About this file

This document is a Pre-solicitation Notice for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract (ID: 70Z02326R93280001) issued by the U.S. Coast Guard for ocean vessel services. The document contains 26 vendor questions and corresponding government answers addressing technical vessel requirements, including vessel capabilities such as fuel capacity, crane operations, crew accommodations, communication systems, and material handling operations. Key specifications include the ability to transfer supplies alongside while at sea, carry specific fuel types (NATO F-76, Marine Gas Oil, Ultra Low Sulfur Diesel), accommodate a 12-person detachment, and meet maritime security standards.

The vessel must be certificated under 46 CFR Subchapter I, with specific requirements around berthing, communications, and operational flexibility. Many detailed specifications will be determined at the Task Order level, including precise requirements for network infrastructure, SIPRNet laptop usage, food storage, and fuel/water transfer thresholds. The vessel will need to support potential mixed-gender crews, have underway replenishment capabilities, and be prepared to modify external markings to U.S. Coast Guard standards. The government emphasizes that specific operational details and precise requirements will be elaborated in subsequent Task Orders under this IDIQ contract.

Pre-solicitation Notice ID: 70Z02326R93280001 HSC-Ocean IDIQ

Vendor Questions / Government Answers

See the following for Vendor questions and Government answers related to Pre-solicitation Notice ID: 70Z02326R93280001:

1. If a vessel can carry other fuels in Marine Portable Tanks on deck—please confirm if these must be within designated hazardous zones.

Answer: If fuel is carried outside of internal, below-deck tanks intended for marine diesel, then the vessel must follow all applicable commercial standards for such storage without interfering with other required vessel capabilities.

2. Is the 10,000-lb deck store crane capacity at 15 ft over the side a static, in-port rating, or does the vessel need this capacity under dynamic offshore conditions?

Answer: The vessel will need this capacity under dynamic offshore conditions to conduct replenishment/resupply at sea.

3. Does the vessel need any Polar Class or Ice Class notation?

Answer: Polar Class or Ice Class are not required for the IDIQ. If a future Task Order requires additional classification, it will be identified on that order specifically.

4. SOW 3.4 Crew Swaps - Please provide idea for where crew changes would occur. For example, would this be limited to GOA, Caribbean, and Central America? This would provide better certainty for pricing vice global crew change.

Answer: Crew swap locations will vary based on mission. Associated travel costs will be reimbursed at cost under CLIN 0003.

5. SOW 3.8 Safety and Security - Will crew be required to provide AT/FP? Is this rebillable? Does this include weapons and ammo? Will USG provide GFE for this if so?

Answer: The contractor will be required to comply with 33 CFR Part 104 – Maritime Security: Vessels. USG will not provide GFE, weapons or ammunition for ATFP.

6. What potable water capacity and endurance are required?

Answer: There is no minimum potable water capacity for the IDIQ. See Statement of Work (SOW) paragraph 3.15.1 for potable water requirements. See SOW 3.9.1 for endurance requirements. Future Task Orders may change potable water capacity and service requirements.

7. SOW 3.12.2 Locking showers/heads shall be provided to ensure privacy in the event of “Jack and Jill” berthing arrangements (shared between two two-person staterooms).

Page | 2

Accommodations shall be furnished, air conditioned, and heated. Do the showers/heads need to be connected to the berthing areas?

Answer: If the configuration for the minimum number of required berthings/bathrooms can support mixed gender crews, any additional berthings/bathrooms will not be held to the same requirement. Future Task Orders may increase the number of required berthings/bathrooms that support mixed gender crews.

8. SOW 3.12 Berthing - Is the CG expectation that there be individual heads or that there is at least a common head that is lockable to support mixed gender personnel?

Answer: A common head is acceptable as long as the space is lockable to support mixed gendered personnel.

9. SOW 3.12 Berthing – Should we anticipate requirements for wired connectivity, Wi-Fi coverage, televisions, and phone service in these areas?

Answer: Requirements will be specified at Task Order level.

10. SOW 3.13 Capacity - Are these Portable Accommodation Modules (PAMs) or just storage containers? Any electricity required?

Answer: Requirement is for the ability to hold four 20 foot IMO storage containers.

Electricity requirements will be specified at Task Order level.

11. Request clarification if we are required to self-load / unload the 20’ ISO containers with the vessels crane? If yes, we would need a weight and an idea of the general location on deck. We assume a pier-side crane would be used.

Answer: The Storage containers can be loaded in port with a pier-side crane. Self-load capability will be specified at Task Order level.

12. SOW 3.14 Fuel Capacity - Please confirm the fuel grades (including flash points) and the minimum/maximum volumes for all internal below-deck tanks intended for marine diesel or drilling fluids.

Answer: The most common types of fuel that may be carried are as follows:

• NATO F-76 in accordance with MIL-DTL-16884

• Marine Gas Oil (MGO) conforming to ISO 8217 Grade DMA

• ASTM D975 Grade Number 2 Ultra Low Sulfur Diesel (ULSD)

• NATO F-44 (JP-5) in accordance with MIL-DTL-5624

Other fuel requirements may be specified in future Task Orders.

The minimum fuel amount is 10,000 additional gallons specifically for refueling other vessels at sea. There is no maximum volume for internal below-deck tanks.

13. SOW 3.17 Material Handling Operations - Underway replenishment? Launching small boats? Please provide more specific info.

Answer: Material handling operations include the transfer of supplies such as food stores, equipment, fuel, and personnel to USCG vessels.

14. We have feasibility concerns with SOW 3.17.3, with regards to underway replenishment.

Can you confirm this will be a vessel capability requirement?

Answer: Yes, the desire is for the ability to transfer supplies alongside while at sea.

15. Could you provide any additional information under SOW 3.18.1, with regards to the onboard crane? Could this service be fulfilled by a land-based crane for vessel loading?

Or are the crane requirements specific to offshore lifting?

Answer: The intent is for the CG vessel to come alongside and tie off to the crane to conduct dynamic lift operations to transfer goods and supply to the CG vessel at sea. No man rating is required.

16. SOW 3.19.4 Docking and Station keeping - Endurance on our vessels and the 12 person detachment would be equal or greater than the 30 days called out in the solicitation.

However, if additional occupants come onboard, would this change any needs for reefer / freezer space?

Answer: The food storage space will be indicated at Task Order level.

17. Per SOW 3.20.1, must it be Subchapter I (cargo vessel), or can it be Subchapter L

(OSV)?

Answer: For the operations intended, the vessel must be certificated in accordance with 46 CFR Subchapter I; however, it may be multi-certificated provided it is operated as a Subchapter I vessel.

18. SOW 3.21 Communications - Can the CG clarify how they intend to tie this into our network infrastructure and whether any additional redundancy expectations exist. Do you require physical network separation?

Answer: No physical network separation is needed. The CG will use virtual desktop connection through Wi-Fi to access the CG network.

19. For Starlink, max plan per month is for 25 TB and incurs a charge for every GB over that.

Would exceeding this be rebillable?

Answer: The USCG does not anticipate exceeding 25 TB per month.
