About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for the Harriet Lane Dockside Repairs FY26 project. The amendment number is 70Z08026QMECP0017003, effective March 17, 2026, and was issued by the Coast Guard. The solicitation amendment number is 70Z08026QMECP0017, dated March 13, 2026, and the offer receipt deadline is not extended. The closing date for this solicitation remains March 23, 2026 at 2:00pm EST. Offerors must acknowledge receipt of this amendment by completing items 8 and 15 and returning copies, by acknowledging receipt on each copy of the offer submitted, or by separate letter or electronic communication referencing the solicitation and amendment numbers.

The amendment addresses a vendor-submitted question regarding Work Item 003, which involves providing support to refuel the vessel. The vendor inquired whether the Coast Guard assumes fuel costs as a contractor expense and requested clarification on the quantity and types of fuel required. The government response clarifies that the contractor is responsible for performing tank inspections in sequential order, which will involve fuel transfers between tanks after each inspection round is complete. The only offload requirement is 2,000 gallons of diesel below the low suction point. The contractor is not responsible for ordering fuel; the cutter will arrange fuel orders independently once all Work Item inspections are complete. All other terms and conditions of the referenced solicitation remain unchanged and in full force and effect.

HARRIET LANE DOCKSIDE REPAIRS FY26

AMENDMENT 0003

Response to Questions/Requests for Clarification:

1. Work Item 003: Paragraphs States, "provide support to refuel vessel." No quantity of fuel for refueling effort is listed. Does USCG assume cost of fuel to be a contractors expense? If so, what quantity and types does the government require under para. 3.1.4.4?

One of the CG Publication references (also WI 3 para. 3.1.4.1.) is “Coast Guard Technical Specification D-123-2048, Feb 2020, 270’ WMEC A Class Fluid Handling Plan for Tank Inspections.” Our intent with the WI is for the contractor to perform tank inspections in “Round” (sequential) order, which will involve fuel transfers between tanks after each round is complete. The only portion of WI 3 requiring offload is the diesel below the low suction point (i.e., 2,000 gallons as noted in 3.1.4.2). The contractor is not responsible for ordering fuel; the cutter will arrange fuel orders themselves once the WI inspections for all tanks are complete.
