About this file
This is a Questions and Answers document clarifying requirements for a Coast Guard contract covering weight handling equipment inspection, load testing, and preventive maintenance services.
The document addresses six key clarifications regarding contract pricing and scope. For option periods, offerors should price rated load testing only for equipment subsequently identified as requiring annual testing, not the entire equipment list. The Coast Guard has historical hour-meter readings from previous inspections that offerors should use to determine preventive maintenance frequency, which may vary by equipment type. Routine preventive maintenance consumables and minor wear items (belts, hoses, filters) are included in the fixed-price preventive maintenance CLIN, while non-routine repair parts are handled under the time-and-materials corrective maintenance CLIN. Reinspections resulting from failed scheduled annual inspections are included in the applicable fixed-price inspection and testing CLIN, not the corrective maintenance CLIN. The applicable fixed-price CLIN pricing may be adjusted through contract modification if the equipment population changes after award due to newly identified or decommissioned equipment. Pre-quotation site visits are not available to offerors to review equipment access and load-testing conditions across the multiple Base Alameda locations.

Weight Handling Equipment Inspection, Load Testing, and Preventive Maintenance Services Questions and Answers
1. SOW Section 6.1 states that the annual inspection includes rated load testing, while Section 6.4.1 states that all equipment will be rated/unit-proof tested during the base year and that the Contractor will then identify the equipment requiring annual rated testing in future years. For the option periods, should oƯerors price rated load testing for all listed equipment, or only for the equipment subsequently identified as requiring annual rated testing?
Answer: For the option periods, oƯerors should price rated load testing for the equipment that is identified as requiring annual rated testing, not for the entire equipment list.
2. Sections 4.2 and 7 require PM according to each manufacturer's recommended intervals and state that the number of PM visits may vary by equipment type. Does the Coast Guard have current hour-meter readings, typical annual usage, or an existing maintenance schedule for the listed equipment that oƯerors should use when determining the required annual PM frequency?
Answer: The Coast Guard has hour-meter readings that were recorded during the initial inspection from previous years.
3. Section 7 includes replacement of minor worn components such as belts, hoses, filters, and similar items under preventive maintenance, while Section 8 provides for corrective-maintenance parts under the T&M repair CLIN. Is the intent that routine PM consumables and minor wear items be included in the FFP preventive-maintenance CLIN, while non-routine repair parts are handled under the T&M corrective-maintenance CLIN?
Answer: Yes, that is the correct intent. Routine PM consumables and minor wear items are to be included in the FFP preventive-maintenance CLIN, and non-routine repair parts will be handled under the T&M corrective-maintenance
CLIN.
4. Section 6.6 requires reinspection and any required follow-on load testing after repairs are completed. Please clarify whether reinspection resulting from a failed scheduled annual inspection is included in the applicable FFP Inspection and Testing CLIN or funded through the Corrective Maintenance T&M CLIN.
Answer: A reinspection that results from a failed scheduled annual inspection is to be included in the applicable FFP Inspection and Testing CLIN.
5. Section 6.5 allows newly identified equipment to be added and unavailable/decommissioned equipment to be removed. If the equipment population changes after award, will the applicable FFP CLIN pricing be adjusted through a contract modification?
Answer: The applicable FFP CLIN pricing may be adjusted through a contract modification if the equipment population changes after the award.
6. Site visit/access conditions: Given the requirement for rated-load testing, test weights, rigging, and equipment located across multiple Base Alameda locations, will the Coast Guard make a pre-quotation site visit available to oƯerors to review equipment access and load-testing/staging conditions?
Answer: No, pre-quotation site visits are not available.
