Text Question Answer
37 Att. 2, Section 073-1.1
073-1.1 [Orig] Low noise levels are vitally important to mission effectiveness and long term crew health. The onboard A-weighted noise level for the CB-L at all speeds from idle to full speed in calm water conditions shall be less than 85 decibels (dBA).
073-1.2 [Orig] Noise levels shall be measured with noise dosimetry Type II equipment at the five forward facing seating positions at head level while in the seated position. Testing at each location shall be over a minimum of 15 minutes in accordance with MIL-STD-1474E and COMDTINST M5100.47.
85 dBA on an open boat is very low and perceived to be unattainable.
Typically wind noise is in the 90's. Will the USCG consider eliminating this requirement? If not, can hearing protection be worn?
Has the USCG determined the cost penalty (holdback) of not meeting this requirement?
This requirement will not be eliminated, but has been modified.
Attachment 2, Section 073-1.1 has been revised to set a less stringent requirement for CB-L noise level. To maintain crew noise exposure within allowable limits through the use of hearing protection, Section 441-2.1.6 has been revised to specify a minimum required noise reduction rating for the crew communications headphones.
Attachment 7, Section (1) has been modified to establish a threshold and objective value for the CB-L A-weighted noise level. Attachment 1, section 092-4.1.5 has been added to clarify testing requirements. In response to the third question, no, the Coast Guard has not determined the cost penalty (holdback) of not meeting this requirement.
38 Att. 2, Sections 077-1.3 and 505-1.5
077-1.3 [Orig] Protective covers and shields shall be placed on Contractor installed piping, tubing, and removable hose connections that contain flammable fluids under pressure in accordance with COMDTINST M9000.6 Chapter 077 Section J.
505-1.5 [Orig] Piping and hoses that carry flammable fluids under pressure shall have spray shields on mechanical joints. These shall be configured to direct any fluid spray away from personnel, hot surfaces, and running equipment.
Please confirm if the requirements of 077-1.3 and 505-1.5 apply to diesel fuel lines?
No. Attachment 2, Sections 077-1.3 and 505-1.5, do not apply because these lines are under suction, not pressure. Section 077-1.3 has been revised to remove an unneeded reference.
39 Att. 2, Section
078-2.1 [Orig] When materials are referred to in this Specification without further identification, they shall conform to the following materials, as applicable:
078-2.1.1 [Orig] Aluminum 078-2.1.1.1 [Orig] Tube ASTM B221 (Extruded) 5086-H111 or 5083-H112 ASTM B210 (Drawn) 5086-H32 078-2.1.1.2 [Orig] Plate and Sheet ASTM B928-04 Alloy 5086- H116 or H321 or Alloy 5456- H116 or H321 or 5083-H116 or H321, 078-2.1.1.3 [Orig] Shapes ASTM B221 (Extruded) Alloy 5086-H111 or H112 or 5083-H111 or H112 or Alloy 5456-H111 or H112.

078-2.1.1.5 [Orig] Alloy 6061-T6 of ASTM B241 may be used for pipes as structural components. If so used, allowable stresses shall be based on the zero temper condition.
078-2.1.1.6 [Orig] Non-structural items of trim and outfit such as castings, and hardware items may be alloy 6063 or alloy 6061 of ASTM B221 or alloy 356.1, 356.2 or A356.2 of ASTM B179.
Aluminum; will the Coast Guard agree to include an economic price adjustment clause to offset the possible Section 232 imposition of aluminum tariffs on imported aluminum, which has been reported to be as much as 50%. This tariff could have severe implications to small business as we are currently bidding blind. The Tariff decision is to be made by the President within 90 days of January 22, 2018.

41 Att. 2, Section 079-1.2
079-1.2 [Orig] Compliance to these requirements shall be demonstrated by physical tests or by a rigorous hydrostatic analysis performed with recognized available computer software or a combination of the two. Verification of offset load criteria (ISO 12217-1 6.2) shall comply with Annex B.3.3. Physical tests shall be performed with appropriate weights; persons shall not be used as weights. The model used for analysis must be submitted to the Contracting Officer as well as the analysis results. Such software includes Orca3D, SHCP, GHS, HECSALV, MULTISURF, and MOSES. Other software will be considered on request provided it is readily available to the USCG for verification purposes. In accordance with ISO Annex F.1, this model and software may be used for determination of compliance to Annex F as well, or a physical swamped flotation test shall be performed.
Please confirm that a physical test is not required if a rigorous hydrostatic analysis is performed.
Yes. Per Attachment 2, Section 079-1.2, a rigorous hydrostatic analysis, using one of the listed programs, may be done in lieu of a physical test.
42 Att. 2, Section 079-2
079-2 [Orig] Trim and List Limits 079-2.1 [Orig] The CB-L shall not trim down by the bow or list more than one degree in the static condition in the Full Load Condition or Performance Condition Weight. Ballast shall not be used to achieve this requirement.
079-2.2 [Orig] The CB-L shall not list more than one degree at any speed when running in calm conditions. The trim control devices shall be set equally port and starboard when measuring heel.
The list and trim of 1 degree seems low for a vessel with high variable weight due to large variance in crew weights (5%-95%). Will the USCG consider increasing this margin.
No, the margins to trim and list limits will not be increased. These limits must be met using the crew weights set by Attachment 1, Section 096-3.2 and 096-3.1.2. These sections have been revised to clarify that a crew and passenger weight of 220 pounds per person shall be used when calculating weights, load conditions, and testing weight-dependent attributes. Attachment 2, Section 079-2.2 has been revised to clarify that its list requirement applies under specified load conditions. There is no need to add margin, since the 5%-95% human systems integration variance is not applicable. Attachment 1, Section 092-4.1.6 has been created to clarify that the trim and list requirements of Attachment 2, Section 079-2, shall be tested on the first CB-L produced.
43 Att. 1, Section
085-5 [Orig] List of Required 2D Drawings 085-5.1 [Orig] The required drawings for the CB-L shall be as listed below but not limited to the following;
List of drawings is too long to fit in this cell
Please confirm that the drawings listed are the mandatory drawings and that any additional drawings shall be covered as a contract mod?
Yes. Attachment 1, Section 085-5, is the minimum list of required drawings.
No. Attachment 1, Section 085-1.2, requires that sufficient information to describe the design and construction of the CB-L be provided. If additional drawings are required to sufficiently describe the design, those additional drawings are required as part of the contract.

53 Att. 2, Section 660-1.4.4
660-1.4.4 [0001] If seats are positioned athwartships without armrests or other lateral attachments, the seats shall be configured so that the center of each seat shall be at least 30 inches apart.
This requirement of 30” has a substantial impact on general arrangements of the vessel, and gives less room for personnel to move forward and aft in the boat while outboard of the seating area. This also requires the helm console to be wider than it would be otherwise, which further impedes movement of personnel around the vessel.
The existing USCG CB-OTH-III vessel has a transverse spacing between seat centers of 26”. The sitting shoulder width of the 95th percentile male is 19.9”, so this still allows 6” of transverse clearance between personnel.
Would the government consider reducing the spacing requirement in 660-1.4.4 to 26” to correspond with 660-1.4.5 in order increase available deck space outboard of the seating and console and mobility of personnel fore and aft in the vessel?
No
54 Att. 2, Section 114-1.6
114-1.6 [Orig] Two part polyurethane coating systems in the fendering system are prohibited.
Perceived anomaly in Section 114-1.6, which states that [Orig] Two-part polyurethane coating systems in the fendering system are prohibited.
Can you please clarify this section?
As you know, the majority of Coast Guard, Navy, Army and Air Force ribs presently supplied are provided with a secondary coating for enhanced UV and abrasion protection. This is standard manufacturing practice and provides real benefit to the end user.
Attachment 2, Section 114-1.6 has been deleted. Section 078-5.1 has been modified to allow use of fully-cured two-part coating systems to provide protection from UV radiation and abrasion.
55 Att. 7, Section (1), page 5
IDIQ pricing sheet (Attachment III) shall be filled-out with firm-fixed unit prices.
Can you please provide Attachment III for pricing? Attachment 7 has been updated to label the IDIQ pricing sheet as Attachment IV. This was a typographical error.
56 Att. 3, GFI Cutter Boat lift points Attachment 3, GFI_11_USCG_Sketch_24_CB-L shows a lift point with dimensions. Please confirm if this is a fixed distance.
Yes. The lift point location is fixed within the envelope due to davit configurations on each of the cutter classes.
57 Att 2, Sec 582- 5.9
582-5.9 [Orig] When hoisting using the single point davit, the sling system shall be oriented with a nominal 4 +/-1 degrees bow up attitude.
582-5.9 [Orig] gives acceptable trim range when lifting. Please confirm if crew can move about the boat to achieve trim or if they are to be in a seated position.
While hoisting, the two person crew shall be seated in the coxswain and crew seats.
