About this file
This document is a Request for Proposal (RFP) Questions and Answers (Q&A) dated 16 December 2025. The document clarifies key administrative details about a new contract opportunity involving an Indefinite Delivery/Indefinite Quantity (IDIQ) contract and a corresponding Task Order 1. The solicitation requires two separate proposals: one for the IDIQ contract and another for Task Order 1, with eligibility for Task Order 1 contingent upon receiving an IDIQ contract award. The proposal due date is 08 January 2026, and there will be no pre-proposal conference, virtual industry session, or Q&A webinar.
The government has confirmed this is a brand-new requirement with no incumbent contractor. Offerors are advised to monitor SAM.gov for any solicitation amendments and to follow the question submission guidelines outlined in RFP Section 7.1. Importantly, while an offeror must submit a proposal for the IDIQ solicitation to be considered for an IDIQ contract award, submitting a Task Order 1 proposal is optional for IDIQ contract eligibility, though necessary for Task Order 1 award consideration.

Administrative Q&As
1. We would like to know if this is a brand-new contract or if there is (was) an incumbent performing these services?
Answer: This is a new requirement. There is no incumbent.
2. Will there be a pre-proposal conference or Q&A webinar.
Answer: The Government will not be holding a pre-proposal conference or a Q&A webinar.
3. The preferred format for submitting questions for the official Q&A.
Answer: The format for submitting questions can be found in RFP Section 7.1.
4. Any updated deadline or amendments pending release on SAM.gov.
Answer: The proposal due date remains unchanged at this time. Any/all amendments to the solicitation will be posted to SAM.gov. Offerors are responsible for monitoring SAM.gov for all updates.
5. Will there be a formal Q&A period, virtual industry session, or amendment release prior to the proposal due date of January 08, 2026?
Answer: Please see RFP section 7.1 for the Q&A period. There is no virtual industry day session planned. Amendments to the solicitation will be released as needed based on the Q&A.
6. If a contractor submits a bid for Task Order 1, does that constitute an IDIQ proposal, or are two separate proposals required—one for the IDIQ and one for Task Order 1?
Answer: No. An offeror must submit two separate proposals to be considered for both the IDIQ contract and the initial task order.
7. Do we need to submit a response for both the IDIQ RFP and the TO RFP?
Answer: To be considered for an IDIQ contract award, an offeror must submit a proposal for the IDIQ solicitation. An offeror is not required to submit a proposal for Task Order 1 to be eligible for an IDIQ contract award.
To be considered for the Task Order 1 award, an offeror must submit a separate proposal for the Task Order 1 solicitation. Eligibility for the award of Task Order 1 is contingent upon the offeror receiving an IDIQ contract award. An offeror who is not awarded an IDIQ contract cannot be awarded Task Order 1.
