About this file

This document is a Questions and Answers (Q&A) revision for a U.S. Coast Guard Request for Proposal (RFP) for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract and associated Task Order 1, updated on 19 December 2025. The solicitation is for vessel charter services, with multiple key details: the Coast Guard will make multiple IDIQ awards with no maximum number, and intends to award one Task Order 1 to a single contractor. Contractors must submit separate proposals for both the IDIQ contract and Task Order 1, with day rates varying by vessel and contract period. Vessels proposed in the IDIQ must be the same vessels used in task orders, and all IDIQ contract holders will be eligible to compete for future task orders.

The RFP includes specific requirements such as fuel being supplied or reimbursed by the government, no security clearance requirements, and no government-furnished equipment. Travel costs for merchant mariner crew swaps will be reimbursed, and the reporting system will be the Contractor Performance Assessment Rating System (CPARS). The proposal deadline has been extended one week to 15 January 2026. The IDIQ Statement of Work serves as a baseline, with some future task orders potentially having requirements greater than the initial IDIQ specifications. Contractors are responsible for vessel modifications and must demonstrate their ability to meet threshold requirements at the time of proposal submission.

RFP(s) Q&As Rev1

Updated: 19 December 2025

Page | 1

Administrative Q&As

1. We would like to know if this is a brand-new contract or if there is (was) an incumbent performing these services?

Answer: This is a new requirement. There is no incumbent.

2. Will there be a pre-proposal conference or Q&A webinar.

Answer: The Government will not be holding a pre-proposal conference or a Q&A webinar.

3. The preferred format for submitting questions for the official Q&A.

Answer: The format for submitting questions can be found in RFP Section 7.1.

4. Any updated deadline or amendments pending release on SAM.gov.

Answer: The proposal due date remains unchanged at this time. Any/all amendments to the solicitation will be posted to SAM.gov. Offerors are responsible for monitoring SAM.gov for all updates.

5. Will there be a formal Q&A period, virtual industry session, or amendment release prior to the proposal due date of January 08, 2026?

Answer: Please see RFP section 7.1 for the Q&A period. There is no virtual industry day session planned. Amendments to the solicitation will be released as needed based on the

Q&A.

6. If a contractor submits a bid for Task Order 1, does that constitute an IDIQ proposal, or are two separate proposals required—one for the IDIQ and one for Task Order 1?

Answer: No. An offeror must submit two separate proposals to be considered for both the

IDIQ contract and the initial task order.

7. Do we need to submit a response for both the IDIQ RFP and the TO RFP?

Answer: To be considered for an IDIQ contract award, an offeror must submit a proposal for the IDIQ solicitation. An offeror is not required to submit a proposal for Task Order 1 to be eligible for an IDIQ contract award.

To be considered for the Task Order 1 award, an offeror must submit a separate proposal for the Task Order 1 solicitation. Eligibility for the award of Task Order 1 is contingent upon the offeror receiving an IDIQ contract award. An offeror who is not awarded an IDIQ contract cannot be awarded Task Order 1.

New Q&As as of 19 December 2025

8. During the period of performance, will there be additional solicitation opportunities to onramp new performers who can offer more capable systems or emerging technologies?

Answer: The Coast Guard does not anticipate additional solicitation opportunities to onramp new performers at this time.

9. Question regarding attachment #3 - Vessel Day Rates - How are contractors supposed to provide pricing for two different vessels?

Answer: IDIQ attachment #3 Vessel Day Rates has multiple rows, each of which can be filled with the Vessel Name in column A and each Vessel’s proposed day rate in columns B through

F.

10. We understand the IDIQ contract will be multiple award. Please confirm the maximum number of awards the Government plans to make under the IDIQ.

Answer: There is no maximum number of awards.

11. Please advise if award of the IDIQ and the Task Order will be based on “best value” or

“lowest priced, technically acceptable.” The evaluation factors in the solicitation do not specify.

Answer: For the IDIQ, all offerors who meet the requirements will be included in the IDIQ.

See Task Order RFP Section 8.3 for the Award Basis for the Task Order best value tradeoff information.

12. Please confirm that the Task Order 1 will be awarded to only one offeror.

Answer: The Coast Guard intends to award one order for Task Order 1.

13. Please confirm that all awardees under the IDIQ contract will be able to offer on all future

Task Order solicitations even if they are not awarded Task Order 1.

Answer: Confirmed.

14. Please advise if the specific vessel(s) proposed with the IDIQ offers are required to also be proposed with all Task Orders offers and perform on all Task Orders once awarded.

Answer: Yes, the IDIQ proposals should include all vessels the Offeror intends to utilize for support under this IDIQ. The Offeror is not obligated to propose on all Task Orders.

15. Please advise if Task Order 1 and all future Task Orders will be for only one vessel.

Answer: The Coast Guard cannot confirm only one vessel will be required on future orders.

16. Please confirm that the cost of all fuel is for the account of the Government, and that the cost of all fuel not directly supplied by the Government will be reimbursed to the Contractor.

Answer: Fuel will be either supplied by the Coast Guard or reimbursed to the Contractor.

17. Please advise if any of the contractor’s crew serving on board the vessel require a security clearance. If so, please advise the security level.

Answer: There is no security requirement for the IDIQ or Task Order 1.

18. Please advise the port where the Government will take delivery of the vessel under the Task

Order and port where contractor will take redelivery.

Answer: The Coast Guard is not taking delivery of the vessel under the time charter. There is no assigned port for Task Order 1.

19. TO1 RFP 3.3 Requires contractor to verify data elements in the Government designated reporting system. Please advise which Government reporting system will be used as it relates to this requirement (WAEF, etc.).

Answer: Contractor Performance Assessment Rating System (CPARS) will be the official reporting system.

20. Charter Terms: The Task Order broadly sets out the general requirements but please advise what charter document will be the actual contract. Items that any charter must include are delivery, redelivery, laydays, insurance requirements, war risk coverage requirements, trading limits etc.

Answer: The SF 1449 will be the contract document.

21. Consumables and Outfitting: This section states that contractor is to provide refined petroleum products on a reimbursable basis, but please confirm that all bunkers and lubes for the chartered OSV will be reimbursable.

Answer: Lubes and bunkers will be reimbursable, if and where required.

22. Travel: It appears travel costs for merchant mariner crews are reimbursable up to

$400,000.00 every (6) months. Can you please confirm that this money is set aside for merchant mariner travel?

Answer: Travel funding will cover crew swaps on a cost reimbursement basis in accordance with contract terms and conditions.

23. Pricing: Please confirm that the IDIQ daily rate is the maximum rate that the contractor can charge for a particular vessel for that corresponding period. Therefore, any pricing for a task

Page | 4 order must be at or below the IDIQ contracted rate, but remains subject to vessel availability as determined by the Owner.

24. Please confirm that capabilities described in the IDIQ Statement of Work, but not listed in the

IDIQ Technical Capabilities Spreadsheet are the minimum requirements.

25. Please confirm that capabilities described in the IDIQ Statement of Work, are also applicable to Task Order 1, even though they are not listed in the Task Order Threshold Requirements

Spreadsheet.

Answer: Confirmed. IDIQ requirements flow down to the Task Order.

26. Please confirm that capabilities described in the Task Order Statement of Work, are also applicable to Task Order 1, even though they are not listed in the Task Order Threshold

Requirements Spreadsheet.

Answer: Confirmed. The Task Order Statement of Work will be evaluated in Factor 2.

27. The IDIQ calls for the “…capability to receive and store various grades of fuel for propulsion, ships auxiliaries and delivery to vessels, including a 10,000 gal reserve capacity for delivery to vessels without impact to ship endurance.” Yet T.O. 1 calls for 60,000 gal.

Will some task orders have requirements greater than what is called out on the IDIQ? This is not clear.

Answer: Yes, the IDIQ SOW is the baseline, some Task Orders will have requirements greater than the IDIQ.

28. Would the USCG make the Ready Service Locker (RSL) and associated standards/equipment as GFE? It appears Navy standards have changed regarding these rules, and the old standards are referenced. RSLs are typically GFE for other Navy/USMC charters and may be hard to procure within 30 days of an award.

Answer: No. GFE will not be provided.

29. Respectfully request the USCG consider an immediate extension of one to two weeks on the

08 JAN 26 RFP deadline; this request is based on timelines (over the holiday period with technical staff out of the office) and inconsistencies with the documents. An extension of the deadline would provide the USCG with higher quality responses across all industry.

Answer: The Coast Guard will extend the RFP deadline of both RFPs one week.

30. Please confirm that USCG will be responsible for arranging the labor for loading and unloading containers with the vessel cranes.

Answer: The offeror will be responsible for arranging labor for loading and unloading containers with the vessel crane with guidance and direction from the Coast Guard.

31. Both the IDIQ and TO 1 have a CLIN for a day rate. Are these IDIQ CLIN 0001 (FFP) and

TO Transportation and Logistics Support days rates to be combined when a TO is eventually issued? Will the IDIQ Day rate be paid to all MAC Contract holders even when their vessels are not performing a specific TO?

Answer: Day rates are not combined. The IDIQ Day Rates establish the maximum day rates that may be charged on any Task Order. There is no funding at the IDIQ level therefore, contract holders will not be paid day rates unless they are awarded a task order.

32. Solicitation section 2.1.1 - Please advise if the Contractor can submit a different [day rate] for each vessel offered, or are the rates required to be the same for both vessels offered?

Answer: Day rates may vary by vessel and by contract period.

33. Solicitation section 3.3.e - Please confirm the ACOR is included in the 12 Govt personnel mentioned in the SOW, or will this be an additional person?

Answer: The ACOR is included in the 12 personnel.

34. Solicitation section 6.1 - Please advise which proposal Factor should include the FARs.

Answer: None of the provisions at 6.1 require a formal response. By submitting a proposal you agree to the clauses and provisions included in this requirement.

35. Task Order Solicitation section 8.2 - Please confirm that if vessels require modifications, and

Contractor has illustrated in their offer that these modifications can be completed prior to delivery, that the proposal will still be acceptable for an award.

Answer: Vessel modifications are allowable. Per RFP Section 7.5 – for Threshold

Requirements, the offeror shall demonstrate their ability to meet all of the threshold requirements at time of proposal submission. For Technical Capabilities, the Coast Guard will evaluate proposals for sound and viable methods, and note specific findings and assess an overall technical rating.
