About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the USCG for solicitation 70Z08026QMECP0033, effective September 22, 2026. The amendment extends the solicitation due date from September 25, 2026 at 12:00 PM EST to September 30, 2026 at 12:00 PM EST.

The amendment addresses three vendor questions regarding work items related to vessel maintenance and repair. Question 1 concerns Work Item 35 regarding removal and disposal of rubber bilge lining and clarifies that lead ingots exist below the machinery per Drawing 627-WMEC-191-001. Question 2 addresses Work Item 37 regarding lead ingots as interference to hull plate replacement and provides specifications for the lead ballast: Lead Brick conforming to QQ-L-171e grade B, size 3X3X14, approximately 50 pounds each, coated in 3M Scotchkote 135 or Sherwin Williams EAS8-30034 Epoxy Powder Coating (4 mil thickness, grey color). Question 3 clarifies that all lead ingots referenced in Work Items 38 and other items are coated and conform to the same specifications, eliminating concern about differential personal protection requirements. Vendors must acknowledge receipt of this amendment prior to the extended deadline of September 30, 2026 at 12:00 PM EST by completing items 8 and 15 or by separate written communication referencing the solicitation and amendment numbers.

Summary of Changes The purpose of this Amendment is to answer vendors questions:

Question 1: Work Item 35, paragraph 3.1.4.1 directs the contractor to remove and properly dispose of rubber bilge lining.

The item does not list lead ingots as an interference. Are there lead ingots in the bilge below the machinery? Is the rubber to be reinstalled? If so, please provide the requirement of size, thickness and Durometer.

USCG Response: There is lead ingots below the the machinery. See Drawing 627-WMEC-191-001.

Question 2: Work Item 37, paragraph 3.1.4 lists lead ingots as an interference to hull plate replacement. The government has not provided a reference that identifies the number, size, weight or location of any lead ingot installed onboard the vessel. Please provide this information.

USCG Response: Drawing 627-WMEC-191-001 to be provided with lead ballast information. All ingots should have the following specifications. "Lead Brick conforming to QQ-L-171e grade B, size 3X3X14, approximately 50 lb each, Coated in 3M Scotchkote 135 or Sherwin Williams EAS8-30034, Epoxy Powder Coating, (4 Mil) Thickness, Color (grey)"

Question 3: Work Item 38, paragraph 3.1.4 lists "Coated Lead ingots" as an interference to structural replacements. Are the ingots' listed in other items uncoated, which would require an increased level of personal protection to be removed?

USCG Response: All lead ingots are the same and should conform to the specifications above.

Solicitation due date is extended until 30 September 2026 12:00pm EST.
