The amendment changes the point of contact for questions to Barbara Williamson-Garris and extends the deadline for questions to January 19, 2024. It also indicates that responses to questions will be provided in future amendments and attaches a base site map and parking information. RFP Section VI “Non-Price Factors,” Factor 4: Safety, subparagraph a states: “joint venture, the Offeror shall submit separate DART rates for the specified five (5) CY for each contractor who is part of the partnership/joint venture.” RFP Section VI “Basis of Evaluation,” Non-Price Factor 4: Safety provides charts that correlate DART rate and TRIR rate to level of risk. Since a joint venture Offeror will be submitting two or more DART and TRIR rates for each year (one for each contractor who is part of the joint venture), it could be possible for one member firm to have a different risk level than the other.

How will the Government evaluate and assign risk levels for joint venture Offerors? For example, will they be averaged between both Offerors for each year?
