About this file

This file is a Questions and Answers document for federal contract opportunity 70Z03326Q201900012, updated September 22, 2026.

The solicitation pertains to gate system installation and repair work at a government facility. Key work includes replacement of a 6' x 23' cantilever gate and a 6' x 18' V-track gate, installation of government-furnished HY Security SlideDriver 30F gate operators (Model 222 EX 1.7 ST, 208/230 volts, single phase, 60 Hz), relocation of a reclaimed operator to an inoperable gate, and repair of a flightline gate operator by installing wheel assemblies from old front gate controllers. Replacement gates must be constructed of treated steel or corrosion-resistant coated material with vertical picket/rail spacing of 2–3 inches and must be compatible with government-furnished operators. The contractor is responsible for all electrical terminations, wiring, adjustments, programming, commissioning, and testing to deliver fully operational gate systems. Existing civil/mechanical components, electrical infrastructure, access-control devices, and safety systems are intended to remain unless modification is necessary for completion. The contractor must provide temporary security measures (fencing, barricades, temporary gates) to maintain site security during work and shall not leave gate openings unsecured without authorization. The period of performance consists of a 10-calendar-day pre-work period followed by 30 calendar days for physical work completion, with performance to begin within 10 calendar days of notice to proceed. The contractor is responsible for removal, freight, and disposal of replaced equipment and waste.

Questions & Answers for 70Z03326Q201900012 Updated: 22 September 2026

• The SOW states that the work is to be performed “per attached quote”; however, the referenced quote was not included with the solicitation attachments provided. Will the government provide the referenced quote and any associated equipment lists, manufacturer/model information, quantities, assumptions, or scope notes. If the quote is not intended to form part of the solicitation requirements, please confirm.

o The phrase “Per attached quote” in the Statement of Work was included in error and shall be disregarded. There is no separate quote attachment that forms part of the solicitation requirements. Quoters shall base their quotes on the Statement of Work, solicitation documents, Questions and Answers, and any issued solicitation amendments.

• Will the government provide existing-condition drawings and/or photographs of the 6' x 23' cantilever gate, 6' x 18' V-track gate, flightline gate, reclaimed operator location, and destination inoperable gate. Confirm whether the stated gate dimensions represent clear opening widths or actual gate leaf dimensions, and provide the required gate construction, infill, finish, coating, and corrosion-protection requirements.

o The Government does not have existing-condition drawings or photographs available for distribution. Quoters shall base pricing on the SOW, solicitation documents, Questions and Answers, any issued amendments, and site conditions observable during any authorized site visit. Replacement gates shall be 6' x 23' for the cantilever gate and 6' x 18' for the V-track gate. Replacement gates shall be constructed of treated steel or otherwise coated/finished to resist corrosion and prevent premature rusting. Vertical picket/rail spacing shall be narrow enough to prevent a person from squeezing through the gate. Existing spacing of approximately 2 to 3 inches may be used as a general reference.

Replacement gates shall be compatible with the Government-furnished gate operators/controllers, including any required drive rail or operator attachment configuration necessary for proper installation, commissioning, and operation.

• Will the government confirm which existing civil/mechanical components are intended to remain and be reused, including gate posts, foundations, V-track, pavement, fencing, and operator mounting supports. If replacement or modification is required, please provide applicable requirements for excavation, concrete foundations, reinforcement, V-track installation, pavement removal/restoration, and associated dimensions/details.

o Existing civil/mechanical components not specifically identified for replacement in the SOW are intended to remain unless replacement or modification is necessary to complete the work and deliver fully commissioned, safely operating gate systems. The SOW requires replacement of rollers and guides, including supplying and installing Cantilever Rollers, Hysec Drive Rails, Gate Guide Roller Sets, and V-track wheels. The Contractor is also responsible for removal, freight, and proper disposal of existing replaced gates, hardware, and associated waste.

The Government is not providing separate excavation, concrete foundation, reinforcement, V-track installation, or pavement restoration drawings/details.

• Will the government provide the manufacturer, model number, voltage/phase, accessories, and current condition of the Government-furnished main gate operators and the reclaimed operator. Identify the reclaimed operator's current location and destination gate. Confirm that the Government-furnished/reclaimed operators are known to be operational and compatible with the intended installations. If defective, incomplete, or incompatible equipment is discovered during installation, please confirm that repairs or replacement beyond normal installation will be considered outside the base scope.

o The Government-furnished main gate operators are HY Security SlideDriver 30F units, Model 222 EX 1.7 ST, Serial No. 182410-23040269, 208/230 volts, 13.7/13/1 amps, single phase, 60 Hz. The Contractor is responsible for installation, necessary electrical terminations, commissioning, and testing. The SOW also requires moving one reclaimed operator to a currently inoperable gate. If Government-furnished or reclaimed equipment is defective, incomplete, or incompatible through no fault of the Contractor, the Contractor shall notify the Contracting Officer before performing repairs or replacement beyond normal installation, termination, commissioning, and testing.

• Will the government clarify the required scope of repair for the flightline gate operator.

Provide the manufacturer/model of the existing operator, available diagnostic information, and manufacturer/part numbers for the identified Drive Arm FLG and Motor Assy -10”. Confirm whether Contractor responsibility is limited to replacement of the identified components and subsequent adjustment/testing, or whether the Contractor is responsible for troubleshooting and correcting additional deficiencies discovered during repair or commissioning.

o The Contractor shall use the best available components/wheel sets from either of the old front gate controllers and install them into the flightline gate controller.

These components were previously removed to temporarily repair the exit gate controller. Once the flightline wheel assemblies are installed, the Contractor shall check the flightline gate controller to verify that it operates. No additional troubleshooting or repair beyond installing the wheel assemblies and verifying operation is required under this item unless otherwise directed by the Contracting Officer.

• Will the government define the intended electrical, control, and safety-system scope.

Confirm whether existing power, conduit, conductors, disconnects, controls, loops, photo eyes, safety edges, card readers, keypads, intercoms, and other access-control devices are existing-to-remain and suitable for reuse. Clarify whether the Contractor's electrical scope is limited to disconnect/reconnect and terminations at the operators or includes new/modification of conduit, conductors, circuits, control devices, programming, or access-control integration.

o Existing power, conduit, conductors, disconnects, controls, loops, photo eyes, safety edges, card readers, keypads, intercoms, and other access-control devices are intended to remain unless replacement or modification is necessary to complete the SOW. The Contractor’s scope includes all necessary electrical terminations, operator-related wiring, adjustments, programming, commissioning, and testing required to deliver complete, safely operating, and fully commissioned gate systems. The SOW does not require wholesale replacement of access-control devices unless otherwise stated by amendment.

• Will the government identify normal allowable work hours, site-access requirements, flightline restrictions, allowable gate outages, and any restrictions on leaving a gate opening unsecured during construction. Confirm whether temporary fencing, barricades, temporary gates, security personnel, or other temporary security measures are required during scheduled work hours.

o Contractor personnel shall comply with all applicable Government regulations, policies, and procedures while working at the Government facility, including safety and security requirements. Normal work hours, site access, gate outage sequencing, and any flightline restrictions will be coordinated with the Government Technical Representative after award and before start of work. The Contractor shall not leave gate openings unsecured unless specifically authorized by the Government. Temporary fencing, barricades, temporary gates, or other temporary controls necessary to maintain security during the Contractor’s work shall be provided by the Contractor unless otherwise directed by the Contracting Officer.

• Will the government clarify the governing Period of Performance. The SOW states that the period shall not exceed 30 calendar days from the scheduled start date of award, while the SF1442 and FAR 52.211-10 identify commencement within 10 calendar days and completion within 40 calendar days. Section L additionally identifies a required completion date of October 26, 2026. Please confirm the contractual start requirement and required completion date.

o The Government clarifies that the 40-calendar-day period stated in the SF1442 includes a 10-calendar-day pre-work period followed by a 30-calendar-day period of performance for completion of the physical work. The Contractor shall begin performance within 10 calendar days after notice to proceed, and the physical work shall be completed within the subsequent 30 calendar days. Actual start and completion dates will be established at time of award or notice to proceed, as applicable.
