About this file

This is a Questions and Answers document dated February 24, 2026, addressing clarifications for USCG Solicitation 70Z02926QNEWO005 to replace lighting at a facility in Demopolis, Alabama.

The document clarifies four key issues raised by potential quoters. First, it confirms that the scope of work requires solar-powered LED streetlights and floodlights that meet or exceed the performance of currently installed grid-powered fixtures (Atlas PFMXW43LED and Atlas SLP16145LEDTF4KU); the fixture specifications referenced were for lights to be removed, not installations. Second, it confirms the proposal due date as March 4, 2026 at 1:00 PM CST, as posted on SAM.gov. Third, it clarifies that the February 18, 2026 information posted on SAM.gov should be treated as Questions and Answers only, not as an official amendment requiring SF30 documentation. Fourth, it confirms that the government can work with the contractor to locate an alternative site for solar panels to ensure adequate sunlight exposure (8-10 hours daily) in areas where tree foliage may otherwise limit panel efficiency, such as for floodlights at the gate and sign. The solicitation is for removal of 12 existing LED lights and installation of 9 solar LED streetlights and 3 solar LED floodlights, along with associated electrical and mounting work.

Questions and Answers

1. While reviewing the Scope of Work, we identified a conflict between Section 1 and the fixture specifications provided: Section 1 specifies the installation of solar LED streetlights and solar LED floodlights. The fixture specifications reference the Atlas PFMXW43LED and Atlas SLP16145LEDTF4KU, both of which are 120V hardwired fixtures, not solar. Could you please clarify whether the intent is to install solar-powered fixtures or grid-powered (hardwired) fixtures? This will have a significant impact on our quote and the scope of electrical work required.

The fixture specifications referenced were specifications for currently installed lights that will be removed. The scope of work requests solar lighting to meet or exceed performance of currently installed lights.

2. Block 13a of the SF1442 is blank and does not indicate a time and date that the proposals are due. In block 10 it states to “Submit quotes to Joel.S.Ivy@uscg.mil by the time and date listed in the solicitation.” Nothing is listed in solicitation that we can find. The only mention of proposal due date is on the Sam.gov posting where it states “Date Offers Due – Mar 04, 2026 1:00 Pm CST”. Please confirm this is the correct date and time that proposals are due.

Yes, this is the correct date proposals are currently due. The “Date Offers Due” is the due date for the solicitation.

3. Block 19 of the SF1442 is for acknowledgment of amendments. Should the information posted on Sam.gov on February 18, 2026 be considered an official amendment (AMD 0001) even though a SF30 was not issued with these documents?

No, you don’t have to consider this an amendment. Just Q&As.

4. In regards of the flood lights for the gate and sign. I don’t believe you will have adequate amount of sunlight to power the Solar lights due to the tree foliage. Is there a possibility for there to be a solar panel placed in an area where there is sunlight for at least 8-10 hours a day?

Yes, we can easily work with contractor to locate a location for a panel.
