About this file
This is a Specification for Drydock Repairs for USCGC VIGOROUS (WMEC-627), Revision 1, dated September 29, 2026, describing the scope of work required during a Fiscal Year 2027 drydock availability at a U.S. Coast Guard facility.
The specification encompasses 55 work items covering comprehensive drydock and repair services for the 210-foot Medium Endurance Cutter. Key work items include hull plating ultrasonic and side-scan testing; 100-percent preservation of underwater body and non-accessible voids; partial preservation of freeboard and superstructure; propulsion system overhauls including shafting removal, inspection, and reinstallation; propulsion shaft bearing renewal; controllable pitch propeller cleaning, inspection, and servicing; sea valve and strainer overhaul; rudder assembly removal and reinstallation; zinc anode renewal; tank preservation and repair (potable water, oily water, grey water, and sewage); heat exchanger cleaning; sewage system pump renewal; and davit inspection and service. Revision 1 descoped Work Item 23 (Doppler Speed Log Replacement). The specification establishes critical inspection items that must be completed within the first 25 percent of the contract period and references multiple Coast Guard standard specifications (SFLC Std Spec 0000, 0740, 6310, 8634, 8635, 8636), Coast Guard technical publications, military standards, and ASTM/SSPC surface preparation and preservation standards. Government-furnished property includes propeller shafts, intermediate shafts, seal assemblies, bearings, propeller blades, transducers, strainers, heat exchangers, and other major components, with estimated unit costs ranging from $48 to approximately $90,000. The specification requires detailed quality assurance inspections, environmental compliance, fire watch support, freeze protection planning, and comprehensive documentation including critical inspection reports, configuration failure reports, and technical representative oversight for specialized work such as strain gauge shaft alignment analysis.
