About this file
This is a Questions & Answers document for federal contract solicitation 70Z03326Q201900012, updated September 17, 2026.
The document clarifies several key procurement requirements regarding gate installation and replacement work. Quoters may submit past-performance references from proposed gate installation subcontractors if the subcontractor is clearly identified in the quote with explanation of its role and work scope. An erroneous reference to an attached quote in the Statement of Work should be disregarded; quoters must base proposals on the SOW, solicitation documents, and any issued amendments. Small-business prime contractors may use subcontractors for specialized installation and gate-operator work while remaining responsible for overall contract performance and compliance with subcontracting limitations. The customer-supplied main gate operators are HY Security Slide Driver 30F units (Model: 222 EX 1.7 ST, Serial #: 182410-23040269, 208/230 volts, 13.7/13/1 Amps, 1 Phase, 60 HZ).
Replacement gates must meet minimum specifications including construction of treated steel or corrosion-resistant coated/finished material; vertical picket/rail spacing narrow enough to prevent a person from squeezing through (approximately 2 to 3 inches reference spacing); and compatibility with Government-furnished gate operators/controllers including any required drive rail or operator attachment configuration. All work must result in complete, safely operating, and fully commissioned gate systems in accordance with the SOW.

Questions & Answers for 70Z03326Q201900012 Updated: 17 September 2026
• For the three recent and relevant past-performance references required under Factor 2, may the quoter submit relevant projects performed by its proposed gate installation subcontractor, provided that subcontractor is identified and committed to perform the work under this requirement?
o Yes. The quoter may submit recent and relevant past-performance references for its proposed gate installation subcontractor, provided the subcontractor is clearly identified in the quote and the quote explains the subcontractor’s role and the work it will perform under this requirement. For each submitted reference, the quoter shall provide the information required under Factor 2, including contract number, if applicable; customer name and point of contact; contract value;
period of performance; description of work performed; identification of the role performed, including work self-performed and subcontracted; and a brief explanation of relevance to this requirement. The Government may consider subcontractor past performance as part of its evaluation of the quoter’s likelihood of successful performance. The prime contractor remains responsible for successful performance of all contract requirements.
• Is the quote referenced in the SOW available?
o No. The phrase “Per attached quote” in the Statement of Work was included in error and should be disregarded. Quoters shall base their quotes on the requirements stated in the Statement of Work, solicitation documents, and any issued solicitation amendments.
• Does the solicitation permit a small-business prime to use subcontractors for the specialized local installation/operator work, subject to the solicitation's applicable limitations on subcontracting?
o Yes. The solicitation does not prohibit the use of subcontractors. A small-business prime contractor may use subcontractors to perform portions of the required work, including specialized installation and gate-operator work, provided the prime contractor remains responsible for successful performance of all contract requirements and complies with all applicable solicitation terms and conditions, including any applicable small business and subcontracting requirements.
• What are the customer supplied main gate operators?
o HY Security o Slide Driver 30F o Model: 222 EX 1.7 ST o Serial #: 182410-23040269 o 208/230 volts o 13.7/13/1 Amps o 1 Phase o 60 HZ
• Are there any additional specifications or minimum requirements for the gates that we should follow when pricing?
o Yes. In addition to the requirements stated in the solicitation, SOW, and any issued amendments, quoters shall price replacement gates that meet the following minimum requirements:
The replacement gates shall be constructed of treated steel or otherwise coated/finished to resist corrosion and prevent premature rusting.
The vertical picket/rail spacing shall be narrow enough to prevent a person from squeezing through the gate. The existing spacing is approximately 2 to 3 inches and may be used as a general reference.
The replacement gates shall be compatible with the Government-furnished gate operators/controllers that will replace the existing controllers, including any required drive rail or operator attachment configuration necessary for proper installation, commissioning, and operation.
o All work shall result in complete, safely operating, and fully commissioned gate systems in accordance with the SOW.
