and window screens.
ANSWER:
The government typically does not breakdown and categorize by trade function the vast majority of LEVEL II service work requests. Most if not all LVL II service, requests are answered and addressed by an on staff General Maintenance Worker who assesses the problem and completes repairs or relays the need for specific trade expertise. If specific trade expertise is required (HVAC mechanic, electrician or plumber) on staff specialists or a qualified subcontractor will respond. Specific liability regarding LEVEL II Service Work is clearly shown in Section 5.2. and subsections.
QUESTION:
2. If the current contractor is using an MMS system like what the government has in the SOW. Is this information available to bidders?
ANSWER:
This information is not available to bidders.
QUESTION:
3. The CBA does not list an employer required health and welfare fund rate post 10/1/2018. It just states “published rate.” What rate should be used for pricing purposes for the base period and option periods?
ANSWER: You can find this rate published under the www.wdol.gov website. It was in effect 07/11/2018.
4. Under Factor 2, Technical/Management Plans/Management Approach/Capability, item 6, “technical plan” states “The KTR shall provide an Excel spreadsheet detailing the time estimates to perform each PWS Task.” Is the KTR to use the “CLIN Schedule” starting on page 4; or the PWS items starting at 5.0 Specific Work Requirements in the PWS page 89?
ANSWER: That is a separate excel spreadsheet for the 5.0 Specific Work Requirements and not for the specific CLINs.
5. Instructions under Factor 2 Technical/Management (pg 136). (c) Quality Control Plan states IAW Section 1.7.3 of the PWS, “offeror shall submit QC Plan. Section 1.7.2 is titled Contractor Employees (not QC Plan). (d) Phase-in states IAW 1.15.1 of the PWS offeror shall submit a phase-in plan. This section 1.15.1 is titled Energy and Utility Conservation not Phase In. Can Contracting provide a Phase-in period for this contract?
Paragraph 1.8.3 describes the Quality Control Plan. Paragraph 1.16.1 is for the Phase-In description. The normal Phase-In period is approximately 30 days.
6. Base Period CLIN 0209AH for “Replace French Door Sliding Screen Doors (Complete all HDWR & Fittings). It appears 0209AH has been used twice. Would the Government please review and correct to 0209AK since this follows 0209AJ?
ANSWER:
Replace French Door Sliding Screen Doors (Complete all HDWR & Fittings) should be CLIN 0209AK not 0209AH.
QUESTION:
7. The second sentence of this paragraph states “Annual inspections will be conducted in each housing unit with representatives from the training center housing office and fire department, typically during the fall of the year.” Our understanding is that the housing office schedules these inspections. Since these inspections require the HVAC Technician and a General Maintenance Worker to attend and participate in all inspections, would the Government please provide the historical data on the number of inspections that typically are scheduled for an average day?
Historically, up to six (6) annual inspections were scheduled by the Housing Office daily. However, since PMI (LEVEL I) requirements for new HVAC equipment, hot-water heaters etc. were expanded at the start of the current contract the government has settled on four inspections per day so that the maintenance contractor could maintain the overall schedule with other inspection staff.
8. CLIN X209AY for “Install Government Supplied “Stanley Brand Sliding Patio Doors with all hardware.” Since all the openings have to be rebuilt for the new doors to be installed properly, there is a requirement for 2X4s, 2X8s, 1X12s as well as vinyl repairs and replacements often referred to as “Installation Package.” This package cost can easily reach $300.00 per door. We understand we include this cost in the contractor supplied door CLINs, but need clarification on referenced CLINs. Is the Government’s intent that the contractor will include this cost in the CLIN for “Government Supplied” Stanley Brand Sliding Patio Doors with all hardware”.
ANSWER:
To be clear, any item, part, component etc. listed as a CLIN/EQI line item definitely includes all materials, labor, hardware, incidentals etc. needed to provide a 100% complete and finished installation.
Regarding installing government supplied items; I.E. referenced Stanley doors, that task would be ordered via a specific LEVEL II Service Work Request. Under any LEVEL II service work request the contractor is required to provide materials costing < $35.00 which relate to the specific task. If any additional materials are needed to complete the specific task they would be subject to contractor reimbursement under the line item “Contractor supplied materials costing greater > than $35.00”.
9. This PWS describes work that falls under both the Service Contract Act (SCA) and the Davis Bacon Act (DBA). SCA work generally includes plant operation and installation services (i.e., custodial, etc.) and maintenance exceeding $2,500. DBA work generally includes construction, alteration, renovation, painting, and repair requirements (i.e., roof shingling, building structural repair, paving repairs, etc.) exceeding $2,000 in value. Would the Government please clarify that all hours for performing painting work over 200SF will be performed and paid under the Davis Bacon Act wages?
ANSWER: That is correct. Under the DBA website it states all hours for performing painting work over 200SF will be performed and paid under the DBA wages. Starts on page 25.

10. On the CLIN schedule, the Base Year of Performance is shown as follows: “January 1, 2019-January December 31, 2019” with all option periods showing performance from January thru December. On solicitation Attachment 1, ADDITIONAL WORK ISSUED VIA MODIFICATION, the Base Period shows as “BASE YEAR (October 1, 2018 – September 30, 2019)” with all option periods showing October thru September performance periods. Would the Government please clarify the performance period dates for all items listing performance periods?
ANSWER:
Amendment 0007 corrects the base year to 14 January 2019 thru 30 September 2019. The option years will (if exercised) begin 01 October 2019 thru 30 September 2023. This will reflect throughout the RFP.
11. Paragraph FAR PROVISION 52.212-1; Instructions to Offerors-Commercial Items (Jan 2017)(b)(1)b states that “The technical proposal portion is limited to 30 pages excluding required plans and shall include page numbers.” Can the Government please clarify which plans are excluded from page count? If Factors 1, 2 and 3 constitute the Technical Proposal, is the assumption that Management Plan, Technical Plan, Quality Control Plan and Phase-In Plan are excluded from page correct?
ANSWER: The wording “excluding required plans” is hereby deleted. The intent is the “required plans” are the Management Plan, Technical Plan, Quality Control Plan, and Phase-In Plan are all included in that page count.
12. CLIN 0205AL, Replacement Phase I, II & III, three & four bedroom unit kitchen pantry built in cabinet grade plywood shelves: Is this item for 25 shelves or for 25 cabinets with plywood shelves?
Relates to 25 pantry cabinet units including their plywood shelves.
13. CLIN 0205AW, Replacement Phase I, four bedroom unit; Refrigerator: Maytag EcoConserve with ice-maker (model#M9BXX6MYW). Research has shown that this item has been discontinued. Can the government propose an alternative brand/model or specifications?
Contractors may propose for use a specific product with specifications equal to any requested CLIN item which has been discontinued. Products proposed for use must comply with all other applicable contract requirements.
14. CLIN 0205AC, Replacement Phase I, three bedroom unit kitchen cabinets: Mid-Continent Oak model; Kentwood door style; Chestnut color. Is this item for upper cabinets, base cabinets or both?
ANSWER:
CLIN 0205AC references Phase I three bedroom base cabinets.
CLIN 0205AG references Phase I three bedroom wall cabinets.
