About this file
This document contains questions and answers regarding a solicitation for the U.S. Coast Guard's third generation Long Range Interceptor Cutter Boat program. The Coast Guard seeks up to 17 cutter boats and associated trailers to be delivered to stations in Charleston, SC; Alameda, CA; and Honolulu, HI. Key requirements include a semi-enclosed cabin with seating for a minimum of 8 people, heating and ventilation systems, windows with defrosting/defogging capability, and doors or hatches providing water-tight access. The questions clarify specifications around engine components, cabin layout, window configurations, and trailer specifications and delivery locations. USCG Cutter – Boat Long Range Interceptor (CB‐LRI III) Questions and Clarifications 70Z02322R93250001
# Reference Question Response 1 042-2.6 In response to line #5, for the purpose of the evaluation, can the Coast Guard provide an estimate of the number of warranty calls to Hawaii, or suggest a flat rate cost based on the anticipated warranty support?
Warranty as defined in the contract is not separately priced and anticipated warranty costs are appropriately included in the cost of the item (boat and/or trailer). It is not included as a separate Contract Line Item Number (CLIN). Coast Guard experience has been that early boats have higher warranty expenses than later boats. A delivery schedule has not been developed, and planning for the Hawaii boats to be delivered in the middle of the production schedule would be a good planning assumption. The number of warranty calls will be dependent on the failure rate of the LRI. With approx.
20% of the final LRI fleet in Hawaii (3 of 15) the warranty calls to Hawaii should be about 20% of all warranty calls. Coast Guard experience with travel to Hawaii has been that airfare is comparable to a cross-country ticket, with hotel costs comparable to other major US cities. The Coast Guard expects Offerors to estimate warranty costs (repair, travel, other associated expenses) based on past experience / expected warranty failures of their boats.
2 261-1.11 Typically, engines are supplied with a primer pump that triggers on when the engine is powered up (but not running). Is the Coast Guard looking for a primer that is independent of the engine system?
No. If the OEM-supplied priming pump operates when the engine is not running to prime the system, this meets the intent of 261-1.11 as long as the fuel system is installed in accordance with OEM installation manual and ABYC H-33.
3 625-1.4 The narrative states that the forward facing windows need to have a defogging capability [while] the side windows for the forward row of seats need to have a defogging/defrosting capability. Typically, the forward windows would have both defrosting and defogging capability.
Please advise.
Specification has been updated to require both defrosting and defogging capability for the forward facing and permanently installed side windows.
4 Attachment 1_Specification _, Section 078-2 (Aluminum)
Frequently, bolt-rope track for fender installation is 6000 series aluminum. Please confirm if this is acceptable.
Yes - Section 078-2.6 will be revised to read similar to: Non-structural items of trim and outfit such as castings, and hardware items may be alloy 6063 or alloy 6061 of ASTM B221 or alloy 356.1, 356.2 or A356.2 of ASTM B179.

5 Attachment 1_Specification _, Section 510 (Heating and fans)
The narrative states that "The heat source for the heating system shall be waste heat from the engines" (plural) but also states that "The ventilation system would have a single heat source ducted to each seat. A single controller would control the fan speed for the entire vent system (off, low, medium, high)." Please confirm if multiple heat sources (engines or other) and controllers can be used to meet this objective.
The heat source(s) shall be the engines (plural). Specification has been updated to: The heating system shall use reject/waste heat from the main diesel engines (Specification Section 510).
Each seat in the cabin should have a dedicated adjustable vent outlet for heating and ventilation (Specification Section 070-3.3.1).
A centralized speed control (off, low, medium, high) for the heating and ventilation shall be provided on the console (Specification Section 070-3.3.3).
A centralized heat control (heat on or off) for the heating and ventilation shall be provided on the console (Specification Section 070-3.3.4).
The proposal must meet the requirements of the Specification. If an offeror wants to include an alternative that provides additional value to the Coast Guard - it may be included in the proposal as an alternative, and it will be considered. Pricing cannot be impacted by the proposed alternative.
6 070-3.6 070-3.6 requires a minimum of two doors. Is there a requirement for an exterior cuddy/electronics door?
Specification has been updated to allow a door or hatch to enter the cabin from the forward deck area, or to provide maintenance access to the aft side of the console and other electronics. If provided with a forward facing access, the access shall be watertightness degree 1" (Specification Section 150-1.1.1).
7 070-3.6 The narrative describes a sliding door and window arrangement that allows "the aft person to... have access to the outside [and] put hand (or weapon) out ‘windows’." Would an alternative door/window arrangement meeting the same objectives satisfy this requirement?
Specification has been updated:
150-1.1.6.2 Port and starboard sliding doors shall have windows that open to provide ventilation and to support use of a shoulder fired weapon by the aft seat occupants when the doors are in the open position.
150-1.1.7 The aft seats shall be provided with either soft (i.e., zipped up and down) or hard (i.e., permanently installed) windows. These windows shall be accessible and capable of opening with the sliding doors in the aft position allowing the use of a shoulder fired weapon from the seated position.
The proposal must meet the requirements of the Specification. If an offeror wants to include an alternative that provides additional value to the Coast Guard - it may be included in the proposal as an alternative, and it will be considered. Pricing cannot be impacted by the proposed alternative.

8 084-3.1 For the purpose of evaluation, how many trailers does the CG intend to order and to what locations?
The contract allows ordering up to 17 trailers. If all trailers are ordered, the delivery locations would most likely be Charleston, SC (QTY 6), Alameda, CA (QTY 5), and Honolulu, HI (3). With any additional LRIs are expected to be delivered to Charleston, SC, or Alameda, CA. For the 'evaluation' 17 trailers should be used with the above locations.
Actual orders may be limited to 3 for Charleston, 3 for Alameda, and 2 for Honolulu (total 8). The number of trailers will be determined as LRIs are delivered and support needs are finalized.
9 084-3.4 The contract allows the boat to be delivered on its own trailer if the delivery location is within 350 miles. Alternatively, could the boat be delivered within 350 miles of the delivery location and delivered on its own trailer to facilitate off-loading and delivery to the unit?
Yes. Delivering the final 350 miles on its own trailer is acceptable.
10 625-1.5.6 Marine windows don't typically include a quick-release opening mechanism. Please confirm the requirement of this section and what windows it applies to.
The Specification has been updated to: Cabin window location, design, and configuration shall provide emergency egress routes for cabin occupants in the event cabin doors become unusable. (150-1.2)
11 660-1.1 Please confirm that "full isolation" is intended to mean independently mounted (not dual mounted) or advise otherwise.
Yes
12 252-1.3 252-1.3 lists three different modes of operation.
Can mode three be accomplished using the same two interface devices as modes one and two where the translation thrust is controlled with a 2-axis joystick and steering is controlled with the steering tiller that is already used in modes one and two?
Yes same interface devices may be used as long as all three modes can be accomplished.

13 Appendix D Appendix D shows a bow horn abt 72" while views 38-A & 46-A show height of the capture line as approximately the same. Please confirm the minimum/maximum horn height relative the keel or other reference point.
The capture line height on the NSC is adjustable - and typically set as shown in views 38-A and 46-A at approximately 71 inches above the NSC notch keel bunk.
The LRI keel may not be in contact with the keel bunk when the LRI is notched. This will depend on the configuration of the LRI hull form. The LRI may rest solely on the first set of side bunks.
The intent is to have the capture line contact the bow horn at approximately the mid-point of the bow horn, and ride up and over to fall behind the bow horn, capturing the LRI, when the capture line is set at approximately 71 inches above the NSC notch keel bunk.
14 070-3.1.1 Does the USCG require a recessed well deck forward of the semi-enclosed cabin, forming a forward cockpit? Reference is made to a forward well deck and drainage but does not look to be specifically required? Is a flush deck with the specified working area acceptable?
Yes, a recessed well deck forward of the cabin is required - the specification has been updated to include: A minimum of 32 square feet of the working deck area shall be forward of the cabin. The area forward of the cabin shall be recessed to provide a protected area for people or cargo placed forward of the cabin. (070-3.1.1)
15 070-3.9 do the aft non-shock mitigating bench seats require canopy cover or is it just the 3 sets of dual mounted jockey shock mitigating seats that need sun/rain protection?
The aft non-shock mitigating bench seats do not require canopy cover / sun / rain protection.
16 With regard to parent cutter integration and the geometry of the launch and recovery ramp, is there a specific deadrise angle that must be achieved in order for the ramp to be successfully used?
The USCG is not specifying a deadrise angle. The design of the LRI should interface with the NSC stern notch as described in Appendix D. Appendix D has been updated to provide height of the NSC notch bunks, in addition to the distance off centerline. These measurements are taken from the NSC drawings, and may not fully reflect the tolerances of the NSC notch. They do provide bunk locations similar to what would be found on a boat trailer. The LRI-II did not contact the outboard set of bunks when fully notched and rested on the keel and inboard pair of bunks when at rest.

Responses
17 Is the ramp configurable for different deadrise angles and if not, can the USCG provide further information/drawings on the ramp geometry so we may check the compatibility?
The NSC stern notch is not reconfigurable. The excerpts provided in the Appendix D are details from the NSC drawings. Additional dimensions were added to provide the height of the bunks above the keel bunk. If there is specific information needed that is not shown on Appendix D, additional requests for dimensional information on the NSC notch will be researched and responded to.
18 Narrative The narrative describes the cabin as envisioned to have an electronics area in the forward portion. Is an alternative arrrangement acceptable?
Yes
