About this file

This document contains an amendment to a federal solicitation for the design and construction of berthing pier upgrades at the United States Coast Guard base in Honolulu, Hawaii. The project includes demolishing an existing floating pier, constructing a fixed pier extending from Berth G to berth a 225-foot seagoing buoy tender, providing a shore tie mound, and optional items to construct a floating pier to berth a 154-foot fast response cutter if funding is available and extend an existing pier. The amendment provides responses to contractor questions, revises technical specifications regarding required freeboard levels, and reduces the required design life for floating components from 75 years to 50 years in line with industry standards. The solicitation is being conducted under the Department of Homeland Security's National Multiple Award Construction Contract Pool 3 vehicle and responses are due as specified in the amended solicitation distributed via DoDSafe to prequalified offerors.

RFI#104/#105/#127

RFP SPECIFICATION 01800-1.8.9.5

DELETE: Freeboard under dead load plus 100 psf live load shall not be less than 15 + 2 inches.

Freeboard under dead load including permanently installed equipment, utilities, gangways or resulting list shall not exceed 31 + 2 inches.

REPLACE DELETE: Freeboard under dead load plus 100 psf live load shall not be less than 13 inches. Freeboard under dead load including permanently installed equipment, utilities, gangways or resulting list shall not exceed 33 inches.

RFI#303

RFP Specification 01800-1.8.3 (with regard to ‘Design Life’).

DELETE: The design life of all the waterfront structural concrete and steel components of the new marginal wharf shall and floating docks, unless otherwise specified, shall be a minimum of 75 years.

REPLACE WITH: The design life of all the waterfront structural concrete and steel components of the new marginal wharf shall, unless otherwise specified, shall be a minimum of 75 years.

The design life of the floating dock, unless otherwise specified, shall be a minimum of 50 years.

104 1/12/2024 01800 1.8 1.8.9.5

In section 1800, paragraph 1.8.9.5 states: “Freeboard under dead load plus 100 psf live load shall not be less that 15 + 2 inches. Freeboard under dead load including permanently installed equipment, utilities, gangways, or resulting list shall not exceed 31 +2 inches.” These values are physically inconsistent. 15” + (19” freeboard loss due to 100 psf) = 34” design load freeboard. Please advise as to what freeboard levels are desired in both dead and live loaded states.

See amendment language 006

105 1/12/2024 01800 1.8 1.8.6

Similar to the second RFI list above: section 1800, paragraph

1.8.6 in the “Dock Free-Board” sub-section - These values are physically inconsistent. 15” + (19” freeboard loss due to 100 psf) = 34” design load freeboard. Please advise as to what freeboard levels are desired in both dead and live loaded states.

See amendment language 006

127 1/17/2024 01800 1.8.6, 1.8.9.5

Section 1800, paragraph 1.8.6 calls for 32" freeboard under DL and 15" under DL + ULL. A uniform live load of 100 psf causes a loss in freeboard of 19". 32" minus 19" = 13" which does not equal 15". Therefore these values are physically inconsistent. Similarly, in section 1800, paragraph 1.8.9.5 states: “Freeboard under dead load plus 100 psf live load shall not be less than 15 + 2 inches. Freeboard under dead load including permanently installed equipment, utilities, gangways, or resulting list shall not exceed 31 +2 inches.” These values don't agree with paragraph 1.8.6 and are physically inconsistent as well. Please advise as to what freeboard levels are desired in both dead and live load states.

See amendment language 006

303 2/9/2024

Per detailed discussions with the concrete floating dock suppliers, the specifications and Q&A response (Question 200) requiring a 75-year design life is proving problematic (even if a 75-year design life can be obtained) and extremely costly (on the magnitude of 50% - 100% cost increase “millions of dollars” above a 50-year design life). Suppliers have not had this 75-year design life requirement on past projects for the USCG (including Astoria and Long Beach). Other federal agencies in the Honolulu area (including projects at the Pearl Harbor Memorial) have only required a 50-year design life for the concrete floating docks similar to those outlined for Option 0001. Furthermore, as of now, no identified supplier have available or are proposing on a specification compliant 75-year design life. Please consider revising the specification requirements to allow a 50-year design life, as ourselves and surely other potential offerors are having serious issues with obtaining a 75-year design life on the concrete floating dock called out in Bid Option 0001.

See amendment 008.
