USCG Cutter – Boat Long Range Interceptor (CB‐LRI III) Questions and Clarifications 70Z02322R93250001

Responses # Reference Question Response

1 042-1.4 Please clarify if an air gap mitigates the need for a coating system. No, an air gap does not mitigate the need for a coating system - but if there is an air gap, there is no faying surface and the coating requirement does not apply.

2 041-4.1 Please clarify if the PCA will be conducted on the second boat. The PCA will not be on the second boat. The PCA is intended to be completed on a LRI that has post Operational Test changes incorporated, and the technical information (drawings) reflecting the changes are available.

3 042-2.2.1 Please clarify if the warranty requirement includes the labor to complete repairs

Yes, Specification Section 042-2.1 establishes the warranty responsibilities that includes all labor, for all warranty work. Specification Section 042-2.2.1 establish that all material on the boat is covered by the warranty.

4 042-2.6 Please clarify if contractor costs include haul-out and launching if required.

The Contractor is responsible for haul-out and launching if required for warranty. USCG resources may be available depending on particulars of the situation. If USCG resources are not available; the

Contractor remains responsible for the haul-out and launching if required for warranty.

5 042-2.6 The cost of travel to Hawaii fluctuates significantly which could skew the cost of performing warranty support. We think this should be considered OCONUS as determined by many government agencies including the Coast Guard. Please confirm that Hawaii is

OCONUS, not CONUS.

Hawaii is OCONUS and there are two NSCs homeported there. The intent of Specification Section

042-2.6 is to prevent additional administrative burden for managing travel reimbursement and eliminate the need for pre-authorization prior to traveling to Hawaii for warranty. Travel for warranty work for CONUS and Hawaii locations are not reimbursable and are part of the warranty.

6 044-1.5/070-3.3 Please clarify which seats will be used for using a shoulder fired weapon.

Specification Section 070-3.3 will be revised to read similar to the following:

"The semi-enclosed cabin, seating, and aft arrangement shall allow a field of fire 30 degrees forward and aft of the beam. The gunner will be seated in the aft most port or starboard seats in both the semi-enclosed cabin and aft shock mitigating seats."

Figure 070-1 will be updated to reflect the above.

7 051-7.1. Please clarify the extent of damage and the definition and/or intent of "withstand flooding" and "positively buoyant" as stated in 051-

7.1

Specification Section 051-7.1.1 will be revised to remove the use of withstand flooding and positively buoyant read similar to:

"The CB-LRI III shall have the ability to identify and remove water caused by component failure and hull damage."

The stability requirements are in Section 079, the bilge requirements are in Section 529, and the fire extinguishing requirement are in Section 555.

USCG Cutter – Boat Long Range Interceptor (CB‐LRI III) Questions and Clarifications 70Z02322R93250001

# Reference Question Response

8 070-2.1.2 070-2.1.2 states that the performance weight shall not exceed

20,970. However, Appendix D, sheet 1 states that the max performance weight is 21,190 lbs. Please confirm the max performance weight.

Specification Section 070-2.1.2 correctly states the maximum performance weight as 20,970 lbs.

Specification Appendix D will be revised to match Specification Section 070-2.1.2.

9 070-2.1.3 070-2.1.3 states that Beam (overall) – shall not exceed 11 feet 4 inches. However, Appendix – D sheet 1 lists Max Beam as 11'0" and Restricted by notch width.

Specification Section 070-2.1.3 correctly states the maximum beam as 11 feet 4 inches.

Specification Appendix D will be revised to match Specification Section 070-2.1.3.

10 070-2.1.1 Please confirm if length overall can be increased (to 35'5")? No. Specification Section 070-2.1.1 will be revised so the LRI does not need to be measured in the longest configuration - but measured in the normal configuration it will be in when cradled for extended periods. Similar to:

"Length (overall) – Shall not exceed 34 feet, 6 inches. Overall length is measured from the forward-most extremity to the aft-most extremity including the fendering fully deployed and propulsion unit in its cradled configuration."

11 073-1.1 The requirement to meet 85dBA at full speed seems excessive considering OSHA and IMO are based on a time weighted average 8-hour work day. In addition, based on the range, annual operating hours of the boat and duty cycle of the engine, it is unlikely that the boat would be operated at full speed for 8 hours. For these reasons, we think the dB requirement should be at the most economical cruising speed. Please confirm.

The specification will be revised to read similar to the following:

"The maximum onboard A-weighted noise level from idle speed to most economical planning speed plus two knots, in SS1 or less, shall be below 85 decibels (dbA) when measured at head level for all shock mitigating seats in the semi-enclosed cabin and shall be below 94 dbA when measured at head level for all shock mitigating seats on the aft deck."

12 073-1.1 Please confirm the dB requirements are with all doors and windows closed and canvas in place.

The Contractor may configure the LRI in any normal operating condition (door/windows/canvas open, closed or in place, etc.) for noise measurements. The configuration shall be consistent for all noise measurements.

13 073-1.3 It is difficult to get a quote for an acoustic engineering analysis before the design is finalized. Please confirm if the an acoustic engineering analysis is only required if the contractor cannot meet the dB requirements of 073-1.1 (dBA)

No, the requirement is to have the acoustic engineering firm consulted prior to construction to influence/minimize crew noise exposure.

14 079-1.2.1 Please clarify if the intent of 079-1.2.1 is considered to be one-compartment damaged stability.

The CB-LRI III does not use the one or two compartment damage stability language or terminology. Specification Section 079-1.2.1 requires that when considering flooding between two transverse bulkhead, all spaces between bulkheads are flooded. Specification Section 079-1.2 should be reviewed as it limits the extent of damage to L/10.

15 084-3.1 Please clarify the delivery locations for the CB-LRI III and its trailer so that we can price delivery accordingly.

Anticipated delivery location are Charleston, SC (QTY 6), Alameda, CA (QTY 5), and Honolulu, HI (3). Any additional LRIs are expected to be delivered to Charleston, SC, or Alameda, CA.

16 150-1 Please clarify the intent of this section. Are side walls required or are canvas sides acceptable?

Specification Section 150-1 will be revised to reflect the intent provided in the attached narrative:

Cabin.

17 164-1.3 Please clarify if ballistic protection is is required from all sides including aft.

Specification Section 164 will be revised to reflect the intent provided in the attached narrative:

Cabin, Ballistic protection subsection.

# Reference Question Response

18 241-2.1 Several factors affect cavitation including operator input, control and weight distribution. Some cavitation is considered normal and acceptable by most waterjet suppliers. Please confirm that this requirement applies only to steady state operation and does not include periods of aggressive acceleration or maneuvering.

Yes, the interpretation is accurate.

19 241-2.5 Please clarify this requirement and note that it may add additional cost, complication and risk. It may also cause performance issues including aeration of the waterjet and may not be approved by the

OEM. Please reconsider this requirement.

Specification Section 241-2.5 will be revised similar to the following:

"The waterjets’ water intake grating shall be installed so the entire grating is recessed at least 1/2 inch into the boat’s hull. The forward and aft edges of the recess shall be tapered as necessary to preserve waterjet performance."

20 261-1.11 Please clarify that if this should read "without starting the engine". The engine(s) should not be used to prime the fuel system.

21 313-1.1 This requirement is not typical and most likely would not be approved by the OEM engine supplier. Each engine should have its own starting bank with a separate house bank (3 banks total).

Specification Section 313 will be revised to reflect the intent provided in the attached narrative:

Batteries.

22 313-2.3.2 Based on our recommendation for separate starting banks for each engine, this requirement should be changed to a total of 6 engine starts per engine.

Specification Section 313 will be revised to reflect the intent provided in the attached narrative:

Batteries.

The specification will be revised to reflect a minimum of two battery banks shall be provided for the auxiliary systems and for starting the engines. All batteries shall be the same size and rating.

The batteries shall be installed and wired such that either the starting bank(s) or auxiliary bank(s) may be selected for engine starting, or batteries may be paralleled to start the engine(s).

The starting requirement is to be able to start each engine 6 times.

23 332-3 Please clarify is stern/hip towing lights and/or NUC lighting is required.

Stern/hip towing lights and NUC lights are not required.

24 332-4 Please clarify if the Handheld Searchlight requires a dedicated power outlet for charging.

No, the handheld searchlight does not require a dedicated power outlet for charging.

25 439 The requirements for the marine grade infrared camera system seem vague which could result in a wide range of potential solutions.

Please clarify if there are any specific details, characteristics or performance requirements for the infrared camera system.

Specification Section 439-1.1 will be revised similar to the following:

• be provided with remote-controlled pan, tilt, and zoom function;

• have a thermal/infrared camera and a visible light camera;

• be capable of detecting a 30-foot vessel at ranges greater than 3 NM; and

• have tracking capability (i.e., lock on target) in thermal and visual mode."

26 411-1.2 Please note that there isn't a magnetic compass on the market with an integrated dimming switch. Please advise if a contractor supplied dimming switch is acceptable.

The compass card numerals and integrated dimming switch requirements will be removed.

Specification Section 411 will be revised.

27 436-1.3 For safety, typically the alarm light remains visible when the audible alarm is silenced. Please confirm that dimming the alarm light to zero is required.

Yes, alarm lights shall be dimmable to zero.

28 505-4.3 A typical submersible bilge pump does not allow two hose clamps.

Please review and advise.

Anytime two stainless steel hose clamps cannot be fitted, the Contractor shall indicate on the drawing the use of single hose clamp because of space constraints.

USCG Cutter – Boat Long Range Interceptor (CB‐LRI III) Questions and Clarifications 70Z02322R93250001

# Reference Question Response

29 505-4.5 Please clarify the definition of "vital" in this section. The 46 CFR 56 definition for vital systems is what is intended. Specification Section 505-4.5 will be revised to reflect the following:

"Hose system for vital systems identified in 46 CFR 56, shall meet the regulatory requirements of

46 CFR Part 56."

30 529-1.9 ABYC only allows a check valve if required to keep the bilge pump from cycling. Please confirm this requirement is necessary.

Yes - this is a requirement. Bilge pump discharges shall incorporate a check valve as close as possible to the overboard fitting.

31 555-2.1 Please confirm if automatic fire suppression is required in addition to manual activation.

An automatic fire suppression system is not required.

32 582-5.3.10 Will the Coast Guard consider consider synthetic rope as a lightweight alternative to synthetic web slings?

No.

33 512-1 The CB-LRI-III is defined as having a semi-enclosed cabin. The requirements for additional ventilation seem to add unnecessary complexity. Please confirm this requirement and clarify the intent.

Please see the attached narrative for the USCG's intent: Cabin, Ventilation and Heat / Air movement subsections.

34 582-5.1 Please confirm if there is a height limit to the shore based crane. There is no height restriction/limit on the shore based crane.

35 602-4.1 Please clarify the requirement of being "readily viewable" in the context of 410-3.1.

The label plate required by 602-4.1 is not intended to fall under the requirements of section 410-3.

Specification Section 042-1 will be revised to add:

"Readily Viewable - Viewable without removing objects or components and without requiring awkward twisting or bending."

36 612-1.6 The requirement to have recessed continuous handholds along the side of the boat could be dangerous and difficult in way of the sliding door depending on placement and orientation. Please confirm if the handrails could be placed inboard and/or above the roof to satisfy this requirement.

Specification Section 612-1.6 will be revised to reflect the following:

"Exterior handhold devices shall be constructed, positioned, or protected from damage when the

CB-LRI III is operating alongside another vessel."

37 625-1.4 The requirement for all cabin windows to have means of defrosting and defogging could be difficult along the cabin side. In addition, it may be ineffective depending on the temperature and extent of defogging/defrosting needed. Electrically heated windows may be required to satisfy this requirement. Please clarify and confirm these requirements.

Specification Section 625-1 will be revised to reflect the intent provided in the attached narrative:

Cabin, Air movement subsection.

38 625-1.5 Please clarify this requirement. Can the opening window open outward? Does 625-1.5.4 only apply when close or also when opened? Can the opening window be within the canvas? Please clarify the intent of "quick-release". Can this requirement be satisfied by a large door(s), or hatch(s)?

Specification Section 625-1 will be revised to reflect the intent provided in the attached narrative:

Cabin.

39 631-2 There are alternative coatings that provide superior corrosion protection in marine applications. Please confirm if these coating systems can be used to meet this requirement.

Specification Section 631-2 is USCG standard for faying surfaces. Following award, alternative systems may be proposed/considered for substitution. Approval of a proposed alternative is not guaranteed.

1_Specification_, Section 044-1.5

[Orig]

"070-3.3 [Orig] -The semi-enclosed cabin, seating, and aft arrangement shall provide for an unimpeded arc of fire using a shoulder fired weapon as shown in Figure 070-1:

(Note: The firing arcs depicted in the semi-enclosed cabin are assumed to be associated with the most aft port and starboard seats within the cabin)"

"044-1.5 [Orig] The CB-LRI III will employ use of force that includes warning shots and disabling fire against non-compliant vessels, and the application of deadly force against hostile targets using shoulder-fired weapons from a seated position,"

Does the person on the stern, having the unimpeded arc of fire of

240 degrees, must be in a seated position? Can the person change the position to achieve the unimpeded arc of fire of 240 degrees? Is it allowed to remove the passenger overhead protection (as defined in 070-3.9) to achieve the unimpeded arc of fire of 240 degrees?

Specification Section 070-3.3 will be revised to reflect the following: "The semi-enclosed cabin, seating, and aft arrangement shall allow a field of fire 30 degrees forward and aft of the beam. The gunner will be seated in the aft most port or starboard seats in both the semi-enclosed cabin and aft shock mitigating seats."

Figure 070-1 will be updated to reflect the above.

65 Contract Clauses Section 9 of the solicitation discusses payment and invoicing instructions, however, there is no discussion or instructions as to when the various CLINs can be invoiced. Will the Government make progress payments during the construction of each boat (i.e.

CLIN’s X001), and if yes will you add payment milestones to

Section 9? Suggested verifiable payment milestones (from other similar Government contracts).

The USCG will provide a response on contract financing at a later day.

66 Section 660-1.1 requires, "three sets of dual mounted jockey seats." Are there requirements for any of these seats to fold and stow into a more compact form factor?

No. While foldable seats are not prohibited, there is no requirement for foldable seats. Foldable seats drive compromises between complexity (failure modes) and cleared working area. Discussion of advantages/disadvantages would be considered if part of a proposal.

67 Section 660-1.1.6 notes requirements for seat restraint buckles. Is the intent that all suspension seats, including jockey seats, have seat restraints?

Yes. The specification will be revised to clarify that all seats shall have lap belt style seat restraints.

68 Section 660-1.1.11 outlines requirements for an OEM shock mitigating seat report. Is it the intent that this report follow the guidelines set out in NSW/CCD-

080-TR-2015/010? Without the details laid out in this

'LABORATORY TEST REQUIREMENTS FOR MARINE SHOCK

ISOLATION SEATS' aspects of the test report would be left open to considerable interpretation.

No, the report needs to confirm the requirements of Specification section 660-1.1.11 have been met.
