About this file

This is Amendment 0002 to Solicitation 70Z08026QMECP0017 for dockside repairs to the USCGC Harriet Lane (WMEC-270), a 270-foot Coast Guard cutter. The amendment, issued on March 13, 2026, extends the proposal submission deadline from March 17, 2026 at 2:00 PM EST to March 23, 2026 at 2:00 PM EST. The solicitation is administered at Joint Base Pearl Harbor Hickam, Hawaii (96818). The requisition number is 52000PR260002770.

The amendment addresses six vendor questions and clarifications regarding specific work items. Key clarifications include: (1) the hatch listed in Work Item 30 will be provided as government-furnished property (GFP); (2) the Coast Guard accepts an alternative cofferdam method using consumable wooden wedges and Binsuki per NAVSEA Underwater Ship Husbandry Manuals; (3) contractor personnel must comply with current badging and security procedures and local, state, and federal environmental regulations; (4) only government-furnished equipment listed in work item GFP tables are provided—all other materials must be contractor-furnished; (5) cofferdams for stern tube shaft seals should be 24" x 24" to fit around the hub on both port and starboard seals; and (6) drawings 901-WMEC 581-005 and 901-WMEC 581-006 referenced in Work Item 23 can be disregarded. The amendment includes pier load deck maps and technical drawings for the USCGC Bravo (B-19, B-18, B-15, and B-14) showing maximum single and multiple axle load restrictions. The contracting officer is Kaity George.

HARRIET LANE DOCKSIDE REPAIRS FY26

AMENDMENT 0002

Response to Questions/Requests for Clarification:

1. Work Item 30: Paragraph 1.2 lists “None” under government-furnished property. Paragraph

3.2.1 directs to install the GFP hatches. Will the hatch listed in Table 1 be provided as GFP?

The hatch will be provided as GFP.

2. Work Item 29: Regarding the cofferdam, would the Coast Guard accept Alternative Method IAW: Naval Sea Systems Command (NAVSEA) Underwater Ship Husbandry Manuals (UWSH) S0600-AA-PRO-160, Nov 2011, Chapter 16, Para 16-7.4? (This method would consist of using consumable wooden wedges and Binsuki)

CG accepts the alternative method.

3. The solicitation document does not specify the vessel homeport or provide any details regarding base access requirements. KTR also requires amplifying information on any environmental requirements for performing preservation operation on the vessel pier in support of Item 14.

Finally Amendment 1, Answer 3 notes pier load restrictions without specifying the nature of the restrictions. Will USG clarify?

-The vessel homeport is: Joint Base Pearl Harbor Hickam, HI 96818

-Base access requirements: “Contractor personnel shall comply with all current badging and security procedures required to gain access to any Government site (e.g. DBIDS) Access to Naval Installations sites may only be gained by obtaining a badge (either permanent or temporary) from the security office. It is the contractor’s responsibility to check for and obtain changes and updated information at each installation on a continual basis. Further information can be found at: https://www.cnic.navy.mil/regions/cnrma/om/contractor_verification_”

-Environmental Requirements: “The Contractor shall comply with all local requirements in addition to State and Federal Environmental, Safety, and Health (ESH) regulations.” (I know this doesn’t adequately answer the question, I’m still trying to get specifics from the Navy.)

-Pier load requirements: Please see page 5 of amendment.

4. Item 23 (Anchor Windlass, Replace) shows 5 line items provided as GFM in para 1.2. Reference Drawing 901 WMEC 320-013 Materials List shows significantly more material provided as GFM.

Will USG clarify which material will be provided as GFM for this Item?

Only the GFE listed in the Work Item GFP Table is being provided. Per Std Spec 0000:

3.2.7 Contractor-furnished properties and services. The Contractor must furnish all necessary labor, equipment, materials, staging, fittings, and tools, for proper completion of each item of work, unless otherwise specified as Government-furnished in particular work items. So if it is not listed in the Work Item GFP table, it must be Contractor furnished regardless of what the drawing says.

5. Item 29 para 3.1.5 directs cofferdam fabrication and installation but the provided drawings do not detail cofferdam locations or dimensions. Will USG provide references that support pricing this requirement?

The appropriate cofferdam size would be larger than 21" to fit around the hub of stern tube shaft seal (Waterside). Since the hull is relatively close to this location, I would say that a 24" x 24" cofferdam would suffice on both the port and stbd shaft seals. See page 8 in the amendment.

6. Per WI 23 para. 3.3.4.1, new GFM controllers are to be installed in accordance with. There is also a TP (test procedure?) shown but identified as TBD (to be determined).

CG is stating references 901-WMEC 581-005 & 901 WMEC 581-006 don't exist, can it be scrubbed from the paragraph?

Drawings 901-WMEC 581-005 & 901 WMEC 581-006 can be disregarded from the paragraph.

TP stands for technical publication which is listed in the References section of the work item.
