About this file

This is a Statement of Work (SOW) for repair services of hydraulic motor-pump components for the U.S. Coast Guard MH-60T aircraft under contract 70Z.03826QJ0000347.

The USCG will furnish five hydraulic motor-pump units (National Stock Number 1650-01-224-6682, Part Number 70550-02046-106) with an option for thirty additional units. The contractor shall evaluate received components and provide firm-fixed pricing for two service options: "No Fault Found" and "BER/Scrap Fee," with prices to be determined at time of award. Non-ready for Issue (NRFI) components must be repaired to original equipment manufacturer functional performance specifications in accordance with OEM repair manuals, Navy Repair Manual AI-441QA-MDB-200, and Depot Maintenance Work Requirement DMWR I-1650-418. The contractor shall perform all inspections, functional testing, disassembly, corrosion removal, and parts replacement at their facility or a USCG-approved facility, providing all necessary labor, materials, tools, and test equipment. Work must comply with FAA Advisory Circular AC 43-4A for corrosion control. Components determined to be Beyond Economical Repair (BER) require failure data reports per IAW Section 2.10, with disposition instructions provided by the USCG.

Delivery requirements specify component evaluation within fifteen calendar days of receipt and repair completion on a to-be-determined basis. The contractor must maintain OEM certification, provide Certificates of Airworthiness and Conformance per FAR 52.246-15, track components via serial numbers through USCG's Asset Computerized Maintenance System (ACMS), submit Significant Component History Records (SCHR) and Component Repair Records (CRR), and comply with ISO 9001-2000 quality management standards. Quarterly audits by the USCG will validate component serial numbers. The contractor may be required to take random samples to ensure freedom from hazards including hexavalent chromium and cadmium. All repaired parts must be airworthy, suitable for installation on USCG aircraft, and accompanied by proper documentation and DD Form 1574 Serviceable Condition Code Tags.
