About this file
This document is an amendment to the solicitation for the USCGC KATHLEEN MOORE drydock services in fiscal year 2025. The amendment provides responses to questions from potential vendors. The key details are:
The solicitation is a total small business set-aside for a 119-calendar day period of performance from January 14, 2025 to May 13, 2025. The amendment addresses questions related to the evaluation of valve and strainer condition and whether the contractor would be compensated for overhaul or replacement recommendations. The government expects the contractor, as the expert, to provide recommendations on the most economical approach, which the Contracting Officer's Representative (COR) will verify. If the government agrees with the contractor's recommendation for replacement, the contractor will be compensated for the replacement cost. Otherwise, the contractor will not be reimbursed if they proceed without COR approval.

QUESTIONS & ANSWERS USCGC KATHLEEN MOORE FY25 DD
1. It was noted that Large Business representatives were included in the Pre-Bid Conference. The RFP identified that the RFP was a Small Business Set-Aside as identified in Block 10 of the Standard Form 1449 RFP. Is the RFP for USCGC KATHLEEN MOORE a Small Business Set-Aside?
ANSWER: Yes, this solicitation is a Total Small Business Set-Aside.
2. Work Item 5: MSW/ASW/Firemain System
The initial inspection of valves/strainers as required by Work Item paragraph 2.2.1 is based on initial, in-place, inspection. This inspection does not identify valve or strainer internal condition which is required for evaluation of a "most economical action (Overhaul or Renew) for each valve/strainer" as required by paragraph 2.2.2a.
In addition, 256a identifies the following requirements:
Disassemble each valve to the extent necessary to perform the required work; Inspect all disassembled components and parts. Clean, Inspect all internal surfaces, the valve body and structure. Inspect the surface finish and condition of seats, disks, parting faces, plugs, and sealing surfaces. When necessary, machine, grind, lap and spot-in seat-to-disk to obtain an acceptable leakage rate at or below valve testing standards listed below. Reassemble the valve using new hardware and software (e.g., packing, O-rings, gaskets, seal rings, non-metallic seats, pins, washers, inserts, etc.)
As identified in Work Item paragraph 2.2.2a "Select the most economical action (Overhaul or Renew) for each valve/strainer.", determination of Overhaul or Renew cannot be made until valves/strainers are removed from their installed location and disassembled/inspected.
(a) If contractor submits report, after disassembly and inspection, that repair appears to be more economical action, and performs all repair requirements, and subsequent acceptance testing reveals that the repair actions do not meet the acceptance requirements, will the contractor receive a Contract Request for compensation of replacement cost for valve or strainer?
ANSWER: If the Government agrees to the contractor's recommendation, then yes. If the repair is done by the contractor without approval from the COR, the contractor will not be reimbursed. The contractor is considered to be the "expert" qualified in valve overhaul, the Government expects the contractor to be able to look at a sealing surface, determine visually on judgement if the valve is "dead" or reusable/repairable, or do some preliminary testing to see how bad it is as necessary, err on the side of caution, potentially too, if the Government runs into this being a problem, we will do what is most equitable; i.e., if a valve is leaking ~10% more than allowable rate, the Government may accept it as satisfactory or pay the contractor to renew it or work it again, whatever is fair and in the best interest of the Government.
(b) If contractor submits report, after disassembly and inspection, that replacement appears to be a more economical action, will the contractor receive a Contract Request for compensation of replacement cost for valve or strainer?
ANSWER: Yes, if, after disassembly, the contractor determines a valve must be renewed. The COR must firsthand inspect/validate/endorse every repair/renewal/growth recommendation. The COR will verify if the extra work is actually needed.
