About this file

This is a Questions and Answers document addressing clarifications on the USCG lighting replacement project in Demopolis, AL. The document provides five key clarifications regarding project requirements and timelines. Regarding electrical work, all electrical runs from pole base to top must be removed, though underground conduit and wiring serving floodlights may be abandoned in place after being cut and capped 12" underground. The contractor must comply with Buy American Act requirements for lighting fixtures with no waivers granted for non-compliant fixtures. For the 30-day Notice to Proceed timeline referenced in the SF1442, the government indicated flexibility to work with contractors given the extended lead times (30-60 days) for light fixture procurement after submittal approval, suggesting the NTP could be issued after fixture approval and receipt. Regarding luminosity specifications, replacement fixtures meeting minimum requirements equivalent to the current output of approximately 16,000 lumens or higher will satisfy the "adequately illuminate the required area" standard. Finally, the document clarifies that all electrical work and standards must comply with OSHA requirements, though it does not mandate a licensed electrician on site at all times.

Questions and Answers

1. Is it required to have a licensed electrician on site at all times?

All electrical work and standards would still fall under OSHA.

2. Reference Part 1 Description of Work where it states “removal of unnecessary electrical wiring or components”. Will all conduit and wiring be required to be removed fully from the light fixture back to the power source, or can it removed and cut to a distance of 12” underground and the remainder abandoned in place, i.e. remove an exposed conduit / wiring and underground conduit / wiring can be abandoned in place?

We are looking for all electrical runs from pole base to top to be removed. Electrical run to flood light can be secured and capped up inside 1/2'” conduit run.

3. These types of lighting fixtures are sometimes hard to find that will meet the Buy American Act. Will a waiver be granted if we are unable to find a fixture that complies?

No waiver will be granted.

4. Reference Block 11 of the SF1442. 30 days is not enough time when you factor in light fixture submittal review, approval and procurement. Depending on the specific light fixtures, sometimes it can take 30 to 60 days to receive after they have been ordered. Can the NTP be issued after the light fixture submittal is approved and the light fixtures are received?

Do what you can, and we will try to work with you.

5. Reference Part 1 Description of Work where it states “…floodlights to meet minimum specifications to adequately illuminate the required area…”. If the replacement light fixtures meets the minimum specifications, i.e equivalent wattage and luminaries output, will this be considered to by in compliance with the statement of adequately illuminating the required area?

Current lights put out about 16,000 lumens so we are looking to match 16,000 lumens or more.
