About this file
This document is a Solicitation Questions and Answers (Q&A) record for CGC BEAR FY26 UPDD (Contract 70Z08026QMECP0008), addressing nine contractor inquiries submitted for government review regarding a vessel maintenance and repair project.
The solicitation involves ballast tank renewal work for a Coast Guard vessel with a Period of Performance of 21 days (July 20 - August 9, 2026). Key scope items include steel plating and support structure replacement, tank blasting and coating, manhole cover renewal, baffle fabrication and installation, fluid removal, and underwater hull inspection with UT readings. Major clarifications provided address: (1) specification revisions to accommodate work completion within the compressed timeline, with reference to BEAR UPDD FY26 Rev-1 dated February 19, 2026; (2) confirmation that vendors must use Full Load Conditions for pre-award docking calculations; (3) clarification that manhole covers designated in paragraph 3.4.6 do not require retention after renewal except for tank 4-228-2-W; (4) revised square footage specifications for plating and support structure replacements, with inspection requirements changed from CFR to CIR (Condition Information Report) based on UT shot results; (5) provision of additional reference drawings for baffle fabrication requirements; (6) government intent not to remove EDG and Steering System unless necessary following tank inspection and UT analysis, with costs for removal addressed via change request if required; and (7) provisions of additional electrical, mechanical, and fluid system references. The government strongly recommends a ship check for bidding purposes.

CGC BEAR FY26 UPDD - 70Z08026QMECP0008
Solicitation Question(s) for APM Review
Please see below bidder questions:
Question 1: Paragraph 20 of the Solicitation/Contract Order for Commercial Products and Commerical Services lists the Period of Performance (POP) as 20 July 2026 - 09 August 2026,(21 days). Contractor and Sub Contractor review of the specifications and scope work finds (21) days inadequate to complete the scope of work as listed. Due to the requirements of the specification and work listed the contractor requests the availability be extended to 75 to 90 calendar days from the start of the availability in order to accomplish all work as written.
Response:. Specification has been reviewed and revised to allow work to be completed within POP. See Specification for BEAR UPDD FY26 Rev-1, 19 February 2026 (attached).
Question 2: Paragraph 3.4 of Work Item 2 directs the contractor to use Full Load Condition values for pre-award docking calculations which does not reflect the calculations that will be used to dock the vessel. Based upon the scope of work listed specifically Work Item 1 the fluids will be removed prior to docking the vessel as listed paragraphs 1.1, 1.1 Note, 3.1.4 Fuel Tanks Listed and Quantity to include Hydraulic Fluid for Steering. Due to the requirements for vessel docking listed in Work Item 1 the contractor requests the government approve the use of actual vessel conditions for docking requirements and revise paragraph 3.4 of Work Item 2 to state for the contractor to provide pre award docking calculations and remove the term Full Load Calculations from the paragraph.
Response: For bidding purposes vendor must use Full Load Conditions as stated in Work Item 2 para 3.4.
Question 3: Work Item 1; Paragraph 3.4 Bullet 2 directs the contractor to replace all manhole rings and covers. Paragraph 3.5.1 directs the contractor to remove and retain tank manhole covers. Request the government correct the specification to reflect the governments intent to replace or retain the manhole ring covers for the ballast tanks.
Response: Para 3.5.1 has been left in the spec to cover retaining the manhole cover that will not be cropped and renewed on tank 4-228-2-W.
Revised Spec BEAR UPDD FY26, 19 February 2026 added note in para 3.5.1 that states “The original manhole covers designated in paragraph 3.4.6 do not need to be retained after renewal”.
Question 4: Work Item 1; Contractor request clarification for the materials listed to be replaced in paragraph 3.4. Is the government intent to replace 300 sq ft of plating and 300 sq ft of support structure for each tank listed or is the government intent to replace 300 sq ft of plate and support structure combined for each tank listed?
Response: Gov has revised square footage of plating and support structure for all tanks. See BEAR UPDD FY26 Rev-1, 19 February 2026 (attached). WI has been revised to CIR rather than CFR UT Shots; this will also determine if additional repairs/replacements are needed based oƯ of UT shot CIR.
Question 5: Work Item 1; For accurate estimating purposes the contractor requests the government provide the thickness of plate and type/size of support structure to be replaced in paragraph 3.4.
Response: GOV has revised WI specifications to CIR rather than CFR UT shots.
Based on CIR submission and Gov approval this will determine where the locations of plate and support structure will need to be replaced. Multiple additional references have been provided in BEAR UPDD FY26 Rev-1, 19 February 2026 Spec as the plating thickness and stringer cross-section can vary slightly, this will allow bidders to see the general range they’d be working with in the plethora of structural references provided.
Question 6: Work Item 1; The Contractor finds no references or DWG's paragraph 2 that provide description and details for the baƯle to be fabricated and installed paragraph 3.4. Request the government provide reference DWG's with details to identify material and fabrication requirements of the baƯle.
Response: See Revised Specification BEAR UPDD FY26 Rev-1, 19Febuary 2026 (attached)for additional references.
Question 7: Work Item 1; Contractor requests government work item clarification for planning and work item bid pricing purposes. Specification lists the EDG and and Steering System as Interfernces paragraph 3.1.4. Paragraph 3.4 bullet 1 directs the Contractor to replace 300 sq ft of steel plating and internal structure (including but not limited to the tank top and supporting structure below the EDG). Due to the unknown location repair areas and inspections pending is it the government intent for the contractor to plan and price removal/relocation of the EDG and Steering System in the bid proposal as interference OR await for the tank inspection paragraph 3.7, report 3.7.1, UT readings and report paragraph 3.4.1 with removal/relocation, (specifically EDG and Steering System), based on those reports and settled via an approved change request?
Response: It is the government’s intent not to remove the EDG and Steering System unless necessary, however if after tank inspection and UT readings and submission of CFR require such removals, a change request can be submitted for approval.
Per SFLC STD SPEC 0000 see below:
3.3.5 Interferences. The Contractor shall remove all interferences in way of specified work, as necessary, without regard to whether interferences are listed in applicable work items; restore all removed interferences upon completion of the specified work. The Contractor may exercise the discretion to work around certain interferences, when possible, so long as the specified work is successfully accomplished.
Question 8: Work Item 1; Follow up to the interference question for the EDG and Steering previously submitted for paragraph 3.1.4. If the government intent is for the contractors to remove or move items, (EDG, Steering System), and price as interference in the original bid submission the contractor requests the government provide ALL references pertaining to the EDG and Steering System ie...electrical, mechanical, fluids.
Response: See additional references in BEAR UPDD FY26 Rev-1, 19 February 2026 (attached).
Question 9: respectfully request that the POP for this availability be reconsidered. In review, a 21-day duration for the required steel renewals and tank blasting is not suƯicient to accomplish the work. The tank blasting and coating alone is projected to take 16-21 days.
Response: Revisions to spec have been made to complete work within POP, see BEAR UPDD FY26 Rev-1, 19 February 2026 (attached).
